The Depository Library Program was established by Congress to allow the public free access to Federal government publications. The Program originated in the early 1800's when a joint resolution of Congress directed that additional copies of the House and Senate Journals and other documents be printed and distributed to institutions outside the Federal establishment. Over the years the Depository Library System has expanded and today there are nearly 1,400 participating libraries. Just in time for the New Year, the U.S. Department of Education issued final regulations concerning the implementation of No Child Left Behind , and because the Administration stuck to the intent of the law i.e. TO LEAVE NO CHILD BEHIND many school district administrators are reeling. Because they accept federal funds under Title 1, school leaders must offer parents options when their school has been deemed failing after two years. While this has been so since the early part of this year, school district officials have been able to get away with offering only a handful of options to parents in need. The honeymoon is over, the regs basically declared: from now on, capacity is no longer an excuse. The new federal law requires school leaders in states and communities to provide options, which means they'll no doubt have to get creative in order to ensure that no child indeed gets left behind. Time is Now to Cut Wasteful Charter School Program

As Ohio lurches toward more education cuts to resolve the state’s fiscal crisis, state legislators should be cutting wasteful spending. This means they should even consider cutting failed pet projects that have been coddled by lawmakers.
Limping toward its 7th year of existence, Ohio’s charter school program is one such project. The program has produced no academic return for our investment of state and local taxes, more than $200 million this year. Fiscal conservatives in the House of Representatives scrutinized every line item in the Ohio Department of Education’s budget with a fine toothcomb, yet they refused to even glance at the failed charter school program. With more than $600 million cut from K-12 and public higher education already, this program should be the first place lawmakers look to help balance the budget.
Charter school proponents sold the public a new approach to education. They promised taxpayers that if you ‘forget regulation and red tape, we’ll get results, never you mind how.’
The results are dismal.

Ohio Given Unprecedented Statewide Flexibility in Education Programs
To advance state and local school improvement efforts, U.S. Secretary of Education Richard W. Riley today authorized Ohio to waive federal education regulations and statutory requirements for the state and its school districts under a new " Ed-Flex " state/federal partnership. The "Ed-Flex" designation permits waiver decisions to be made by the state not the federal government giving Ohio the power to waive rules that can limit local and state efforts to improve teaching and learning. While Ohio is the fourth Ed-Flex state selected, it is the first authorized to waive federal requirements statewide. This means that Ohio can waive federal regulations for individual school districts or for the entire state. "Ohio has pledged to provide flexibility to school districts in exchange for results," said Riley, "and this new "Ed-Flex" designation will help broaden that commitment. By sharing innovations tested by local districts through the waiver process, Ohio hopes to improve teaching and learning, better coordinate programs and open up the doors of opportunity to more learners. Regular reports from school districts on student progress, tied to both state assessments and local evidence of success, such as an improved graduation rate, will help demonstrate how more flexibility for schools and districts can improve student academic achievement."

The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.
