Nunavut
The Land
On April 1, 1999, the map of Canada changed with the birth of the new territory of Nunavut. Nunavut means "our land" in Inuktitut, the Inuit language. It is a vast territory - larger than Newfoundland, Prince Edward Island, Nova Scotia, New Brunswick and Quebec combined - that contains one fifth of Canada's land. This is the first major change to the map of Canada since Newfoundland joined Canada in 1949. Nunavut's lands are made up of the central and eastern portions of the Northwest Territories (NWT). To the Inuit people, this land, their ancestral home for thousands of years, has always been Nunavut. The idea for the territory with its own government was articulated by Inuit leaders in the 1970s.
The History
As the newest partner in the federation, Nunavut is the latest development in Canada's nation building. All Canadians can take pride in the outstanding achievement the birth of the new territory represents. Canada has redrawn its map peacefully, democratically and in partnership. The creation of Nunavut also marks a profound shift in how Canada relates to Aboriginal peoples. Inuit, as the majority population of Nunavut, are shaping the territorial government in keeping with their culture, traditions and aspirations.

    Nunavut In the Inuit language of Inuktitut, Nunavut means "Our Land". It is the name given to the ancestral home of the Inuit of the central and eastern Arctic, and on April 1, 1999 it became the Territory of Nunavut in Canada's Eastern Arctic. Though the creation of the Territory of Nunavut is a new chapter in Canada's confederation, the story of Nunavut and the Inuit who make their lives there is an ancient one, going back over thousands of years of continuous habitation. The creation of the Territory of Nunavut and the finalisation of the historic land claim settlement, between the Nunavut Inuit and the Government of Canada, adds a new dimension to the evolving history of both Nunavut and Canada. In 1993, legislation was passed to establish a new northern territory called Nunavut, which will consist of the eastern part of the present Northwest Territories. Nunavut came into being on or before April 1, 1999. The Nunavut Implementation Committee has announced that a flag for the territory has been chosen and approved by HM The Queen. The design will be kept secret until the day the new territory is created. In a related move the Northwest Territories' government has announced that it is to have a new flag to mark the change in its borders.

    NUNAVUT Backgrounder: Role of Nunavut Tunngavik Inc. in the establishment of Nunavut Nunavut was the key to the settlement of the largest land claims agreement negotiated in Canadian history. Nunavut Tunngavik Inc. was legislated to work with the Government of Canada, the Government of the Northwest Territories, and other agencies on a host of issues critical to the establishment of Nunavut. Principally, Nunavut Tunngavik Incorporated (NTI) is responsible for ensuring that the 1993 Nunavut Land Claims Agreement (NCLA) continues to be implemented in accordance with the provisions of the Agreement. Article 4 of the NCLA, dealing with Nunavut political development, mandates NTI, the successor to the Tunngavik Federation of Nunavut (TFN), to negotiate a political accord to deal with the establishment of Nunavut. The process took two decades. The Nunavut Political Accord (NPA) notes that the creation of a new Nunavut Territory with its own government is a fundamental objective of the Inuit of Nunavut, and that the signatory parties to the Accord, the government of Canada, the Government of the Northwest Territories, and the Tungavik Federation of Nunavut, have committed themselves to securing that Inuit objective in a manner consistent with the provision of Article 4 of the NCLA. That objective has now been met.

The mean temperature in January is -30°C and in July is 15°C. Iqaluit experiences 24 hours of daylight per day in June, and six hours per day in December. The establishment of Nunavut as a distinct territory under its own government fulfils a long-held aspiration of the eastern and central Arctic Inuit to control their own destiny.

In the NWT they were the first aboriginal public bodies which could tackle territorywide and national issues. In spite of, or perhaps because of, territorial government hostility, they became rallying points for aboriginal opinion. And while the territorial governments excluded aboriginal employees form policy or management levels, despite many directives insisting on greater aboriginal hiring, the organisations provided them work and great opportunities for social and political action. Very quickly Ottawa recognised de facto that NWT politics, opinion and political legitimacy were divided between the legislature and the aboriginal associations. Great care was taken to balance these interests, and Ottawa through the Trudeau and Clark government years played a role of active neutrality: its goal was to secure a social, economic and political development in the north which would provide equality between aboriginal northerners and the newer arrival. In particular, Ottawa resisted territorialgovernment attempts to secure devolution of powers and budgets, seeing clearly that these would consolidate the position of, and otherwise benefit, the whites while largely leaving aboriginal northerners aside. The NWT government is something of a marvel. Its history deserves to be written and written carefully before it all, soon one expects, passes into the past. Essentially it is the greatest Canadian monument to progressive programming for an underdeveloped area, and the boldest attempt at total government ever seen in this country. It was the designed to respond humanely to the poverty and isolation Canadians saw in the north, and to deliver southern standards of living conditions to the most remote icebound hamlets. It cut corners to upgrade living standards quickly, and the main corner cut was the viewpoint of the aboriginal residents. This administration concentrated expertise to solve northern problems, to bring the good things from the south to the north. It was a directed effort, and was specifically designed to
