Office Overview
The Federal Highway Administration (FHWA) is one of 11 modal administrations that comprise the U. S. Department of Transportation. The agency's 2,800 professionals span 52 Division Offices, one in each state, as well as the District of Columbia and Puerto Rico; four metropolitan offices serving New York City, New York; Philadelphia, Pennsylvania; Chicago, Illinois; and Los Angeles, California; four offices that support the FHWA's National Resource Center located in Baltimore, Maryland; Atlanta, Georgia; Olympia Fields, Illinois; and San Francisco, California; and FHWA Headquarters located in Washington, DC. The day-to-day delivery of the Federal-aid Highway Program (FAHP) is the responsibility of the Division Offices, who collaborate with their respective partners to ensure that the Nation's highways remain the backbone of an effective intermodal transportation network. Our partners include the state and local governments that own and operate the nation's roads, including the interstate system and other facilities that comprise the National Highway System. Through the Federal-aid Highway Program, the FHWA makes funds available each year to State Departments of Transportation, who, in turn, work closely with local officials to plan and select important transportation system improvement projects. Located in Columbus, Ohio, the FHWA Ohio Division Office coordinates closely with the Ohio Department of Transportation (ODOT) in the administration of the Federal-aid Highway Program. Other key partners include Ohio's 16 metropolitan planning organizations; local public agencies; federal, state, and local resource agencies; Ohio colleges and universities that conduct transportation research; and organizations that represent the transportation industry.

Professional Development Training Program Overview
The Professional Development Training Program was designed for and by labor/management cooperation professionals of the Ohio Labor Management Cooperation Program (OLMCP). The OLMCP is a network of Area Labor Management Committees and Centers funded by the Ohio Department of Development to foster economic development through better work place relations. In 1997 and 1998, nine seminars were presented in a sequence designed to provide a basic platform of skills for the labor-management cooperation professional. All seminars were reviewed by members of the Ohio/Midwest Labor Management Committee, and advisory board of Ohio's labor and management leaders. While this series is not offered on a regular basis, some or all of the seminars could be run upon request. The nine seminars are divided into three "tracks" or focus areas:
Track One: Basic Technical Skills
These seminars provide a platform of basic skills for work within a client organization. They also provide Area Labor Management Committees with the tools they need to hire trainers with the right mix of skills for local clients.

  • Board of Commissioners: 3 members, elected at-large
  • Other elected officials: Auditor, Coroner, Prosecutor, Recorder, Sheriff, Treasurer amilton County prides itself on its professionalism. In recent years, while the city of Cincinnati has experienced political and managerial chaos, surrounding Hamilton has been a comparative oasis of stability. The current county administrator has held his job for 10 years. Hamilton was one of the first Ohio counties to establish a central personnel department, one that has often ended up on the award lists of national government organizations. The county has a long-standing tradition of performance measurement, and has prodded most of its agencies to develop an entire battery of workload, efficiency and outcome measures. But stadium costs soared $45 million over budget, the result of agreements with the team that forced an accelerated schedule and gave the Bengals significant input on design. With prices having escalated even before construction began, the county had to spend contingency money as part of the upfront funding, leaving no contingency dollars available for use once the project was under way.

Environmental Management Systems and Pollution Prevention
    Introduction
An Environmental Management System (EMS) is a continual cycle of planning, implementing, reviewing and improving the actions that an organization takes to meet its environmental obligations. An EMS is used to improve an organization’s environmental performance and should be able to be objectively verified. Although an organizations management does not have to be certified in order for it to be considered an EMS, some organizations seek to obtain certification for their EMS. Some industries, such as the automotive industry, are encouraging certification of their suppliers. This may be done by using ISO 14000 as a guide to form the EMS and then working through a registrar to gain the certification. According to ISO 14001, the EMS must contain an environmental policy which states that the organization will implement the prevention of pollution, continual improvement and environmental compliance. The organization must identify environmental aspects of its operations and determine the impact they have on the environment. Ohio EPA's Office of Pollution Prevention has taken a significant interest in encouraging companies to development an EMS since they focus around environmental compliance and the prevention of pollution. The Office of Pollution Prevention is committed to assisting organizations with reducing the waste at its source. As such, we offer our aid to organizations in their continual improvement to find ways to reduce their waste and prevent the pollution at its source. OPP can assist by providing technical information and conducting on-site assessments. For more information see
