Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

M.A. DEGREE IN SPECIAL EDUCATION
Specialization in Gifted Education
AREAS OF SPECIALIZATION
The Masters of Arts (M.A.) program is one of two masters degrees offered in the Special Education program. The M.A. is only for persons who already hold a teacher certification/licensure in any area of general or special education. The M.A. degree in Special Education offers specializations in Gifted Education, Mild/Moderate Intervention Specialist, Moderate/Intensive Intervention Specialist, Early Childhood Intervention Specialist, and Applied Behavior Analysis The M.A. with gifted education specialization also leads to an Ohio Teacher Licensure. However, teachers holding current Ohio licensure in gifted education can earn the M.A. degree without taking additional gifted education classes.
PROGRAM OBJECTIVE
Compared to other programs in Ohio, the M.A. degree in gifted education at OSU is unique in its focus on urban gifted education. Teachers are prepared to address the needs of individuals with gifts and talents and their families in urban settings. Upon completion of the M.A. degree, students specializing in gifted education will be qualified to take responsible roles in gifted education across the State of Ohio, particularly in urban settings. Students with gifts and talents will benefit by having skilled personnel available to provide instruction and support during the education process in integrated settings.

Issues and Agenda
Ohio has addressed the issue of time structures in education not as a separate or isolated issue, but rather as an integral part of larger school improvement efforts. Ohio has focused on cohesive school improvement strategies that address systemic educational change at the building level. A centerpiece of this effort has been the Venture Capital initiative, which targets a significant amount of dollars to individual school buildings that have developed comprehensive plans for school improvement. Within this framework, schools have the resources necessary to support time for professional development, whether through team planning time, use of substitute teachers, release time, or other time structures and strategies. The primary issues are "finding and funding," according to James H. Porter, Lake County Board of Education:

The Impact of Alternative Certification in the Midwest Policy Issues No. 12 (November 2002)
This edition of Policy Issues focuses on alternative teacher certification in the NCREL region (Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio, and Wisconsin). A brief literature review is presented, and the results of an analysis of the latest Schools and Staffing Survey (SASS) are discussed. Information on alternative certification programs in the seven states is reviewed, including the results of a survey of more than 1,000 principals in the region regarding their experiences with alternatively certified teachers.
Alternative Certification: A Review of Theory and Research
Alternative teacher certification is one approach to expanding the pool of applicants for teaching positions. This literature synthesis explores the theory and research supporting alternative certification.
Alternative Certification Evaluation Template
The Alternative Certification Evaluation Template allows teacher certification programs to perform self-evaluations in order to determine the extent to which they address key issues. It lists components of effective alternative certification programs and includes a scoring rubric allowing these programs to measure their progress. New or developing programs may wish to use the template as they shape their approaches to alternative certification. Extant programs could benefit from the self-evaluation by identifying issues that they have not sufficiently addressed.

Ohio's Expectations for Professional Development Respect the Educator's Right to Plan One's Own Learning Ohio's teacher education and licensure standards communicate the State's expectation that teachers guide their own professional development in a planned, regular manner over time, in order to keep their teaching credential certification or licensurecurrent and valid. While the transition from certification to licensure in 1998 temporarily has caused some variation in professional development expectations for educators, depending on what credential they hold and where they are in their careers, after the transition has run its course nearly all educators will need to meet the same expectation for professional development. The exception would be the educators who hold Permanent Certification, which will no longer be obtainable after September 1, 2003. Every other educator will be expected to engage in professional development within each five-year licensure period in accordance with an Individual Professional Development Plan that has been developed by the educator and approved by the educator's Local Professional Development Committee.

State federation experiment In 1933, the national officers of the American Federation of Teachers at a meeting in Springfield, Ohio, stated that the Ohio State Federation of Teachers should serve as a real test as to whether or not state federations were desirable and practical. Thus, the Ohio State Federation of Teachers, as we were originally called, was to be established on an experimental basis.
First state convention On May 26, 1934, the first Ohio State Federation of Teachers convention was held in Springfield. Irvin Kuenzli, president of the Springfield Federation of Teachers was elected the first OSFT president. Subsequently, in 1936, Kuenzli would become the secretary-treasurer of the American Federation of Teachers. He would hold that position with AFT until 1953. Also at that first convention, Clyde E. Kiker of Toledo was elected the first executive secretary. He opened an OSFT office at 721 Ohio Building in Toledo.
Struggle to support fired union leader In 1935, Kiker would be fired from the Toledo schools by the Toledo superintendent without a hearing. Among the charges against Kiker was that of "radicalism." An eighteen month struggle followed in which the Toledo Federation with the help of the Toledo Labor Movement sought to get him reinstated. This was achieved in 1936 by a 4-1 vote of the Toledo Board of Education.

For five decades, the Ohio Federation of Teachers has been a champion of progressive change in education and the larger community. The record shows that the efforts of OFT and its affiliated locals have helped secure:
    • A strong teacher tenure statute.
    • Legislation to establish accumulated sick leave and, subsequently, to increase the number of sick days allowable.
    • Severance pay for teachers.
    • 30-minute duty free lunch period for teachers.
    • Protection of married women teachers' rights.
    • Legislation allowing sabbatical leave with pay.
    • A single salary schedule for all teachers.
    • The defeat of "right to work" legislation in the General Assembly and, in 1958, at the ballot box.
    • Salary schedule placement credit for experience in other school districts.
    • Certification of school nurses.
    • A district-wide class size ratio of 25-1 and provision for five educational service personnel for every 1,000 students.
    • Assault leave for school personnel injured by a physical attack during the performance of their duties.

    Overview
Vicki works as a paraprofessional in a fifth-grade classroom in a Cleveland public elementary school. Vicki has a goal, called a job target, which is to help ten students improve their reading skills, as measured by standardized tests, by the end of the school year. Because she is a participant in the Cleveland Professional Career Ladder program, Vicki will receive a bonus for her work if her students achieve the reading goal that she set for them. During the past two years, she has taken courses at the district's Paraprofessional Development Institute and at a nearby four-year college. To become a regular classroom teacher, Vicki plans to earn her bachelor's degree and teaching certificate. The Cleveland Career Ladder program is a five-year-old program that provides paraprofessionals with several options for professional growth and career development. A collaborative effort between the Cleveland Board of Education and the Cleveland Teachers' Union, the program is open to paraprofessionals who work in elementary and secondary classrooms. In addition to taking certain courses offered by the district's Paraprofessional Development Institute, program participants develop and work toward job targets. They may also apply for a leave of absence to take college courses and work toward their degrees and teaching certificates.
