Common features of the fourth floor:
  • Public catalogs.
  • A telephone mounted on a column which connects directly to the reference desk.
  • Assignable study carrels containing lockers are located around the perimeter of the floor. The carrels, which are intended primarily for faculty and graduate students doing research, are numbered for ease of identification. (Application for carrel assignments may be made at the circulation desk at the beginning of each semester.)
  • Group study rooms are located to the side and rear of the floors and are available on a first -come, first serve basis.
  • Finally, note the location of sorting areas (ceiling hung sign) where books waiting to be shelved are kept. This is a good place to check if the item you are looking for is not in its regular shelf location.

    GOVERNMENT In 1770, Australia was claimed for Great Britain by an English explorer. The six colonies that now constitute the states of the Australian Commonwealth were established in the following order: New South Wales, 1788; Tasmania, 1825; Western Australia, 1830; South Australia, 1836; Victoria, 1851; and Queensland, 1859.     GOVERNMENT New Zealand has a parliamentary system of government closely patterned on that of the United Kingdom and is a fully independent member of the Commonwealth. It has no written constitution. Executive authority is vested in a Cabinet led by the prime minister, who is the leader of the political party or coalition of parties holding the majority of seats in Parliament. All Cabinet ministers must be members of Parliament and are collectively responsible to it. The unicameral Parliament (House of Representatives) has 120 seats, six of which currently are reserved for Maori elected on a separate Maori roll. However, Maori also may run for, and have been elected to, nonreserved seats. Parliaments are elected for a maximum term of 3 years, although elections can be called sooner. The judiciary consists of the Court of Appeals, the High Court, and the District Courts. New Zealand law has three principal sourcesEnglish common law, certain statutes of the U.K. Parliament enacted before 1947, and statutes of the New Zealand Parliament. In interpreting common law, the courts have been concerned with preserving uniformity with common law as interpreted in the United Kingdom. This uniformity is ensured by the maintenance of the Privy Council in London as the final court of appeal and by judges' practice of following British decisions, even though, technically, they are not bound by them.

    Section 5D: Middle East and North Africa Security and political profile in 2000 The election success of Ehud Barak in 1999 reinvigorated the Middle East Peace Process and prospects continued to look good in the first half of 2000. The withdrawal of Israeli troops from Palestine in May and Barak’s unprecedented offer in July of withdrawal from 90% of the West Bank and the Gaza Strip promised real progress. However, Palestinian leader Yasser Arafat rejected Barak’s offer, and following the visit of right-wing politician Ariel Sharon to the holy site of Temple Mount (Haram al-Sharif) in September a new intifada was declared. This declaration also harmed prospects for progress over Israel’s dispute with Syria over the occupation of the Golan Heights. In Syria there was a generational leadership change, where in June the President Bashar al-Assad succeeded his deceased father; it was unclear what impact this change might have on stability within the country. The suicide bombing of a US naval vessel stationed in Yemen, the USS Cole, killing 17 US service men, raised the spectre of international terrorism. Saddam Hussein continued to defy the international community’s attempt to verify Iraq’s Weapons of Mass Destruction capability.

    Section 5B: Asia and Oceania Security and political profile in 2000 Relations between India and Pakistan remained extremely tense following the testing of nuclear weapons in 1998 and the continued elusiveness of agreement over the status of the contested region of Kashmir. The elected government of Pakistan was replaced by a military dictatorship and despite widespread condemnation Pakistan persisted with its support for the Taleban in Afghanistan. Fears persisted that Pakistan was at risk of becoming the world’s first failed nuclear state. 2000 marked a landmark in relations between North and South Korea as their respective leaders met in North Korea for the first time. Discussions resulted in the adoption of a programme for reconciliation, yet it remains to be seen what, if any, substantive progress will be made. The countries remain officially ‘at war’ and relations continue to be problematic. The proposed sale of arms by the US to Taiwan has done nothing to dampen continuing tensions between China and Taiwan, while the Thailand-Myanmar border became a potential flashpoint during 2000. Refugees crossed into Thailand, while Myanmarese troops fuelled ethnic fighting and were involved in the trafficking of drugs in the border region.
