Cyber Community Schools
February, 2002 Dear Home School Families: The purpose of this letter is to explain basic concepts regarding a new design for community [charter] schools and to share CHEO’s position regarding this new phenomenon. There have been many opportunities for our organization to answer questions and discuss this issue with local support group leaders and individuals who have contacted our office. Therefore, we believe it would be helpful to address some of the concerns that have been raised. In providing a brief background, in 1997 the Ohio General Assembly created community schools [referred to as charter schools in most states] as an opportunity to expand school choice options for parents. Every community school could have a slightly different design, but must comply with certain statutory requirements, allowing the state to retain oversight. Community schools are considered a part of the public school system for the purpose of funding and accountability. All community schools must have a governing board, which must operate under a contractual agreement with a sponsor. There are six types of sponsors outlined in state law. Families who participate in this kind of educational choice place themselves under the contract’s umbrella of authority. The newest design in community schools incorporates the use of a "cyber school" format. Children enrolled are allowed to learn at home via pre-selected curricula and internet-linked instruction and support. In essence, it is home-based

Background
Dayton, Ohio and much of its surrounding metropolitan area are situated above the Great Miami Buried Aquifer, which is part of a larger system that was designated as a sole source aquifer in 1988. This aquifer provides drinking water for 97% of the 900,000 residents in the Miami Valley region of southwestern Ohio, including Montgomery County. The Great Miami Buried Aquifer consists of interconnected buried valley and upland systems, with the majority of the water drawn from the buried valley aquifer that underlies the region's river and stream valleys. The buried aquifers are characterized by sand and gravel deposits with thin layers of soil covering them, which makes them particularly vulnerable to contamination through surface water. The two wellfields used for Dayton's public water supply serve approximately 440,000 people in the metropolitan area, including some jurisdictions outside of the city limits. Dayton's wellfields are located within the urbanized core of the area, amidst industrial and commercial land uses. Land uses in the Dayton area range from highly urban and industrialized to rural and agricultural uses, and includes such things as highways, railroad lines, an air force base, and an airport. Ohio Residency Status for Tuition Surcharge Purposes is initially determined by limited information contained on the application for admission to The University of Akron. The purpose of this document is to communicate regulations provided by the Ohio Board of Regents and to provide a means for students to supply additional information and appeal their residency status.
If a student believes he/she qualifies for one of the exceptions to the normal 12 month residency rule, you still must petition for residency to qualify you as an in-state student.     The Cuyahoga County Board of Health’s Phase II Storm Water Program Beginning March 10, 2003 the US EPA and Ohio EPA Phase II Storm Water Regulations went into effect. These regulations require designated communities to develop and implement a storm water management plan for their communities. This program is composed of six minimum control measures. These include:
    • Public Education, Public Involvement, Illicit Discharge Detection and Elimination, Construction Site Runoff Control, Post Construction Site Runoff Control, and Good Housekeeping.
    In Ohio, several task force groups were created to aid Phase II regulated communities in developing their Storm Water Management Plans. These task force groups were comprised of various watershed organizations, health department and planning agencies. Guidance documents and educational outreach programs were developed to provide these communities with the information and tools they would need in order to develop their storm water management plans. Likewise, our overall educational outreach program will aid these communities by meeting many of their educational requirements. We will provide outreach seminars and programs which will focus on HSTS as illicit discharges, water quality, care and maintenance of HSTS and other storm water information.

    OVERVIEW
    Each of more than 1,100 nursing homes in Ohio receives at least one unannounced survey (inspection) during a 9 to 15 month survey cycle. During these surveys all aspects of care and services are evaluated based on federal regulations and state laws and rules. Each nursing home is required to post the report in the facility of their most recent survey. This allows anyone visiting or resining in the facility to see if the facility received deficiencies on the survey. This is one of many ways that a family or interested party can evaluate a nursing home, but they should also visit the facility at different times of the day and evening. Observing staff interacting with residents, seeing the types of activities being provided, being present at meal times and talking with staff also offer excellent opportunities to evaluate a nursing home.
    The staff responsible for completing the surveys in nursing homes are highly trained professionals. The Bureau of Healthcare Standards and Quality is responsible for all surveys of health care providers receiving Medicare/Medicaid funds. Survey teams are comprised of registered nurses, registered dietitians, registered sanitarians, and licensed social workers. Team size and composition are based on the size of the facility, past history, identified areas of special need, i.e. rehabilitation units, sub-acute care units, Alzheimer units
