TAFT ANNOUNCES OVER $3 BILLION SPENT FOR SCHOOL CONSTRUCTION
OSFC Has Funded 200 Schools in 75 Counties, Spends $2 Million a Day on Schools
COLUMBUS (February 20, 2004) - Governor Bob Taft today announced that the Ohio School Facilities Commission (OSFC) has now disbursed over $3 billion to fund school construction projects in 150 active school districts in 75 Ohio counties. Administrated by the OSFC, the funding allows statewide school districts to renovate existing buildings and build new facilities. "We are making excellent progress toward our goal of creating good, modern, and safe places for Ohio's school children," said Taft. "Thanks to continuing support from the General Assembly and from the efforts of local communities, we will continue to do all we can to enable every single child to receive a good education." Since its inception in 1997, the OSFC has provided funding for 200 new school buildings across the state. Over the past three years, spending on OSFC-funded projects in both state and local dollars has averaged over $2 million a day. "Reaching this milestone shows the continued emphasis that Governor Bob Taft and the Ohio General Assembly place on ensuring that Ohio's school children have the opportunity to go to school in a quality learning environment," said OSFC Executive Director Lynn Readey.

School of Radiography The Field of Radiologic Technology
A radiologic technologist, or radiographer, is a health care professional who plays an important role in patient care by assisting with the diagnosis and treatment of illness and disease.
Radiologic technology combines advanced medical technology with human compassion. Through the use of x-rays, radiologic technologists perform sophisticated diagnostic imaging tests that uncover a wide range of medical conditions. The results of these tests are then used by physicians to determine the patient's condition and the best course of treatment.
Employment Opportunity and Outlook
Qualified experienced radiographers are currently in very high demand. In 2002, the American Hospital Association identified the field of radiologic technology as having the highest vacancy rate of any health care profession, surpassing the demand for both nurses and pharmacists.
Job opportunities exist in hospitals, physicians' offices, clinics, imaging centers, and with mobile imaging companies. Based on a survey conducted by the American Society of Radiologic Technologists, the average national salary of a radiologic technologist in 2001 was $36,900.

I. Background and Context
On July 1, 1999, House Bill 282 went into effect, establishing a grant program in the amount of $40 million to encourage the development of alternative schools/programs for those youth who are habitually truant and experience school failure, who bully or threaten their classmates, or otherwise regularly disrupt the school's learning environment. Children who are not attending school regularly or who drop out can pose significant problems for educators, police officers, juvenile court judges, probation officers, and the public. These are also the individuals who are most likely to bring weapons to school. When they are not in school and not in the labor force, they are at high risk of engaging in delinquent acts. Among the factors that contribute to youth ending up outside the education mainstream include:
  • lack of motivation low self-esteem lack of personal and educational goals teacher neglect and lack of respect for students pressures related to family difficulty coping with teen pregnancy, marriage or parenthood

Bell Photos Bicentennial Bells - A Signature Event for Every Ohio County A Verdin craftsman burnishes a bicentennial bell after removing it from its mold. The Ohio Bicentennial Commission is casting commemorative Bicentennial bells on site in each of Ohio's 88 counties. The project is the signature event for the whole state, and serves as a guarantee that every Ohio county will take part in and benefit from the Bicentennial. Stephen C. George, executive director of the Bicentennial Commission, said that 200 years ago, as the Northwest Territory opened, there was a great need for bells in Ohio schools, courthouses and churches. "Bells no longer order our lives as in years past, but they continue to inspire," George said. "This project, while re-establishing the tradition of early bell-founders, guarantees a lasting Bicentennial legacy for the generations that follow." Bicentennial bells also will provide a thematic tribute to the state's manufacturing and industrial roots, just as Bicentennial barns, a hallmark of the celebration, honor Ohio's agrarian heritage. In planning such an ambitious project, the Commission enlisted the world's largest bell company. The Cincinnati-based Verdin Company, in business since 1842, has provided bells and ringing equipment to more than 30,000 churches. Perhaps best known for creating and casting the 33-ton, 12-foot-tall World Peace Bell for the millennium celebration, Verdin commissions include the famed "Big Ben" bell in London and the 1804 San Juan Capistrano mission bells.

OSBA APPLAUDS SUPREME COURT DECISION The Ohio School Boards Association is pleased with today's decision by the Supreme Court affirming the need for a "complete systematic overhaul" of Ohio's school funding process to secure a thorough and efficient system of schools. We entirely agree with the court that "nibbling at the edges" has not solved Ohio's educational funding problems. "We believe the Supreme Court made the appropriate decision. Ohio's current system of school funding remains unconstitutional. The revisions attempted by the General Assembly clearly remain insufficient," said OSBA Executive Director John M. Brandt. "The task remains to start from the very beginning to develop and implement a quality education system for every child in the state. This is the General Assembly's job. The Supreme Court has now put it back in their hands, and we expect them to do their job. The Ohio School Boards Association will continue working toward improving public education for all children on behalf of our members." The Ohio School Boards Association is in its 47th year of service to public education and represents 100% of the state's public school board members. OSBA's services include: management consulting, continuing education through training programs and workshops, policy development, legal services, legislative initiatives, management services, superintendent and other executive searches, information, technology, employee relations and communications.

What's happening with Ohio's school buildings? A 1990 survey by the US General Accounting Office found that Ohio's school buildings are in the worst condition of any in the US. The state set up the Ohio School Facilities Commission to distribute money to fix school buildings or build new ones. Many of the school districts in southern Ohio are at or near the top of the list, due to lower property wealth in the district. We have learned that many people feel increasingly disconnected from their schools in the wake of district consolidations over the past three decades.
