Ohio School Voucher Case Appealed The Associated Press
Wednesday, Oct. 20, 1999; 8:32 a.m. EDT State Attorney General Betty Montgomery made the request Tuesday. U.S. District Judge Solomon Oliver Jr. is presiding over a lawsuit brought by civil liberties groups and others who say the program violates the constitutional separation of church and state. In August, he said only previous recipients of vouchers could obtain financial help from the state until he rules on the program's constitutionality. Children new to the program could not get the tuition grant. Oliver has set a Dec. 13 trial date. The state appealed Oliver's injunction to the 6th U.S. Circuit Court of Appeals on Aug. 30, but never received a response. "We are simply perplexed why the Court of Appeals has not issued any ruling (or even an explanation of its inaction)," Montgomery wrote. Steve Benen, spokesman for Americans United for Separation of Church and State, said the action "reeks of desperation." "We believe this shows they aren't confident that they will win their case," he said. More than 4,000 students from kindergarten through sixth grade have signed up for as much as $2,500 in tuition vouchers for private schools in Cleveland. Most of the 56 schools are religious institutions.

Wednesday, March 26, 2003 Schools heighten security Parents: Stay home, don't call during crises
    By Maggie Downs
    The Cincinnati Enquirer
As war in Iraq intensifies, Tristate schools have significantly stepped up security efforts. In many districts, letters detailing security plans were sent home last week to parents. Many of those schools are telling parents to stay at home in case of an attack - the schools will take care of the kids. One district, Deer Park Community Schools, recently stashed away enough food and water to last three days for all students and staff. DISTRICT'S PLAN
The West Clermont Local School District safety team established the following guidelines in case of a chemical or biological emergency:
Ensure your own safety first. You will not be able to help your child if you expose yourself to the chemical or biological threat.
Do not come to school. Your children are "sheltered-in-place." See Page 39 of the Cincinnati Bell Directory (white pages) for information on "shelter-in-place."
Do not call the school. It is likely you would reach only a voice mail message, as personnel will be attending to the needs of the students and working with authorities.

"Placing these life-saving devices in each and every junior high and high school is the first comprehensive effort of its kind in the nation for a county our size," says Terry Gordon, DO, cardiologist at Akron General Medical Center and president of the Summit County American Heart Association board of trustees. The Akron General Development Foundation, through its Community Health Initiatives Fund, has committed to purchase AEDs for a majority of schools (32) at an approximate cost of $2,800 per school, and to support cardiopulmonary resuscitation (CPR) and AED training throughout Summit County. "Akron General has long been recognized for its commitment to prevention and wellness in our community," says Akron General Health System President Alan Bleyer. "We're now taking this commitment to the next level by making our schools safer for students, teachers, parents and visitors."

    Advantagement-Disadvantagement as a Predictor of
    Ohio School Report Card Ratings
The Ohio School Report Card, 2000, correlates with the Presage Factor (r=0.78) almost as significantly as the 1997 OPT district performance does (r=0.80). Practically speaking, they are virtually the same. What this means is that OSRC carries with it the same advantagement-disadvantagement bias. What these findings tell us is that to a very significant degree (conservatively, 60.1% based upon r=0.78), the OSRC reports social-economic living conditions of the district and not the academic growth of the pupils nor the effectiveness of educators in the district . OSRC is open to the old computer adage of "garbage in, garbage out." The fundamental unit of assessment that drives the OSRC ratings is the percent of the district’s pupils passing the OPT; if the unit of assessment is flawed, so are the cumulative results reported in the OSRC. Again, as with OPT itself, validity in the statistical/mathematical sense of tests and measurements is the flaw of the OSRC. • Teachers and educators in districts rated low on the OSRC may, indeed, be performing extremely well such as is known from this study to be the case with Youngstown City Schools as noted in the previous section on actual district performance. In other words, beware that there may be no validity whatsoever to the rating given by the OSRC that places our most disadvantaged districts in the "academic emergency" category.

Education State School Funding Ohio : Resource
True-false quiz on Ohio school funding 1. Every year the Ohio Department of Education determines the basic cost of educating a child at the elementary, middle, and high school level, adjusts for cost disparities in the regional economies of the state, and then defines adequacy by naming a foundation amount for each child based on cost of services. 2. The amount of tax money available to a school district depends a lot on how fast housing values in that district are increasing. 3. The school districts with the highest voted tax mills have the most money to pay for their schools. 4. School districts with a large amount of taxable property per pupil in Ohio are usually those with factories or freeway interchanges surrounded by hotels, malls, and office buildings. 5. While we know that school districts have significant differences in their local property taxes, state aid makes up the difference to bring most districts to a level of parity. 6. There are flaws in the funding distribution formula that mis-measure the revenue local school districts are able to generate and therefore mistakenly reduce state aid.

The pods contain individual grade levels, giving a feeling of community to the multiple classes at each grade level. Instructional Focus relies on a strong Language Arts and Mathematics curriculum, cross-disciplinary activities which integrate Science and Social Studies, and Writing across the curriculum. A sophisticated technology network enables students to access curriculum-related software specifically selected to support courses of study. Internet access paves the way for Timmons students to participate in the information highway. The inviting school library provides a source of literature and a place for study and research. Fine Arts are a centerpiece of the educational program. Vocal and instrumental music classes culminate in several musical concerts throughout the year which showcase the skills and talents of the students. The visual arts extend beyond the Art classes and spill over into the hallways and lobby of the building. They are then displayed in the yearly District Art Show. Art activities reflect coordination and support of the academic program. PTO-sponsored Fine Arts assemblies are held for the students periodically throughout the year.
