The idea of creating a new territory in Canada's Far North goes back to 1976. In that year, the Inuit Tapirisat of Canada, the national political organization representing the Inuit, proposed this approach as part of a comprehensive settlement of the land claim of the Inuit in the Northwest Territories. The goal was then to provide the Inuit with a territory within which their economic, political and cultural rights would be protected. In 1992, the Inuit residing within the boundaries proposed for Nunavut voted to accept a land claim agreement with the federal government. Nearly 85% of the voting Inuit accepted the agreement. Since April 1, 1999, Nunavut has had its own public government that serves all the residents of the territory, 85% of whom are Inuit. Elected for a four-year term, the Nunavut government has 19 members in its legislative assembly. These representatives of the people sit as independent members, since there are no political parties in this territory. Like its counterpart in the Northwest Territories, the Nunavut legislature operates on the principle of consensus. The Cabinet consists of seven ministers and a premier, who is chosen by the members of the legislature. Since there are 10 departments, some ministers manage more than one portfolio.

    News Releases - Nunavut - 2003 March 21, 2003 CANADA-NUNAVUT INFRASTRUCTURE AGREEMENT SUPPORTS WATER AND WASTEWATER INITIATIVES IQALUIT, Nunavut - Four environmental infrastructure projects were announced today by the Honourable Manitok Thompson, Minister of Community Government and Transportation (CGT), on behalf of the Government of Nunavut, the Honourable Robert D. Nault, Minister of Indian Affairs and Northern Development and Nancy Karetak-Lindell, Member of Parliament for Nunavut. The federal and territorial governments will contribute $1.066 million and $2.735 million respectively. The total funding contribution for these projects is $3.801 million under the Canada-Nunavut Infrastructure Agreement. The Canada-Nunavut Infrastructure Agreement, signed December 2001, funds infrastructure projects related to water, sewage and solid waste management. The four projects in Cambridge Bay, Gjoa Haven, Pangnirtung and Kugluktuk are the first to be approved by the Government of Nunavut under the five-year program. "I am pleased that Canada, through Indian and Northern Affairs Canada (INAC), has provided this funding as an initial step toward meeting our critical infrastructure needs," said Minister Thompson. "Through our five-year capital plan we will partner with Canada and fund a number of infrastructure projects throughout Nunavut ranging from water treatment to sewage disposal."

    Program Details Funding The Infrastructure Canada Program (ICP) allocation to Nunavut is $2,131,000. With contributions from our territorial and local government partners, the total infrastructure investment in Nunavut will be over $ 4 million. ICP funds were allocated according to a formula that gives equal weight to population and unemployment, a formula the Government of Canada believes takes into account the economic status and investment needs of all regions. While funding ratios vary from project to project, the federal and territorial governments typically each fund one-third of eligible costs for tax-based communities; applicants typically pay the remaining one-third of eligible costs.     GOVERNMENT OF CANADA ANNOUNCES OVER $152,000 IN FUNDING FOR EMERGENCY PREPAREDNESS IN NUNAVUT OTTAWA - Nancy Karetak-Lindell, Member of Parliament for Nunavut, on behalf of the Honourable John McCallum, Minister of National Defence, today announced the Government of Canada's contribution of over $152,000 to the Government of Nunavut to enhance territorial emergency preparedness. The funds, available under the Joint Emergency Preparedness Program (JEPP), were provided for the development of Nunavut's emergency measures program. The territory also committed over $341,000 towards this project. "This combined total investment of almost $500,000 is bound to have a very significant impact on Nunavut's emergency measures program. I know that the residents of Nunavut will continue to benefit from this program for years to come," said MP Nancy Karetak-Lindell. "The Government of Canada looks forward to continuing to ensure that the special needs of Canada's northern communities are addressed, particularly as they relate to preparing for emergencies." The JEPP was created in 1980 to encourage cooperation between the Government of Canada and the provinces and territories in improving emergency services across the country. Since the founding of Nunavut in 1999, the Government of Canada has committed over $600,000 for projects under JEPP in the territory. The JEPP is administered by the Office of Critical Infrastructure Protection and Emergency Preparedness (OCIPEP), a civilian organization within the Department of National Defence.

