Community/Charter Schools in Ohio
Ohio Revised Code Chapter 3314 regulates the creation, governance, management and funding of community schools. These schools are defined as public schools, even though they differ from traditional public schools and are exempt from many of the laws governing public education. Community schools must have a sponsor. Most community schools are sponsored by the State Board of Education. Local boards of education may also be a sponsor. The community school must establish a contract with its sponsor. There are 31components that must be specified in the contract, including a detailed description of the school's educational programming and a list of academic goals to be achieved. The contract described the types, ages, and grades of the students in the school. However, community schools may not discriminate in the admission of students based on race, sex, religion, disability, intellectual ability, or athletic ability. Schools can choose to serve only students defined as "at-risk."

The mission of Ohio Parent Mentors is to provide the necessary support and resources to families of children with disabilities and the professionals who serve them. 25 years ago today disabled children around the country celebrated a huge victory. The IDEA, or, Individuals with Disabilities Education Act, was passed, giving disabled children the right to learn in mainstream classrooms. More than two decades later there are still hurdles to overcome. The Ohio Coalition for the Education of Children with Disabilities has been trying to help parents become better advocates for their kids. In a recent meeting, 90.3's Tarice Sims found out what parents and schools need to know to continue the fight for inclusion.

Individualized Education Programs

The school-to-work transition of the nation's youth has been a major focus of vocational education efforts for the past decade. Educators help students identify their interests and abilities, engage in career education and career development activities, and develop individual education plans. Although these activities are significant, their comprehensiveness and effectiveness are limited by staff and time. "The ratio of students to counselors in public high schools is almost 300 to 1; and school guidance counselors are able to spend less than one hour of every five on career counseling" (Otto 1989, p. 161). Add to this the unique and complicated counseling needs of students with disabilities and it becomes apparent that other actors, primarily parents, must be included in the school-to-work transition of youth. Will defines transition as "an outcome-oriented process encompassing a broad array of services and experiences that lead to employment" (Friedenberg et al. 1993, p. 235). The Individuals with Disabilities Education Act (IDEA) of 1990 defines transition services as "a coordinated set of activities for a student, designed within an outcome-oriented process, which promotes movement from school to post-school activities, including postsecondary education, vocational training, integrated employment (including supported employment), continuing and adult education, adult services, independent living, or community participation" (ibid.). This ERIC DIGEST looks at the challenges of effecting successful transitions, particularly for students with disabilities, and parents' roles in the transition process.

Departmental Philosophy
All students can and must learn! The responsibility for helping our special students to learn rests with parents, special education intervention specialists, regular teachers, and the community. Special education services are designed to meet the unique educational needs of each student. To the greatest extent possible, the educational program is offered in the student’s home school, together with non-disabled students. The Curriculum Special Education services are offered in a continuum at TWHS. Students are mainstreamed in regular classes to the greatest extent possible. The Special Education program is also cross-categorical; students are grouped according to individual needs rather than by specific types of disabilities. Depending on their specific needs, students are served in a number of settings. Students may be grouped in small academic classes with students with similar needs, taught by intervention specialists. Special sections of regular education classes are offered in which clusters of students with like needs are served in the mainstream classroom taught by a subject area teacher and an intervention specialist.

Scouts With Disabilities and Special Needs
Background
Since its founding in 1910, the Boy Scouts of America has had fully participating members with physical, mental, and emotional disabilities. Dr. James E. West, the first Chief Scout Executive, was himself disabled. Although most of the BSA's efforts have been directed at keeping such boys in the mainstream of Scouting, it has also recognized the special needs of those with severe disabilities. The Boy Scout Handbook Today, approximately 100,000 Cub Scouts, Boy Scouts, and Venturers with disabilities are registered with the Boy Scouts of America in more than 4,000 units chartered to community organizations.
Recognition of Needs
Many of the approximately 315 BSA local councils have established their own advisory committees for Scouts with disabilities. These committees develop and coordinate an effective Scouting program for youth with disabilities, using all available community resources. Local councils also are encouraged to provide accessibility in their camps by removing physical barriers so that Scouts with disabilities can participate in summer and resident camp experiences. Some local councils also have professional staff members responsible for the program for members with disabilities. Advancement Cub Scouts, Boy Scouts, Varsity Scouts, and Venturers with disabilities participate in the same program as do their peers.
