A New Model for Special Education By Jay Greene and Greg Forster [Posted June 16, 2003] As Ohio’s special education enrollments rise, the state’s schools labor under both the high cost of special education services and the burden of lawsuits brought by dissatisfied parents. No one is happy with the current system and it is time to consider alternatives to how we ensure services for disabled students. Under the current model, public schools and families agree on a document that outlines what services schools will provide. This document, an Individual Education Plan (IEP), is essentially a contract between schools and families. If schools fail to deliver on the services promised in the IEP, families can take their schools to court and force them to comply. IEPs were designed to guarantee appropriate services for disabled students. In practice, however, this formal, legalistic process is highly inefficient and often fails to protect students while causing excessive paperwork and legal fees. For the current system to work, families have to be sophisticated enough to demand that all of their children’s needs are fully and clearly addressed in the IEP document. Schools are experienced at writing IEPs and may seek to minimize the level of expensive services. Even if the IEP does fully and clearly specify what students need, schools may fail to live up to their obligations. Families can then go to court, but to do so they have to be aware that this legal option is available, have the resources to pursue it against school districts with far greater resources, and be willing to engage in a legal fight with the same school system that takes care of their children every day.

Two sisters, 17 months apart in age and older than their brother. Cathy and Debra older sisters to their special brother sitting here with their Dad. Debra is the Director of Bridge Builders, a ministry for people affected by disabilities at The Vineyard Church of Columbus. Cathy has been a Special Education teacher for over 20 years. Both are older to their brother Rodney, a 42 year old man who is severely mentally retarded, autistic, non-verbal and can be aggressive. Born typical, Rodney experiences brain injury from a high fever at the age of 6 months. He received a basic diagnosis a couple of years later when it became apparent that he was developmentally delayed in many ways. The diagnosis became more refined as he matured. Growing up on Long Island, NY and later moved to Ohio when he was a teen, we have shared many sibling experiences and new beginnings: special education schools including The Rosemary Kennedy in NY, Starlight School in Newark, Ohio and West Central in Columbus, Ohio. We've survived mainstreaming, inclusion, group home (Project Synergy) and currently a FCBMRDD residential living situation. We have far too many more "social" experiences to classify here. Church was not a big part of our life because our brother was not included. The public system, MRDD, became our sanctuary. It was our "church".

Filling a Community's Special Needs

For more than three decades, a Youngstown, Ohio, troop, like a loving, extended family, has made Scouting available to young men with mental and physical disabilities.
In the late 1960s, Mike Magalotti was unable to find a Boy Scout troop in the Youngstown, Ohio, area that could meet the needs of his brother, Donald, a boy with mental retardation. Magalotti then joined forces with two of his fellow instructors from the Mahoning County program for persons with mental and developmental disabilities and started Troop 3. With instructor Dave Virtue serving as its first Scoutmaster, the troop welcomed young men with mental, and also, in some cases, physical disabilities. And it wasn't long before Troop 3 began to have an impact on the lives of its Scouts, its leaders, and the northeastern Ohio communities it touched.
