Charter School Leadership Council Rebukes PACE "Analysis" as Biased, Politically Motivated
WASHINGTON, DC, April 9, 2003 - The Charter School Leadership Council today released the following statement in response to a new report on charter schools from Policy Analysis for California Education (PACE) titled Charter Schools and Inequality: National Disparities in Funding, Teacher Quality, and Student Support: "The PACE report is yet another so-called scholarly analysis of charter schools that is neither scholarly nor an analysis. Culling information on charter schools from previously published reports and articles, and data from the National Center on Educational Statistics, PACE offers nothing new about charter schools other than the "spin" the authors want to give them. It fails to make a legitimate or compelling argument on the effectiveness of charter schools, leaping instead to spurious conclusions about "input" and "process" data that reflect not only a lack of understanding about charters, but also an obvious anti-charter bias. "The PACE report claims to have 'analyzed' disparities in teacher quality between public charter schools and their traditional counterparts, for example, but in fact it does nothing more than cite a lower number of certified teachers in charter schools than in traditional public schools, then declares the charter system a failure. This misguided focus on the number of certified teachers misses the point that there is no correlation between teacher certification and teacher certification-and also misses the point that the freedom to hire the best people they can find, regardless of state certification status, is one of the most important differences between charter schools and conventional public schools. (The PACE paper admits that, 'a complete teaching credential is an imperfect indication of a teacher's classroom effectiveness,' but then goes right ahead and makes this the standard for predetermining that charters are somehow inferior.)

As part of the accreditation process, the Music Education faculty, together with the Education Council (EC), crafted a document called the Conceptual Framework. The Education Council is comprised of the music education faculty plus a conservatory dean, college dean, college faculty, public school administrator, and public school teacher. The Conceptual Framework describes the foundations on which our curriculum for teacher certification (music education) is based. The EC collaboratively created a mission statement and approved a motto for the Division of Music Education.

The misassignment of teachers without appropriate preparation in English or without a degree in English to English classrooms is currently a problem of increasing magnitude, especially in grades 7–12. For example, in Missouri, 4,000 middle school teachers whose preparation is in social studies, physical education, or other fields have been assigned to teach English. California and other states report equally alarming statistics. Changes in tenure laws, shortages of qualified teachers, decreasing enrollments, contract negotiations, and economic pressures have contributed to the misassignments. This problem was addressed by a resolution passed at the 1979 NCTE Convention. However, the Standing Committee on Teacher Preparation and Certification believes that the Council should take additional and stronger action. Be it therefore

The concept of teacher testing has gained wide acceptance, as reflected in its extension to 48 states. All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion.

The Teacher Support Services Department supports all teaching personnel throughout the processes related to teacher certification and licensure. Our department provides consultative assistance in the following areas: We support the Local Professional Development Committees (LPDCs) through yearly inservices and assistance that includes answering questions and providing current information regarding professional development, as well as, licensure and certification requirements.
We are currently facilitating an Entry Year and Mentoring Program to assist our schools in fulfilling state requirements for Entry Year Teachers.
We work collaboratively with the Ohio Department of Education and the Catholic Conference of Ohio to better support teachers in the areas of licensure and certification.
