Because of this, I decided to take a look at the disasters that have occurred in the past 20th century, and how the effects of nuclear radiation has effected the people who were involved. Perhaps the most famous of Nuclear Disasters is that which happened on April 25th and 26th, 1986 in Chernobyl, former USSR (now Ukraine). The power plant, located 80 miles north of Kiev, exploded after an out of control chain reaction, and killed more than 30 people, and 135,000 people had to be evacuated within a 20 mile radius. Later on, it was revealed that many safety procedures were disregarded. Other Nuclear Disasters Throughout History
Another example of a nuclear emergency in the 20th century is that of Three Mile Island, near Middletown, Pennsylvania, on March 28, 1979. Although I was relieved to learn that no one was injured or hurt, it chilled my bones to learn how close America was to a classic "meltdown" within it's own borders. How could anyone living within 10 miles of the plant do so with any real sense of security?

We replied that, although a quantitative assessment is difficult, the net ecological impact has been positive. After a long pause, the perplexed official asked how it could be possible that the worst nuclear power plant accident in history, releasing between 100 and 200 million Curies of radiation into environment, could produce positive ecological consequences. The answer was simple - humans have evacuated the contaminated zone. Mention of the Chernobyl nuclear disaster usually brings thoughts of death, destruction, cancer, massive economic loss, and other negative images. Clearly, the economic impacs have been devastating for the Ukrainian economy, and the harmful effects such as elevated cancer rates in humans [1-3] and the killing of the pine trees in the Red Forest are real [4,5]. However, the sum effect for the flora and fauna in the highly radioactive, restricted zone has been overwhelmingly positive in favor of biodiversity and abundance of individuals [6]. Our 12 expeditions to the most radioactive areas of these zones reveal that animal life is abundant. Parts of the 10-km zone exclusion zone around Reactor 4 are strikingly, yet deceptively, beautiful (Fig.1). Only the clicks and whistles of our electronic equipment indicated that the habitat was contaminated with radioactivity.

Plutonium and Tritium for Soviet nuclear weapons is produced at three closely guarded locations, each of which includes a "closed" city of workers.These cities do not appear on maps, and until recently, travel to and from them was all but prohibited.Even now, foreign visitors have been allowed to see only two of the sites.Each of the sites has an official name, often including a number that indicates a post office address, but each was known by another name or names abroad as well as in the Soviet Union. The complex officially known as Chelyabinsk-40 is located in Chelyabinsk province, about 15 kilometers east of the city of Kyshtym on the east side of the southern Urals.It is situated in the area around Lake Kyzyltash, in the upper Techa River drainage basin among numerous other interconnected lakes.Between Lake Kyzyltash and Lake Irtyash is Chelyabinsk-65, the military-industrial city once called Beria, but today inhabitants call it Sorokovka("forties town"). Another Mayak laboratory, the All-Union Institute of Technical Physics, is located just east of the Urals, 20 kilometers north of Kasli.It is better known by its post office box, Chelyabinsk-70.It was opened in 1955, shortly after the Lawrence Livermore National Laboratory opened in the United States.

The non-profit association 'Kyshtym-57' was established in 1990 by the inhabitants of the Chelyabinsk region. At their first conference, 97 people from the 17 populated areas met to discuss the problems.These people are victims of the three nuclear accidents which took place from 1949-1956, 1957, and 1967.Their aim is to realize and support their civil, economic, social, and cultural rights and freedoms. The executive body of the association is a committee of 21 members who were elected at the conference.The main body of committee members are volunteers, and the association promotes programs which are created by this body.With only 2 employees on staff , this association also has its own bank account.Louiza Korzhova, a retired nuclear physicist, is a founding member of Kyshtym-57 and the chairman of this association. The rights of the children born to exposed parents, the inhabitants who have not yet been evacuated from the Techa River, and those from the area of the Eastern-Urals radioactive trace have been lawlessly violated.As such, the main task of this association is the official acknowledgment of the victims of these accidents by the Russian Parliament (Duma) and by the president of the Russia Federation.For these reasons, the association has undertaken great efforts to adopt the complete and valid law of the Russian Federation, on the accidents at the nuclear plants in the Chelyabinsk region. Kyshtym-57 began their activities by helping families, sick children, and people who have been diagnosed with radiation sickness.Since 1990, the association has helped 15,000 people with financial support and material goods. Due to a lack of funds it is at this time impossible to help the remaining 200,000 victims whose life quality is rapidly decreasing,.These people need social protection and medical aid.There is an obvious shortage of financing being given within the Federal Program for the support of victims and the rehabilitation of contaminated areas. For these reasons, Kyshtym-57 is looking to attract foreign and local investors to help the suffering populace.

Off-site Emergency Centers Based on the Act for Nuclear Disaster Countermeasures, off-site emergency centers are base facilities in order for the national government's emergency operation centers for nuclear disasters at the site, and prefectural governments' and municipalities' emergency response headquarters to organize meetings for taking joint measures against nuclear disasters, and to take temporary measures with shared information in cooperation with each other in the event of an emergency at a nuclear facility.
The Japan Atomic Energy Research Institute and the Japan Nuclear Cycle Development Institute provide technological supports for those engaging in the prevention of nuclear disasters in the national government, local governments, police, fire departments and corporations.
