Students who graduated from high school in 1999 were kindergartners when a small group of southeastern Ohio school superintendents began serious discussions about the inadequacies and inequities of Ohio school funding system. Now, the fall of 1999, the fundamental problems of Ohio school finance have yet to be resolved.
The Coalition of Rural and Appalachian Schools (CORAS) generally is recognized as having initiated the school funding reform movement in Ohio. It began in 1988 with five Athens-area school superintendents who realized the basic unfairness of the way schools were funded and the system effect on students' educational opportunities. The superintendents sought the assistance of the dean of the College of Education at Ohio University in forming a broad-based organization that could exert greater influence on the legislative processes, where solutions to funding problems were presumed to lie. The resulting organization, CORAS, grew quickly. In 1989, 60 member school districts commissioned Dr. Kern Alexander, a nationally recognized school finance expert, to conduct an equity study.
On July 1, 1994, Perry County Judge Linton D. Lewis Jr. ruled that the Ohio school funding system was unconstitutional, a decision upheld by the Ohio Supreme Court on March 24, 1997. In issuing its decision, the Supreme Court admonished the state to "create an entirely new financing system" and to perform a "complete systematic overhaul" of the system of funding primary and secondary schools. The court gave the General Assembly one year to enact legislation which would, in essence, "fix the system."

    Mike Lloyd The Ohio Enterprise Zone program offers local communities a unique opportunity to work directly with the corporate community to provide incentives to encourage the retention and expansion of businesses. Although enterprise zone incentives can be an effective tool, incentives given to firms should be the minimum needed to entice the business to locate or expand. Incentives granted under the enterprise zone program abate additional taxes generated by a project but not any taxes currently being paid by a firm.
    Legislative History
    Ohio's experiment in enterprise zones began in 1982 with the passage of legislation designed to last for five years and to provide tax exemptions for up to ten years in Ohio's urban areas. In 1987 the legislature extended the program until December 31, 1992 and expanded it to allow for increased participation of Ohio's rural areas able to meet distress criteria. By late 1992 concerns on the uses and possible misuses of the enterprise zone program led the state to pass a one year extension of the program and to use the time to consider possible reforms. Debate continued in late 1993 and an additional short-term extension of the program was passed. On July 22, 1994 Substitute Senate Bill 19 became effective, which will govern Ohio's enterprise zones through December 31, 1997. Three-hundred-and-ten enterprise zones have been certified by the state since the first law was passed in 1982. More than 215 of these zones survive to this day. By the end of 1994, nearly 2,000 enterprise zone agreements had been executed and more than 1,750 were in effect. Enterprise zone inducements have resulted in more than $13 billion dollars investment in new plant equipment and other personal property.

    Special-purpose governments may be divided into two classes - school districts and all others. The school districts that provide primary and secondary education have both directly elected governing boards and taxing authority. Other special-purpose districts do not have both of those. There are three types of school districts providing primary and secondary education. They are the city district, the exempted village district and the local district. School district law may be found in ORC The city school district consists of the territory within the city, plus the territory attached to it for school purposes and minus the territory detached from it for school purposes. The city school district is exempt from the supervision of the county board of education. The exempted village school district's boundaries contain the entire village plus any territory attached to it for school district purposes. The use of the term "exempted" refers to their exemption from the supervision of the county board of education. According to law, no exempted village school district shall be created after June 1, 1954. School districts providing primary and secondary education, other than city school districts and exempted village school districts, are local school districts, and are under the supervision of the county board of education.

    I've spent a good bit of time on the phone answering questions about OEAP. Since so many people are asking the same questions (and I'm giving the same response over and over), it seems appropriate to provide a short summary of what the OEAP and its Governing Council are all about. In order to fully understand the scope of OEAP, Sub. HB 412 and Sub. SB 55 must be viewed alongside each other. The OEAP will have a Governing Council that is made of appointees . Two of the appointees will be John Goff , the head of the ODE, and Greg Browning, the Director of the Office of Budget and Management. The bill is silent regarding the qualifications of the other four appointees. A director will be appointed by Browning Unless stopped, the OEAP will, among other things, be authorized to adopt rules requiring districts that have over 5,000 students to be operated by site-based management councils Those rules will specify the power, duties, functions, and responsibilities "that would otherwise be exercised by the district board of education

    Publicly funded secondary education did not truly exist in Ohio until the passage of the Ohio School Law of 1849. Before this time, there were no public high schools. Parents had to pay tuition at a private academy for their children to attend beyond elementary school. Most parents, especially those from working-class backgrounds, could not afford to send their children to these private institutions. As a result of the lack of publicly supported secondary schools, the type of education available to Ohio children was limited. Public schools, formally established in 1825 at the urging of Caleb Atwater and Nathan Guilford, taught basic skills in reading, writing, and mathematics. Teachers also usually stressed deportment. Because boys were needed to help in the fields, schools were rarely open for more than a few months a year. Most students did not obtain any more than an eighth-grade level of education, and many pupils never advanced that far. There were no laws requiring students to go to school during this era, and parents often needed their children to help with farm chores. If parents desired their children to have additional education, they would have to pay tuition at a private academy. Investors would form a company to establish such a school. Tuition allowed the investors to earn some financial benefit from their investments. The first institution to utilize the term high school, was Elyria High School, in Elyria, Ohio, in 1830. Very quickly most major cities and towns also included high schools. These institutions were privately financed.
