    Updated March 2000 Laws establishing immunity from civil liability for health care providers delivering uncompensated care to indigent populations have been enacted in a majority of the states in the last decade. Viewed as a way to encourage health care providers to provider free care to underserved populations, states have removed the threat of civil suits against providers who are acting in good faith. To view the Ohio Revised Code: http://onlinedocs.andersonpublishing.com/revisedcode/ Ohio passed audit privilege and immunity legislation in December 1996, effective March 1997. The law was subsequently amended in July 1998, and is codified at Title 37 of the Ohio Revised Code (ORC), Chapter 3745, Sections 3745.70 through 3745.74. Ohio's immunity privilege applies only to information and communications that are part of environmental audits initiated after March 13, 1997 and completed before January 1, 2004. (ORC 3745.71(I)) Key provisions are as follows: An environmental audit report is privileged and is not admissible as evidence in any civil or administrative proceeding. (ORC 3745.71(B))

It would be very convenient if all state and federal codes, statutes, and caselaw were available on the World Wide Web. This would give lay people easy access to the laws that they must follow and it would allow attorneys to do legal research without having to leave their office to go to a law library, or pay for expensive collections of casebooks. Unfortunately, economic realities dictate that we may never see all of the substantive law of all the states on the Web. Several states receive quite a bit of income by selling the exclusive rights to publish that state's caselaw. In addition, it is quite expensive to publish and maintain a web site, and money for such a project is not available in all states. Caselaw on the Web ideally would include decisions from at least the last 30 years, a sophistocated search engine for locating relevant law, case summaries, headnotes, etc. Providing all of these on a Web site would be very expensive. Given the above, it is impressive how much substantive law

NEW IDENTITY THEFT LAWS WILL PROVIDE ASSISTANCE TO VICTIMS AND LAW ENFORCEMENT
On June 7th, 2004, Attorney General William H. Sorrell and Senators Dick Sears (Bennington) and John Bloomer (Rutland) announced at a press conference in Manchester today that a bill to protect consumers from identity theft has been passed by the Legislature. Governor Jim Douglas is expected to sign the bill into law tomorrow. The bill creates a new crime of identity theft, and provides new tools to assist victims. “Identity theft is a big problem getting bigger both here in Vermont and nationally. The financial losses to victims, both individuals and businesses, are staggering,” said Attorney General Sorrell. Identity theft occurs when a thief takes over a consumer’s entire identity by stealing critical private information (such as SSN, driver’s license number, address, credit card number or bank account number) so that the thief can use the stolen information to obtain illegal loans or credit lines to buy goods or services under the stolen name. Usually the identity thief changes the consumer’s mailing address on new or old accounts to hide his or her illegal activities.

    Law enforcement agencies estimate that electronic communications are a factor in from 20 percent to 40 percent of all stalking cases. Forty-four states now have laws that explicitly include electronic forms of communication within stalking or harassment laws. State laws that do not include specific references to electronic communication may still apply to those who threaten or harass others online, but specific language can make the laws easier to enforce. Two reports from the U.S. Department of Justice provide detailed information on cyberstalking: Stalking and Domestic Violence: Report to Congress (May 2001) and Cyberstalking: A New Challenge for Law Enforcement and Industry (Aug. 1999). CyberAge Stalking , from LLRX.com , discusses the prevalence of cyberstalking and outlines state and federal statutes and case law. It also provides resources and information about how to protect against this crime. Cyberstalking: Navigating a Maze of Laws New York Law Journal , July 2002) describes various statutory definitions and provisions in several state cyberstalking laws.
