General Information
In 1994, the Brazilian Congress ratified the General Agreement on Tariffs and Trade (GATT). Brazil is also a founding member of the World Trade Organization and a member of the International Monetary Fund (IMF) and the Latin American Energy Organization (OLADE). It is also a member of the Southern Common Market (Mercosur) along with Argentina, Paraguay and Uruguay. Brazil has shown a willingness to pursue genuine changes in fiscal policy, energy privatization, intellectual property rights, and environmental clean-up, as well as in other areas, such as human rights and the administration of justice. Energy Policy and Regulation
The government's National Electric Energy Plan 1993-2015 summarizes the development of Brazil’s electricity sector. In April 2000, a ten-year expansion plan 2000-2009 ( Plano Decenal de Expansao – PDE 2000/2009 ), which outlines the growth of the public companies operating in the generation, transmission, and distribution of electricity, was added to the National Electric Energy Plan. This ten-year plan is used as a basic reference for setting the priorities of works in progress and corresponding investments in expanding the power systems, and to indicate which projects shall be put out to bid, to guarantee continual increases in power supply for the country.

Ladies and gentlemen, I appreciate the opportunity to talk with you today about the role of nuclear energy in the context of the enormous security threat posed – to all nations – by our world’s heavy use of fossil energy and the resulting danger of catastrophic climate change. You require no education from me to know that his problem will not be solved solely by energy conservation and energy efficiency. Even in the industrialised world, such measures can have only limited benefit. And if our aim is to meet the needs of huge populations now living in misery, as well as the billions of people soon to be born, we must produce even more energy. Indeed, in the next half-century alone, humanity is likely to consume more energy than the combined total consumed in all previous history.

Why do different types of change involve different amounts of energy?
Can you tell me which type of energy change involves the most energy? Phase, chemical or nuclear changes? The least? And, just exactly why is this so?

In general, phase changes absorb or release the least energy and nuclear changes the most. The trend is the result of the different magnitudes for the attractions and repulsions involved in phase, chemical, and nuclear changes. More energy is required to overcome stronger forces- and more energy is released when stronger attractive "bonds" form. Phase changes involve intermolecular forces. For example, vaporization of water involves snapping hydrogen bonds between water molecules. Chemical changes involve chemical bonding forces. For example, atomization of water involves snapping two oxygen-hydrogen bonds. Since chemical bonds are much stronger than intermolecular forces, chemical changes require (or release) far more energy than phase changes. Nuclear changes involve even stronger forces that bind the nucleus together, and so will usually require or release even more energy than chemical changes.

Some powerful public voices are unconvinced about the technology’s competitiveness and safety. For Luis Echávarri, Director-General, OECD Nuclear Energy Agency, these doubts should be put to rest. INTERVIEW OECD Observer: What role can nuclear energy play in helping countries tackle global warming and in particular meet their commitments under the Kyoto Protocol? Luís Echávarri: Quite a significant role. The target of the Kyoto Protocol for Annex I countries – meaning developed and transition economies – to reduce greenhouse gas emissions by 5.2% on average from their 1990 levels up to the period 2008-2012 is challenging and will be difficult to meet. Indeed, during the 1990s, global emissions of CO2 – the gas thought most responsible for climate change – increased by almost 9%, in spite of a decrease by some 32% in the economies in transition. If anything, today’s nuclear power plants help keep CO2 emissions down; if the 438 nuclear reactors in operation worldwide (most of them in OECD countries) were to be closed down and replaced by the current mix of state-of-the-art fossil-fuelled plants, world CO2 emissions would rise by some 6%.

Civaux in southwestern France is a stereotypical rural French village with a square, a church and a small school. On a typical day, Monsieur Rambault, the baker, is up before dawn turning out baguettes and croissants. Shortly after, teacher Rene Barc opens the small school. There is a blacksmith, a hairdresser, a post office, a general store and a couple of bars. But overlooking the picturesque hamlet are two giant cooling towers from a nuclear plant, still under construction, a half-mile away. When the Civaux nuclear power plant comes on line sometime in the next 12 months, France will have 56 working nuclear plants, generating 76% of her electricity. In France, unlike in America, nuclear energy is accepted, even popular. Everybody I spoke to in Civaux loves the fact their region was chosen. The nuclear plant has brought jobs and prosperity to the area. Nobody I spoke to, nobody , expressed any fear. From the village school teacher, Rene Barc, to the patron of the Cafe de Sport bar, Valerie Turbeau, any traces of doubt they might have had have faded as they have come to know plant workers, visited the reactor site and thought about the benefits of being part of France's nuclear energy effort. France's decision to launch a large nuclear program dates back to 1973 and the events in the Middle East that they refer to as the "oil shock." The quadrupling of the price of oil by OPEC nations was indeed a shock for France because at that time most of its electricity came from oil burning plants. France had and still has very few natural energy resources. It has no oil, no gas and her coal resources are very poor and virtually exhausted.

Developing nuclear energy as a sustainable energy source represents one of the most serious challenges faced by humankind. The development of an international regulatory system for the peaceful use of nuclear energy is currently underway. This process reflects many controversies inherent at present to our society in general and to international relations in particular. The accident at the Chornobyl nuclear power plant (Ukrainian SSR, 1986) has highlighted the shortcomings in the existing international system and brought many nuclear energy issues into the discussion. The paper considers the existing international provisions for the safe use of nuclear energy focusing on their weaknesses and analyzing possible ways toward creating an effective and workable international legal regime.
