about the Centerville-Washington Township Community! What is a Township? In Ohio, public services are divided up between state, municipality, county, and township governments. Your local township government deals with concerns regarding the upkeep of public roads, police protection, fire protection, maintenance of parks, cemeteries, and some recreational facilities, zoning restrictions, and waste disposal. These functions were primarily defined by state legislature, and carried out by elected officials; today, demands for increased or different services have prompted the state legislature to grant Ohio's 1311 townships the authority to fulfill these changing demands. Three trustees and a clerk, each elected for a four-year term, administer each township today. Officially they fill their offices on a part-time basis, but they are always ready to meet their responsibilities and put in many hours of work to serve their constituents. And their intimate knowledge of the community, its needs and its citizens makes them able to offer more personal service than any other unit of government.

My research focuses on the relations between geography and geographic methods - mapping, visualization, and GIS. Particular research projects are described below... The last decade has seen explosive growth in the development and use of geographic information systems (GIS). As GIS develops and plays an expanding role in the way we manage, analyze, and understand spatial phenomena, the societal consequences of GIS come to the forefront of research in GIS. Research on GIS and Society is important not only as a means of understanding the impact of existing technologies on society, but in also imagining and engineering new technologies, for scientists, researchers, and the diverse public who increasingly have access to GIS and its analytical capabilities. A developing area of research in GIS is what is being called Participatory GIS. An Overview of Participatory GIS, Community Mapping, and GIS was prepared for a presentation at Middlebury College in January of 2004 and at Ohio Wesleyan in March of 2004. Since 2000 my Ohio Wesleyan GIS course (Geog 355) has been working with Delaware (OH) community members and city planners in a collaborative project focused on developing a recreational trails plan for the City of Delaware. Basic details and images are included in a project overview:

Police officers enter incidents into a database by clicking at the desired location on the map and typing the incident ID into a custom Active Server Pages (ASP) form. Coordinate fields, patrol district, and more appear at the mouse click. A fundamental role of any government is to provide optimized service to its constituents-from economic development to planning and zoning, law enforcement, schools, public works, and other public services. Municipalities today are leveraging technology and its many benefits to automate, streamline, and maximize service delivery. GIS is playing a key role in this government evolution, and forward-thinking cities such as Westerville, Ohio, are using true enterprise GIS networks to connect all areas of its local government infrastructure, ensuring the best service possible for its constituents. In 1995, the city's information systems manager began researching automated software packages that would replace more time-consuming manual methods for producing paper maps of city infrastructure.

Managing Information with Rural America Program
    December 31, 1998
PROJECT NARRATIVE I. Why Are We Interested in MIRA? Our citizens are often handicapped by their lack of knowledge in technical areas, their lack of experience, and even by their Appalachian culture. Some of the people are not only ignorant of the technology, they have a fear of it. For example, some families would not allow the Internet into their home even if they could afford the equipment. The Managing Information with Rural American program (MIRA) offers the opportunity for cluster of communities in Appalachian Ohio to overcome such barriers by joining with our neighbors and accessing each others' strengths to solve the problem of unequal access, and create new opportunities in community development, heritage, and pride. DR. MANUEL PASTOR TO LINK COMMUNITY BUILDING WITH COMMUNITY BRIDGING AT CITY CLUB FORUM
(Portland, OR March 22, 2004) At its weekly Friday Forum on April 2, City Club of Portland welcomes Dr. Manuel Pastor in a program titled “Community Building, Community Bridging: The New Regionalism and Social Equity,” co-sponsored with the Coalition for a Livable Future.
“Across the country, Americans are increasingly interested in furthering civic engagement in their neighborhoods and communities. At the same time, inequality and social tension have been on the rise, often impeding our capacities to come together across the usual boundaries,” says Dr. Pastor. “A new set of movements is challenging the usual politics by seeking to combine community building with community bridging at a regional level. This perspective—sometimes termed “community-based regionalism”—challenges leaders in business, the public sector, nonprofits, and community to recognize the interdependence of disparate neighborhoods and cities across a metropolitan area, and to make social equity and inclusion key components of any regional strategy.”
This program, which is open to the public, will be held at the Multnomah Athletic Club (1849 S.W. Salmon St.). Doors open at 11:30 AM. The program runs from 12:15 to 1:15 PM. Luncheon reservations and cancellations are available online at www.pdxcityclub.org or from (503) 228-7231 (members only call 503-241-9242) by 2 PM Wednesday, March 31. Luncheon tickets are $16 for members, $18 for nonmembers. Coffee/tea tickets are $5 at the door. General seating is free for members, $5 for nonmembers.
