Bill Gates, Chairman and Chief Software Architect of Microsoft, has nominated the Ohio State University's Transportable Satellite Internet System (TSIS) for inclusion in "A Search for New Heroes", the On-Line Archive of the Computerworld Honors Program's 21st Century Achievement Award. The nomination will insure that the TSIS project will also be accorded a place in global history at the more than 150 libraries, museums and universities worldwide that compose the Academic Council of Computerworld. The Computerworld Honors Program, established in 1988, annually identifies and honors men and women from around the world whose visionary use of information technology produces and promotes positive social change. These innovators are nominated by Chairmen and CEOs of the world's leading information-technology companies. International finalists are honored at the Annual Awards Gala in Washington, D.C. in June. OARnet, The Ohio State University, and ITEC-Ohio partnered with the American Distance Education Consortium (ADEC) to design and construct the TSIS. The project was partly supported by funding from the NSF and the Ohio Technology Action Fund.

Governments play numerous roles in nuclear energy and radioactive waste management. On one hand, they may be active promoters of nuclear energy in many countries. On the other hand, they are also the regulators of things nuclear. This dual role often leads to complex relationships and overlaps between various government departments or ministries. The situation can become even more complicated when several government agencies claim jurisdiction over different (or sometimes the same) aspects. To complete the picture, you often have to add in different levels of government (e.g. local, regional, state, and national). An important point to remember is that the regulatory framework and laws are different in each country. Some web sites may not be in English. See index

The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. Agencies Offer Ways to Preserve Historic Schools
by Tom Wolf with Barbara Powers and Martha Raymond
(Originally published in the Ohio School Boards Association Journal , March 2002)
As long as preserving and updating a school doesn't cost more than building a new one, Ohioans generally favor historic preservation. That, in essence, is the finding of a recent Ohio Poll on school buildings and historic preservation by the University of Cincinnati Institute for Policy.
In response to a rising number of questions about school buildings, and to help school boards and districts make informed decisions about reusing existing buildings or building new ones, the Ohio Historic Preservation Office has been working with the Ohio School Facilities Commission (OSFC).
Until recently, if rehabilitating an existing school would cost two-thirds or more of the cost of a new one, the commission's guidelines favored new construction. Now districts with historic school buildings (usually meaning schools listed on the National Register of Historic Places or a local register of historic properties) can request a waiver.
With a waiver, a district can obtain the same amount of money that OSFC would put toward construction of a new school and use it to rehabilitate an existing one instead. Many older school buildings are neighborhood or community landmarks; the change allows boards who have such schools to refurbish and upgrade them with 21st century systems and equipment when it's economical to do so, preferred by the community, and approved by OSFC.

"In December of 1945, the Commissioner of the War Assets Administration asked the Governors of the several States to create State Agencies for Surplus Property. Most of these State programs were lodged in the State departments of education since, at this time, discounted and military surplus property was made available only to educational institutions.
As War Assets and the armed services expanded their operations, with the several
States developing an intensified interest in the program, it became apparent that there was no equitable distribution of property between the States. This condition
was one of the primary reasons why the State agencies decided that it would be desirable to create regional unions of the several States - and eventually a
national association of these unions. Periodically, before the establishment of any
union, State representatives met with Federal agents and divided lists of property
between those States located in the jurisdictional area of the several WAA regional
offices. During this same period of time, surplus military property of the Army

Students making a Difference through Ohio's Service-Learning Program
Learn and Serve Ohio’s vision is to make service learning a vital part of Ohio’s educational system. All students will graduate highly skilled and educated and service learning will be an integral part of enriching their education. Ohio’s graduates will be civic minded and informed citizens prepared for productive lives within their families and communities.
Goal of this Program
Learn and Serve Ohio’s goal is to support service learning programs that provide youth with opportunities to learn and develop by bringing together classroom instruction and community service. Grants are awarded to local education agencies that engage students K-12 in opportunities to help communities address education, public safety, human and environmental needs. Funds are used to create new programs, replicate existing programs and provide training and development to staff, students, and volunteers.
Growth of Service-Learning in Ohio
As schools and teachers become aware of the benefits of service learning for their students, service learning continues to grow in Ohio. Between 1998 and 2000, student involvement increased from 44,000 to 57,000. The number of beneficiaries has almost doubled from 44,000 in 1998, to 84,782 in 2000. Additionally, the hours of service provided by these students rose dramatically by 50%, from 520,000 to 782,250 between 1998 and 2000. The program’s added value to Ohio’s communities is estimated at over $4,000,000 which is almost five times more than the funding we receive from CNS. ($5.15 min. wage x 782,250 hours = $4,028,587)
