and Crown corporations, yet they often have little reason to exist

HO REMEMBERS THE ALPHABET song? Personally, I sang it often as a child - even though I always struggled with the frustration that our Canadian pronunciation of the letter Z, being "zed", didn’t rhyme in the end. Still, it was a handy ditty that made learning easy. The ABCs of the Nova Scotia government, on the other hand, might take a lifetime to understand how and why they function. A is for Agencies. B is for Boards. C is for Commissions. And this government is bloated with them. So bloated that they've lost track of how many there actually are. Seriously, ask anyone in government who should know, and they won't be able to tell you. The latest rough guess puts the number of ABCs anywhere between 125-175 of them - or more. Add another "C", the 26 Crown corporations owned by Nova Scotia, and you could be looking at nearly 200 of these entities Some of the ABCs may be largely volunteer in nature, but nothing is costless. If the public actually knew there were so many ABCs out there, it could reasonably question the taxpayer benefit of any number of them. A small scratch at a huge surface finds that there is a Fences Arbitration Board for every single county in Nova Scotia. There is something in the way of a Special Places Committee. Huh? And, there is a Provincial Community Pasture Board that realized a net loss of nearly $100,000 in 1997 and 1998.

S PART OF ITS response to the province’s fiscal difficulties, the Government of Nova Scotia has asked an external group, Voluntary Planning’s Fiscal Management Task Force (FMTF), to examine all program spending in the province and to recommend ways in which that spending could be reduced. The task force is chaired by Allan Shaw The FMTF has now produced a Preliminary Report and is expected to produce a final report by the end of January, following public consultations. This page on the AIMS website is intended to give Nova Scotians some useful information in understanding the context in which the program review is taking place, as well as some tools for assessing the value of the final recommendations, when they are made public. The Context: Nova Scotia will run a deficit on the order of $500-million in the current fiscal year, and has added nearly $2-billion to its total debt in the last 5 years. Net debt service charges on the province’s existing $11-billion of total debt cost the provincial treasury around $800-million per year. Nova Scotia – On the Financial Brink In a pre-budget briefing to Finance Minister Neil LeBlanc last October, AIMS laid out why this situation was unsustainable and required urgent action by the province in order to avoid serious consequences for the province’s ability to provide needed public services. TORONTO The Canadian Association of Journalists (CAJ) has awarded the Nova Scotia government its third annual Code of Silence Award, recognizing the most secretive government department in Canada. "Many government officials work tirelessly to keep vital and often troubling information hidden from the public," said Robert Cribb, CAJ president. "This award honours their dedication. From public health risks to government waste, our finalists have shown an abiding commitment to secrecy." The award was announced as part of the CAJ's award ceremony, held during the association's 25th anniversary national conference. The Code of Silence awarda plaque featuring a padlock hanging from chainswas accepted on behalf of the government. The Nova Scotia government received the honour for a pattern of secrecy over the past year, including instituting the highest fees in the country for access to information requests. The result has been a sharp decrease in the number of requests under the act. Also last year, the government denied a freedom of information request for background material on why cabinet decided to cut some programs and keep othersa decision later overturned by the courts. The Nova Scotia government was chosen by journalists and members of the public over three other nominees.

Canada and Nova Scotia sign agreement to assist people with disabilities

FOR IMMEDIATE RELEASE
HALIFAX - Nova Scotians with disabilities will be able to more easily participate in the labour market due to a new agreement signed today by the Honourable Liza Frulla, Minister of Social Development Canada, and the Honourable David Morse, Nova Scotia Minister of Community Services. "Canada must take full advantage of the talents and abilities of all of its citizens" said Minister Frulla. "This agreement is designed to help Canadians with disabilities overcome the obstacles they face in entering the labour market and ensure that they are able to participate fully in our economy and society. I am so pleased to work with my provincial counterpart on this national priority." "The agreement signed today is an important step in the right direction in our efforts to improve the quality of life for all Nova Scotians with disabilities," said Minister Morse. "We look forward to further strengthening and broadening opportunities for these Nova Scotians and welcome additional federal dollars to support these efforts." The agreement supports a broad range of programs and services to respond to the needs of people with disabilities, from skills development to encouraging employer readiness, to supporting a person at work, and to ensuring that a person is able to remain working.

Comparing Sunday workers to those who do not work Sunday Have people ever been getting the wrong picture in regards to the Sunday shopping issue. Retail workers are continually compared to others already working on Sunday , like for instance Lobster fishermen, Farmers, Service Stations, restaurants, small stores. One such debate is taking place on this web site by Randy Carter If you throw litter on the ground, run around in the nude , or drive on the wrong side of the road ,does it make it someone else's fault? When people apply to work Sundays is it everyone's fault that works in retail? Should we all feel guilty because these people originally chose to work on Sundays? What Mr.Carter and others do not mention when presenting this argument to the public is that - 1) These people that work on Sunday chose to work Sundays. 2) These people were hired to work Sundays.

Gary Ross is a Chartered Accountant with a difference. Aside from carrying on an active general accounting practice, he is also a certified reseller of Vigilant. "Our partnership offers real strength to our clients," Ross declares with conviction. "First of all, Vigilant offers a powerful, cost-effective solution. Then, there are particular skills that Century Computers brings to each contract. Their expertise lies in designing, implementing and servicing networked computer systems," he explains. "Lastly, there's me-when I install Vigilant, I'm doing it from a business and accounting perspective-I know what my clients need and I make sure they get it."
The association of Vigilant, Century Computers and G.W. Ross is one that had no difficulty earning the approval of the Nova Scotia government. Seven Visitor Centres across the province were in need of automation in their retail operations, as well as the Government Bookstores. Both the Nova Scotia Ministry of Tourism and their Government Bookstores have implemented Vigilant since meeting with Ross.