    Why Do the People Of Nunavut
    Want Their Territory Officially Recognized? Politicians and public officials have generally accepted the principle that aboriginals have the right to both self-government and self-determination. After all, they were here first and are subject to laws and regulations they had little or no say in developing or implementing. When Nunavut does become an official territory, it will be able to chart its own course, pursue its own objectives and control its own destiny.

    Nunavut: Historical Context During the early 1960s, the federal government seriously considered dividing the NWT. In 1963 legislation was introduced in the House of Commons to approve the partitioning of the NWT into east and west sections. The process was temporarily derailed when a federal election was called, killing the draft legislation. Though politicians had spearheaded the initiative, it was the residents of the western NWT who had applied enough pressure to get it on the political agenda. Among other things, the people believed that dividing the territory would encourage population growth in the Mackenzie Valley area.

    On April 1, 1999, Nunavut Territory, Canada, exists. Carved out of the eastern half of the Northwest Territories, Nunavut will in many ways be controlled by its majority population, the native Inuit. The population of Nunavut, some 24,665 people, are spread over 818,745 square miles, one fifth of Canada's land mass. The enormity of the Northwest Territories as a whole, and the sparseness of its population, contributed to the creation of the new territory. In 1966, a government commission called for dividing the Northwest Territories (NWT) into two smaller and more manageable regions. In 1982, a majority of the people of the territory voted to divide into two separate territories.. Earlier, in 1976, the Inuit of Canada first called for the creation of Nunavut ("Our Land" in Inukitut). They negotiated a land claim settlement with the Canadian government. The Inuit approved the final agreement in 1992, and the government passed it in 1993. Called one of the most innovative of Canada's modern aboriginal treaties, the land claims settlement led directly to the creation of the new territory.

    Canada and Nunavut Sign Affordable Housing Agreement
    Iqaluit, February 6, 2002 — The Governments of Canada and Nunavut today announced the signing of an Affordable Housing Agreement which will provide funding to help increase the affordable housing supply in the territory. Federal funding of $4.96 million through Canada Mortgage and Housing Corporation (CMHC), combined with funding from Nunavut, demonstrates the commitment of both governments to work together to address the affordable housing problem. The announcement was made jointly by the Honourable John Manley, Deputy Prime Minister and Minister of Infrastructure and Crown Corporations and the Honourable Kelvin Ng, Minister of Finance and Minister responsible for the Nunavut Housing Corporation NHC). "I'm happy we were able to get moving on this agreement," said Deputy Prime Minister Manley. "This agreement, between our two levels of government, means a great deal to those in need of affordable housing in Nunavut. This signing follows our meeting of federal, provincial and territorial housing ministers in Québec City, on November 30, where we reaffirmed a federal committment of $680 million for affordable housing." Minister Ng said he was also pleased with the agreement. "There's a great need for affordable housing in Nunavut and this agreement means we will see some relief immediately. We will continue to work closely with the federal government to ensure the best possible housing for our citizens over the long term as well."

Under the agreement, the co-managed Canada-Nunavut Geoscience Office (C-NGO) will continue to collect and make accessible geoscience information and expertise in Nunavut to support sustainable development, geoscience capacity building, education and training, and awareness and outreach activities. "This partnership has made a significant contribution to developing Canada's newest territory," said Herb Dhaliwal, Minister of Natural Resources Canada. "Through our continued cooperation, the people of Nunavut will benefit from geoscience expertise in the areas of sustainable development, land-use planning and environmental impact assessments." The Minister of Sustainable Development for the Government of Nunavut, Olayuk Akesuk, was quick to highlight the tangible benefits of the five-year renewal agreement for all Nunavummiut, "These benefits include increased investment by the mining industry, a better understanding of the geology of Nunavut, GIS services and training opportunities, and local expertise in geoscience reaching out to all stakeholders. This joint geoscience effort will be viewed by industry as a positive statement about the Government of Nunavut's commitment to developing a quality geoscience database from which informed exploration and land use decisions can be made."
