Turben, Ph.D. is a pioneer in the early intervention field, receiving her first grant for the Handicapped Children Early Education Program (HCEEP) in 1974. She started the first infant stimulation program in the capital district of New York State, replicating Dr. Ira Gordon's work at the University of Florida (Baby Learning Through Baby Play) and Dr. Betty Caldwell's Syracuse University training model, which trained paraprofessionals to work with disadvantaged parents and infants in both school and home settings. Dr. Susan Turben is a child development exper t. Between 1974 and 1984, Dr. Turben designed and implemented seven different programs designed to serve families with infants and toddlers, including programs which have received continuous federal, state and local funds. She created the Stepping Stones Home Visitation and Curriculum Project, Albany, New York, the United Labor Agency Branching Out Preschool and After-School Program, Painesville, Ohio, and a Prevention-Intervention Program model each representing a "first " in the field of early education and intervention. In 1989 Dr. Turben received funding that enabled the Cleveland Sight Center to initiate the first large-scale, family-centered Children's Services program in Cleveland, Ohio. Dr. Turben worked for the Lake County Early Intervention Collaborative Group in 1988-89 as the consultant who prepared the County Needs Assessment and assisted the Collaborative in the preparation of the 1988-89 Lake County Early Intervention Collaborative Plan, which launched family collaboratives as a network of families with children who had disabilities.

The Northwest Ohio Special Education Regional Resource Center (SERRC) is one of 16 regional centers in the state of Ohio supported through the Ohio Department of Education, Office for Exceptional Children. Each SERRC provides cost-free services to school personnel, related education professionals, and parents of children who have disabilities. Each SERRC has a fiscal agent and operates through a regional Governing Board , composed of school administrators, parents, university personnel, and representatives of county educational service centers and boards of Mental Retardation and Developmental Disabilities (MR/DD).
