The International Atomic Energy Agency serves as the world's central intergovernmental forum for scientific and technical co-operation in the nuclear field. A specialized agency within the United Nations system, the IAEA maintains its headquarters in Vienna.
Policymaking Organs
Policymaking organs of the IAEA are the General Conference and the Board of Governors.
Working jointly, these two organs decide the Agency's programme and budget and appoint the Director General of the IAEA. The General Conference is composed of representatives of all IAEA Member States. The Board of Governors has 35 members, of which 13 are designated by the Board and 22 are elected by the General Conference.
Member States By 27 July 1957, eighteen States have ratified the Statute of the IAEA thus bringing it into force. As of 1 December 1999, the IAEA has 130 Member States.

    MINT and Integrated Energy Planning in Malaysia
    Even though Malaysia does not have a nuclear power programme, nor is it likely that there is going to be one in the foreseeable future, past nuclear power planning studies have greatly contributed to the development and promotion of the integrated energy planning concept in the country. Through the sophisticated computer models obtained from the International Atomic Energy Agency (IAEA) through MINT, and distributed to national energy planning authorities, a broad base of integrated energy planning expertise has been developed. Consequently, the output of, and the experience gained from, the series of nuclear power pre-planning studies that have been conducted by MINT in collaboration with Tenaga Nasional Berhad (TNB) in co-operation of various other national authorities, have benefited other national energy supply and demand planning activities, including a national Transport Master Plan.

The forty first session of the General Assembly began in mid September. By late October the Assembly began to adopt the traditional anti-Israel resolutions. In 1986 the pro-Arab majority began to shrink somewhat. On the following resolution, 86 voted in favor, 5 against and 55 abstained. On operative paragraph 2, the vote was 63 in favor, 41 against and 33 abstained, meaning that 74 nations were not pleased with its formulations.     Looking back over the years during the 40th anniversary of UFOs in modern times(JUNE 24,1987) it is interesting to note that UFOs have been seen and recorded near various atomic energy locations in this country and overseas. This link was first noticed by Captain Edward Ruppelt in 1952 and reported in a LOOK magazine article(JUNE 24,1952) titled "Hunt For The Flying Saucer."
    Captain Ruppelt, who directed the U.S. Air Force Project Blue Book at that time, when viewing a folder of 63 mystifing UFO reportas that had been plotted on a map of the United States discovered that it showed "an ominous correleation" with the location of various atomic energy installations. LOOK magazine learned that some high ranking officers had taken note of this fact and had then held a Pentagon conference to discuss these numerous strange concentrations that have continued to this day.
    1. Such incidents at the Savannah River, Hanford, Los Alamos, Oak Ridge, McGuire, Cherokee and Indian Point nuclear and atomic plants are of continued vital interest and concern to scientific, military, civilian and governmental observers everywhere.

    The Bush administration has touted an energy policy Congress has passed only bits and pieces of Bush’s nuclear energy policy. Earlier this year it reauthorized the Price-Anderson Act, which absolves nuclear power companies of liability above $9 billion in case of an accident. Vice President Dick Cheney had pressed for the law’s renewal as a way to spur more investment in nuclear power plants. Congress has also allocated millions of dollars in tax breaks for nuclear power and earmarked $1.2 billion for nuclear research and development. But the real congressional battle is over Yucca Mountain. The nuclear power industry has already produced more than 40,000 metric tons of nuclear waste in the last 40 years, all of it stored in temporary, on-site storage facilities. Space in those temporary facilities will begin running out in 2004, according to the Nuclear Energy Institute. To solve the problem, the federal government selected Nevada’s Yucca Mountain as the nation’s permanent repository for the waste. Continuing controversy over the site, however, means the facility is still about 10 years away from completion. Environmentalists are concerned about the site’s location (in an area prone to earthquakes) and about the safety of transporting radioactive waste

    Non-Proliferation Treaty
    The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) was concluded in 1968 and entered into force on March 5, 1970. It is the founding document of multilateral nonproliferation endeavours. The Acronym Institute has closely followed NPT developments since 1994.     Throughout the meeting, there was much stating of positions, but little stomach for confrontation or compromise. After two weeks of lacklustre debates, with much repetition and very few new ideas, the last day of the meeting turned into a bad-tempered shambles that ended in near farce, with a series of confused decisions taken without interpretation, with the majority speaking English but two delegations insisting on French. The PrepCom even failed to abide by its own rules whereby, if discussions have been held in closed session, the meeting is opened to the public for formal decisions to be properly taken. Along with the rest of civil society, the Acronym Institute was outside the room throughout the long day, gleaning information from a series of frustrated delegates as they wandered back and forth for cigarettes or coffee. As debates went round and round in circles, messing up earlier agreements on access for nongovernmental organisations (NGOs), adding and subtracting words to slide just one outstanding - but importantly context-establishing - paragraph on the agenda past the US blockage, it was clear that many delegates, including, some complained, the Chair, had lost the plot. Their confusion about what they were doing even extended to the final decisions, as illustrated by contradictory reports of what occurred at the end.

    Since the independence of Ukraine, things have gone worse instead of better. Ukraine is now experiencing a severe crisis. Production has fallen by almost half; unemployment is high. In the past, nearly all the gas and oil came from Russia at low prices. Now, Ukraine has to pay international prices for them. Ukraine has built up huge debts in importing gas from Russia. There is no money to invest in the modernisation of industry and the energy infrastructure, although this is the best investment. The little money there is, is used for nuclear reactors. Thus, it seems Western help is the only way out. Four foreign reports will be summarised here. The conclusions are clear: Energy-saving measures and improving energy efficiency at little or no cost have a big potential and can be realised within a short time.
    General energy situation
    Even in the short-term, the potential of energy-saving and energy-efficiency measures is considerable. The amount of energy saved through such measures would greatly exceed the amount of energy produced by Chernobyl. Even the World Bank has concluded in a study that a further 15% decline in electricity consumption from 1995 till the year 2000 is possible. This 15% decline is equivalent to three times the Chernobyl production! From 1990 till 1994, the consumption of electricity in the Ukraine decreased 34%. Translated into megawatts, this decrease is more than the total production of all 14 Ukrainian nuclear plants.
