State of Ohio Date of Announcement: April 2001 Amount: $1.5 million BCRLF Target Area: Sites within Cleveland and Lima BACKGROUND The State of Ohio Department of Development has received a BCRLF award on behalf of the Cities of Cleveland and Lima. This coalition has been formed to clean up brownfields in the two cities. Cleveland is the second largest city in the state. A recent study by Neighborhood Progress, Inc., a local non-profit, found more than 12,000 acres in the City of Cleveland to be either abandoned, idled, or underused, and hindering redevelopment. The City of Lima is approximately one- tenth the size of Cleveland. Lima's growth was closely tied to the development of the oil and gas industry in the early twentieth century. The City has seen little industrial investment in the past 20 years. Poverty and unemployment rates in both cities are well above the state average. Cleveland, an Empowerment Zone community, has areas where the poverty rate reaches 25%. Lima's overall poverty rate is 19%. BCRLF OBJECTIVES The Ohio Coalition BCRLF pilot will provide a source for brownfields cleanup and serve as a model of collaborative efforts between local, state, and federal agencies. Cleveland has targeted two areas for brownfields redevelopment: the "Forgotten Triangle" and MidTown. The Forgotten Triangle has housed heavy industry since the 1880s. The City has plans to convert the Forgotten Triangle into an urban industrial park. The MidTown project will allow Cleveland to clean up an area near some of the City's most challenged neighborhoods.

Program Description Atmospheric Sciences
The Atmospheric Sciences Program (ASP) was founded at Ohio State in 1971 and, in 1986, was incorporated into the Department of Geography with its own graduate degree programs. Our current ASP faculty specialize in the fields of polar meteorology, tropical meteorology, atmospheric dynamics, numerical modeling, synoptic meteorology, atmospheric radiation, boundary layer processes, and forecasting. AIDS Prevention Research Project
The Dayton-Columbus AIDS Prevention Research Project was funded by the National Institute on Drug Abuse (NIDA) as part of its Cooperative Agreement for AIDS Community-Based Outreach/Intervention Research. The program began in September 1991 and field activities ended in June 1996. Additional funds were provided by the Ohio Department of Alcohol and Drug Addiction Services (ODADAS). The goals of the Cooperative Agreement were to: (1) monitor the nature and extent of drug use and HIV-related risk taking behavior in an out-of-treatment drug-using population and (2) assess the efficacy of various interventions designed to contain the spread of AIDS. The Columbus Health Department, the Montgomery County Health District, and Project C.U.R.E, Inc. worked along with WSU on the Cooperative Agreement. The Dayton-Columbus Cooperative Agreement project objectives were to:

A Comparison Study of the Ohio Proficiency Test Results between Fourth-Grade String Pullout Students and Those of Matched Ability
the practice of withdrawing certain elementary school students from their self-contained classroom, usually for special instruction, field trips, assemblies or school projects. The rest of the class stays with the regular teacher, who presumably does something worthwhile until the whole class is together again. Pull-outs have become almost a nightmare for many elementary school principals, who view the practice as a kind of pernicious anemia that attacks whole-class instruction time. Once pull-outs take hold in a school, there appears to be no end to them, and no way to rid the instructional program of their debilitating impact (p. 32). Hennessey (1984), a sixth-grade classroom teacher, asserts in her article "Pull-outs Disrupt Class Teaching" that: In the final analysis, students still must know how to read, do math, have attained writing and thinking skills, understand basic scientific concepts, and have an awareness of the world, in order to function in our changing world. With the current state of the pull-out syndrome, such proficiency is in severe jeopardy as eager classroom teachers wait for students to return to the classroom so that the teaching process can resume (p. 18).

Peterson and his co-authors from The Urban Institute (1992) emphasized that the crises facing our nation's urban communities will be addressed successfully only through strong leadership at all levels of the community. The need and demand for expanded Cooperative Extension educational programs in urban communities continues to grow. However, as Extension operating budgets hold steady or even decrease, more volunteers will be needed to assist in planning, implementing, and evaluating urban Extension educational programs. According to the Strategic Framework for the National Cooperative Extension System (ECOP, CSREES 1995): Extension's history is strongly identified with farming and rural communities. Some legislators and other community leaders have recognized Extension's success in rural America and are now insisting that Extension's expertise and methods also focus on critical issues in metropolitan districts. Extension must find ways to emphasize rural-metropolitan interdependence and serve audiences in both settings (pp. 8-9).

It is known by the names of Red-bird, Virginia Nightingale, Cardinal-bird, and that at the head of the present article. It is very abundant in all our Southern States, as well as in the peninsula of the Floridas. In the western country a great number are found as far up on the Ohio as the city of Cincinnati, and they extend to considerable distances into Indiana, Illinois and Missouri. They are found in the maritime districts of Pennsylvania and New Jersey, where they breed, and where a few remain the whole year; some are also seen in the State of New York, and now and then a straggler proceeds into Massachusetts; but farther eastward this species has never been observed. This fine songster relishes the interior of the forest, and the heart of the deepest cane-brakes or retired swamps, as well as the neighbourhood of cities. It is constantly found in our fields, orchards and gardens; nay, it often enters the very streets of our southern towns and villages to breed; and it is rare that one goes into a planter's yard without observing the Red-bird skipping about the trees or on the turf beneath them. Go where it may, it is always welcome, and every where a favourite, so rich is its song, and so brilliant its plumage.
