1993 Grade: 1994 Grade: F 1995 Grade: D 1996 Grade: B- Nova Scotia has performed extremely well this year in the category of protected areas. Following through on the announcement of candidate sites in 1993, which were protected with an interim development moratorium, the province set aside 31 sites for protected status. This brings to 8 per cent the area of Nova Scotia's total land base which has received protection, and fully 20 per cent of the provincial Crown land. However, as 75 per cent of the province's land area is privately owned, more will need to be done to extend protection to other critically threatened ecosystems, and to complete the target of at least 12 per cent of representative ecosystems. Of particular concern was the failure to include Kluscap Mountain as a protected area. The mountain, known to non-aboriginals as "Kelly's Mountain", is a sacred area to the Mi'Kmaq people. The traditional grand chief, and many other Mi'Kmaq chiefs, urged the government to act to protect the mountain. Kluscap Mountain holds a sacred cave, within which their prophet, Kluscap, rests. Proposals to dredge the channel below Kluscap Mountain also concern local fishers and environmentalists. The province has done nothing about the lack of endangered species legislation, although neither has it presented obstacles to strong federal legislation.

Nova Scotia Government has bowed to the pesticide industry The Nova Scotia Government has bowed to the pesticide industry and passed legislation that has left 54 of the 55 Nova Scotia Municipalities defenseless to regulate urban pesticide use (Section 172(1)j in the Municipal Government Act (P.76, Bill 47)) . Much more positive and enabling jurisdiction to regulate urban pesticides was passed for just the Halifax Regional Municipality (Section 533, pp225,226). This followed more than 100 presentations before the Nova Scotia Legislature's Law Amendments Committee from members of the public protesting the obstructive jurisdiction that now appears in Section 172(1)j. Why are Nova Scotia Municipalities treated so differently? Aren't the children in all Municipalities equally deserving of protection?

UW Gazette, April 10, 1996 The Technical University of Nova Scotia will merge with its much larger neighbour in Halifax, Dalhousie University, the Nova Scotia government announced last week. TUNS will become "a constituent part of Dalhousie" with "a new faculty of computer science, an amalgamated faculty of engineering and a faculty of architecture". The government said that "The amalgamation of Dalhousie and TUNS will open doors to more students and faculty, and position the institution internationally, acting as a magnet for business and industry." The president of TUNS, Dr. Ted Rhodes, is a former chair of UW's chemical engineering department. Dalhousie president Dr. Tom Traves said in mid-March that a merger of "the two leading research intensive universities" would be a sensible arrangement, and the two institutions fit together nicely. "The overlap in our programs would essentially be in our small engineering program, which [already] feeds into theirs, and obviously our computing science programs." Both programs have been the targets of duplication studies throughout the Nova Scotia government's rationalization process. The amalgamation would be at the administrative and organizational level, and would not involve a complete move of a campus up or down Halifax's University Avenue, Traves said. "There are no plans at all to alter the physical alignment of the campuses." The Nova Scotia government said it would provide some new funding to make the merger possible. The government also approved a "consortium" plan for Halifax's seven universities that will see them save millions of dollars a year through shared administrative services, including joint registration. "The consortium minimizes administration and maximizes course selection," said premier John Savage. An announcement said universities "could have faced" a cut of as much as 12 per cent in their grants this year, but "because of the importance of universities to Nova ScotiaÉ the government held the reduction at seven per cent." Involved in the Halifax rationalization, besides Dalhousie and TUNS, are St. Mary's University, Mount Saint Vincent University, the Nova Scotia College of Art and Design, King's College, and the Atlantic School of Theology.

1. Introduction
A disaster such as Westray forever changes the lives of all those who had any direct or even indirect involvement with the mine. The families of the victims, more than anyone, shoulder the burden of this tragedy, and the never ending sadness of losing a loved one.
There is no formula for repairing the damage that has been done, and we know that their struggle to cope will endure. We all appreciate that the deceased and their families were let down; they deserve better.
The May 9th, 1992, explosion has devastated the lives of 26 families, forever altered the lives of all of Westray employees. It wiped out the immediate prospects for the recovery of a valuable resource, and it provoked questions about how the Province attracts business, how it scrutinizes entrepreneurs, and regulates and monitors industrial activity.
Rightly, the families of the deceased, miners and other Westray employees who lost their jobs, and members of the community are asking how such a tragedy could have happened.
