    Description and purpose of the project
    These thirteen proficiency test workbooks and notebooks reveal many hidden secrets and patterns in the proficiency tests and provide students and teachers with useful practice materials. This project is the joint effort of two organizations, the Support Team for Assessment, Testing and Statistics (STATS) and the Northeast Regional Professional Development Center (NRPDC) at Cleveland State University. STATS is a grassroots organization made-up of numerous school districts in northeastern Ohio that have joined together to share materials and ideas in reaction to Ohio’s accountability efforts. The workbooks and notebooks are a gift from STATS members and the NRPDC to Ohio children and teachers and can be freely copied and duplicated. Please note: The notebooks and workbooks on this site are "pdf" files. The free Adobe Acrobat Reader is required to view "pdf" file links.

    Monday, December 11, 2000 Panel to weigh in on Ohio's schools Proposals to improve education due Thursday

    A state commission Thursdayis expected to propose sweeping changes in how Ohio teaches children, but specifically how, when and what changes are to come is unknown. The governor proposed the task because he thought there has not been sufficient clarity and progress in improving the state's education system. If the commission's recommendations are anything like those that created the Kentucky Education Reform Act of 1990, the changes proposed will be fast and will affect every child in the state's public schools. One difference, though, is the commission is not tackling the issue of equalizing school funding, which the Kentucky task force did when creating its reform act. Still, some points discussed by the Ohio commission in the last two weeks suggest radical changes may lie ahead, including new statewide academic standards and corresponding grade-by-grade curriculum. Some of the proposals released last week were scaled-back testing requirements for graduation and in tensive remedial help for kids who are struggling with proficiency tests.

    Ohio Schools - Five Year Forecasts
    This website contains the General Fund five-year forecast for City, Local, Exempted Village and Joint Vocational School Districts as filed with the Ohio Department of Education as required by of the Ohio Revised Code . It reflects three years of general operations, General Fund and DPIA Fund, historical revenues and expenditures, as well as a forecast of the present fiscal year and four additional fiscal years. A school district’s General Fund is a fund designated to report general operations of a district that are not required to be reported in a different manner, which reflects the receipt and expenditure of most tax dollars, even though it does not reflect all financial activity of a school district. The DPIA fund, Disadvantaged Pupils Impact Aid, is a special revenue fund containing only state revenue and the distribution of which is based upon a calculation of disadvantaged students in a school district. The reader should remember that a forecast is somewhat like a painting of the future, which is based upon a snap shot of today that has been adjusted to reflect all known activities of the future along with certain assumptions and predictions of what may happen. In other words, it is a living document that becomes outdated once any additional information has come to light, which may introduce new known events or changes in assumptions for the future. As such, the five-year forecast is a good planning tool at best and will change periodically as updated information becomes available. School districts are encouraged to update their forecasts with the Ohio Department of Education when events take place that will significantly change their forecast.

    Evolution debate back in Ohio schools
    More than 1,500 students, teachers and parents gathered for the Ohio school board's panel discussion on evolution taught in the classroom. COLUMBUS, Ohio (AP) The state school board, struggling to come up with new science standards, heard during a packed hearing from backers of evolution and from those who believe life must have been designed by a higher power. About 1,500 people attended Monday's meeting, where supporters of "intelligent design" backed off their push to have the concept written into the standards. Instead, they told the board teachers should be allowed to discuss evidence for and against evolution, the most widely accepted life process based on Charles Darwin's theory of natural selection. "Ohio should enact no definition of science that would prevent the discussion of other theories," said Stephen Meyer, a fellow at the Discovery Institute's Center for the Renewal of Science and Culture in Seattle. "We think an honest critique of Darwin's theory will support our cause in the end."

    COLUMBUS, Ohio School districts in 20 states are appealing to booster clubs, rearranging their budgets and planning to postpone repairs to pay for exercise equipment they expected a charity to supply at no cost. Many of the 600 districts owe more than $100,000 in loans and leases for the bikes, weightlifting machines and treadmills. Some larger districts that bought 10 or more sets of equipment for multiple schools are stuck with bills for more than $1 million. At least one owes twice that much. LIST: Schools With Equipment Under an arrangement with a Utah-based nonprofit organization, 119 schools in Ohio bought or leased sets of equipment for $100,000 to $220,000. The National School Fitness Foundation said it would reimburse schools a portion of the cost each month by raising money from private donors and government grants that support fighting obesity.

Other provisions in HB 227 dealing with retirement system governance include:
    • State Teachers Retirement System (STRS): Adds a second retired teacher, replaces the attorney general with the state treasurer and adds a public school board member appointed by the governor. In addition, the designee of the state superintendent of public instruction is required to have financial or investment expertise.
    Blue ribbon task force The alternative plans considered would change how tangible personal property is taxed and modify inside millage. The inside millage modification would allow for inflationary growth. Each plan was analyzed based on the six principles established early on by the committee: the role of property tax in the funding mix, complexity, balance between state and local share, predictability/reliability, phantom revenue and competitiveness.
