    Three Ohio Schools Receive $400K Grant for Early Connection to TFN
    Three Ohio universities have received a $400,000 combined grant from the Ohio Board of Regents Action Fund and the National Science Foundation (NSF) for early connection to the state’s Third Frontier Network (TFN). TFN is a high-speed fiber optic network designed by OARnet, the networking division of the Ohio Supercomputer Center (OSC). TFN will link Ohio's universities, colleges, K-12 schools, and research centers to promote education, research and economic development opportunities. The grant includes $200,000 each from the Ohio Board of Regents and NSF. It will give Central State University, Cedarville University, and Wilberforce University new high performance network connections (HPNC) to accommodate growth and allow them to benefit from high-performance networking and computing. Central State is leading the HPNC project management and collaboration among the three schools. This project will allow Central State University to push the computer networking envelope to the limit in support of the academic research community, while enabling the transfer of cutting-edge technology to the commercial world

      The Northwest Regional Education Lab, over the past four years, has worked with K-12 schools in a 7-state region developing planning and implementation strategies for the use of videoconferencing technologies in the classroom. The Digital Bridges project offers Web-site resources and also includes two videotapes. A K-12 Teachers' Guide will be available in print format during the summer of 2000.

People who are aware of the increases in funding are less likely to believe that increased spending will directly result in improvements; people who think funding decreased or stayed the same are significantly more likely to believe that increased spending will result in improvements. Thus, knowledge matters; those who are aware of recent increases may recognize that funding is not a singular solution. As more and more people understand the facts about funding, there will likely be greater pressure to demonstrate results for the investment and a need to showcase innovative approaches to improvements in education.

    According to the Ohio Department of Education's 2001 State Report Card, Ohio increased funding to school districts by over $1 billion in three years, with average annual spending per pupil increasing steadily since 1996. State spending on primary and secondary education totaled $5.1 billion in fiscal year 1997 and $7.1 billion in fiscal year 2001, an increase of 40% over the five-year period. Spending for education as a percentage of the state budget has also increased, from 35.0% in fiscal year 1997 to 37.5% in fiscal year 2001.
    Key Findings
    Overall, Ohioans believe that grades K-12 should be Ohio's top funding priority. Eighty-four percent believe that between early childhood, K-12, and higher education, K-12 should be the top priority for government funding. However, Ohioans are divided as to whether higher education budgets should be reduced to pay for K-12 education-43.8% agreed that higher education budgets should be reduced; 47% disagreed.

    Video Highlights: Select the quality at which to view the movie: To view this video, you will need Quicktime K-12 public and private schools' role in the State of the Arts Report is multifaceted. Arts education and school arts programming were examined to gain a better understanding of the state of arts education in Ohio. Moreover, School arts programs are considered part of the arts and cultural environment. The Ohio Department of Education (ODE) was contacted to determine what data, if any, was collected about schools, teachers and arts programming in Ohio. ODE provided information about:
    • The number of arts teachers employed in each district The ratio of arts teachers to students The minutes of arts instruction for students per week
    ODE suggested that individual schools be contacted for information about arts education budgets and the availability of extracurricular arts activities. A survey was mailed to the schools' principals, since they were perceived to have the most accurate information on the schools' budgets and are the primary decision-makers for the schools. Principals were instructed to seek assistance from arts education teachers or arts specialists, if necessary, to answer survey questions. The data collection of this study supplemented the efforts already in place by such organizations as the Ohio Alliance for Arts Education (OAAE) and the Ohio Arts Council's Arts in Education Program. The survey questions did not cover areas that had already been studied by these institutions. For example, the
