Ohio Federation of Teachers 1251 E. Broad Street · Columbus, OH 43205 Coalition Adds Plaintiffs, New Counts to Charter School Lawsuit COLUMBUS, Ohio Ohio League of Women Voters, a former Governor, school superintendents, organized labor, two urban school boards, and eight other parents and taxpayers are joining the lawsuit challenging Ohio’s charter school program. An amended complaint, filed in Franklin County Common Pleas Court today, will also name the Board of Directors of the Electronic School of Tomorrow (eCOT) as an additional defendant. eCOT, a virtual school enrolling students statewide, is controlled and operated by a for-profit company in violation of state law, plaintiffs contend. The Coalition for Public Education (CPE) filed suit May 14 th charging that Ohio’s charter school program violates the state Constitution, and that state officials are not enforcing existing laws governing the privately operated but publicly funded schools. In today’s amended complaint, the Ohio League of Women Voters, the former Governor John J. Gilligan—now a Cincinnati school board member, the Buckeye Association of School Administrators (BASA)—representing school superintendents statewide, the Akron Board of Education, the Middletown Board of Education, and the Ohio AFL-CIO become plaintiffs, along with parents and taxpayers from Cincinnati, Cleveland, Toledo and Akron. In addition to Gov. Gilligan, individual plaintiffs added today include: Stanley Corkin, Tom Jackson and Sally Krissell—who are parents with children in the Cincinnati Public Schools, Myras Holmes—a Cleveland Municipal School District (CMSD) parent and President of the city’s Parents for Public Schools chapter, Ann Pallotta—another CMSD parent, Eva Robinson—a grandmother of two children enrolled a charter school—the Cleveland Alternative Learning Academy, David Blyth—a Toledo Public Schools parent, and Jodie DeLamatre—an Akron Public Schools parent.

Although we are geographically the smallest of Ohio's 88 Counties, we currently rank 11th in population with more than 227,000 citizens, and we continue to be among Ohio's fastest growing! Our work force is highly skilled, and we put a premium on education and training. Teachers in Lake County average the highest wages in the state, and we have the lowest percentage of population living below the poverty line. The most unique feature about us is the 31 miles of shoreline we have on Lake Erie. There are two major rivers flowing through the County which provide us with harbors and marinas for shipping and superb recreational opportunities. A number of large national and regional companies call Lake County home and have their headquarters here. International business is also significant because of our access to the St. Lawrence Seaway and Hopkins International Airport (in Cleveland). A manufacturer would be hard-pressed to find a better location for export business. Lake County's reputation in agricultural circles is legendary. Blessed with some of the most fertile soil anywhere, our Nursery Industry is a national leader. Our well-established Wine Industry is nationally known because of our ideal soil and climate for grape production.

In addition, the designee of the state superintendent of public instruction is required to have financial or investment expertise.

The inside millage modification would allow for inflationary growth. Each plan was analyzed based on the six principles established early on by the committee: the role of property tax in the funding mix, complexity, balance between state and local share, predictability/reliability, phantom revenue and competitiveness.
