The Ohio Mid-Eastern Governments Association is a state certified Regional Planning and Development Organization representing the local governments of Belmont, Carroll, Columbiana, Coshocton, Guernsey, Harrison, Holmes, Jefferson, Muskingum, and Tuscarawas Counties. WHO WE ARE OMEGA is one of more than seventy local development districts into which Appalachia was divided by the states of the region and the Appalachian Regional Commission. As a LDD, representing ten of the 29 Ohio Appalachian counties, OMEGA assists local officials in preparing plans and projects which improve living conditions, reverse a trend of out migration of people, and spur economic development. These projects are then transmitted to the Governor's Office of Appalachia and eventually forwarded to ARC for consideration and funding. Membership OMEGA's membership is comprised of a minimum of three members per county or one representative for each 10,000 county residents. Each municipality of city status is also eligible for membership with a minimum of one member for each 10,000 persons. At least two-thirds of the total number of persons appointed to serve on the membership of OMEGA must be qualified local elected officials. Members establish agency goals and policies and give general direction to the efforts of the Executive Board. Objectives OMEGA's main objective is to foster a cooperative effort in planning, development and implementation of local and regional plans, programs and projects which will increase the economic activity in the area and improve the quality of life of its citizens.
