Australian Disasters There have been many natural and man-made disasters in Australia. This country of contrasts regularly suffers floods, cyclones, bush fires, drought, earthquakes, earth tremors and landslides. Major disasters have included:
Cyclone Tracy - which devastated Darwin on the night of Christmas Eve 1974.
Ash Wednesday Bush Fires - when around 180 bushfires broke out on 16 February 1983, devastating the Adelaide hills. Newcastle Earthquake - 28th December, 1989. The Newcastle earthquake, the first fatal one in Australia, claimed 13 lives. The devastation to buildings and other structures was extensive. Natural Disasters Natural disasters can arise from:
  • Weather patterns eg storms, cyclones, hurricanes, floods, tornadoes
  • Other climatic conditions eg droughts, bush fires, avalanches
  • Changes in the earth's crust eg volcanoes, earthquakes, tsunami or tidal waves

The primary mission of the Emergency Management Agency (EMA) is to save lives and protect property in the event of a man-made or natural disaster. The secondary mission of the EMA is to restore public services and to expedite the recovery and rehabilitation of individuals in the event of large-scale disasters. These objectives are met by conducting coordinated operations throughout the four phases of Emergency Management: mitigation preparedness response and recovery Mitigation: the process of eliminating or reducing the probability of occurrence of an emergency or disaster. Mitigation activities should be considered long before an emergency occurs. Preparedness: the planning stage which insures the most effective, efficient response, efforts to minimize damages and laying the groundwork for response operations. Preparedness is an "insurance policy " against emergencies. Response: provides emergency assistance for casualties, reduces the probability or extent of secondary damage and other measures that will enhance future recovery operations. Response is the first phase that occurs

CHERNOBYL DISASTER PAGE Introduction Many questions were formed in the minds of many people across eastern Europe as radiation levels rose mysteriously across the continent. From country to country unusually high radiation levels were being read. Although the radiation levels were not yet harmful in most places, it was feared the levels would keep rising with the origin of the radiation still unknown. By studying wind and weather patterns scientists were able to pinpoint from where all of this radiation was coming. The place was the Chernobyl nuclear power plant. A nuclear meltdown had occurred. This great disaster occurred on April 26, 1986 in the nuclear power plant at Chernobyl. Chernobyl is located 128 km northwest of Kiev that is in the Ukraine, part of the Soviet Union. "PICTURES" The cause of the disaster was a malfunction within the plant that caused the radioactive core to become exposed. This caused a particle meltdown that let off large amounts of radioactive material. Many of the details of the accident are still unknown. Some people believed the accident was caused because the operators were over confident in their decision making. Others said that there was a flaw in the design of the reactor and others blamed the accident on the safety systems. Further investigation showed that all three factors were involved.

The 1986 Nuclear Disaster at Chernobyl
September 1999
At 6:30 am Adelaide time, April 26 1986, in 4 seconds the power output from Unit 4 at the Chernobyl nuclear power plant increased 100 times and the reactor exploded. The explosion blew the top off the reactor. Hot radioactive metal was flung into the air, the reactor caught fire, radioactive smoke and steam spewed out. The radioactive fallout was 200 times that caused by the weapons exploded at Hiroshima and Nagasaki. The fuel was the same, uranium. The release of radioactive material lasted for 10 days. It blew over Ukraine, Byelorussia, Latvia, Lithuania, Poland, Finland, Norway, Sweden, Scotland, England, Germany, Greece, and Switzerland. Altogether, 9 million people were affected by the radioactive fallout from the nuclear disaster. People in the path of the fallout were not warned. Children in the town of Pripyat, 3 km from Chernobyl, were having outdoor gymnastic classes. Pripyat was not evacuated for 60 hours and areas within a 30 km radius weren't evacuated for a week or more later. Altogether some 400 thousand people were forced to leave their homes.

Introduction
The Chernobyl disaster began at 1.23 a.m. on Saturday 26 April 1986, in a civilian nuclear power station of Kiev This chapter opens with an account of the background to Chernobyl and a summary of the immediate responses. The early dominant role of the Soviet Union's governmental apparatus is emphasized, including the limitations of President Mikhail Gorbachev's glasnost policy. The process of longer-term regeneration and recovery is then discussed in the context of the breakup of the Soviet system and the emergence of two of the new independent republics - Belarus and Ukraine. Similarities and differences among the approaches of various institutional actors and post-Soviet regimes are noted. Theoretical issues are the focus of the third section of the chapter. An outline model of nuclear power disasters is proposed, based on the experience of other disasters in the Soviet Union and the global nuclear power industry as well as Chernobyl. Finally, I offer a series of recommendations for improving recovery from nuclear accidents and other industrial emergencies. These include the creation of registries for populations in the vicinity of hazardous facilities, and an international system for providing expertise and material assistance in the event of disasters that involve advanced industrial technologies whose effects exceed existing national coping capacities. While there may be no adequate way to avoid surprises like Chernobyl, it is clear that the Chernobyl experience was made much worse by failures of the government and the ruling political party in the weeks and months after the accident, and by broader economic and political changes that began in the period 1986-1991 and continue into the severe economic crisis of the post-Soviet era.
