Mike Apps Mike Apps is a senior research scientist with the Canadian Forest Service at the Pacific Forestry Centre. He also holds adjunct professor appointments in forestry faculties at both the University of Alberta and Lakehead University. His research for the last 15 years has focused on the role of Northern Forest Ecosystems in global change and their contribution to the global carbon budget. He led the scientific development of the Carbon Budget Model of the Canadian Forest Sector and presently co-leads its implementation to meet Canada's Kyoto and UN reporting requirements. He is the author/co-author of more than 150 manuscripts, and has chaired two international conferences on Carbon and Climate Change. Dr. Apps has been actively engaged in the IPCC (Intergovernmental Panel on Climate Change), serving as Convening Lead Author for the Special Report on Land Use, Land-Use change and Forestry and Lead Author for both Working Groups II (Impacts) and III (Mitigation) in the IPCC Third Assessment Report. He continues to work within IPCC as a review Editor for the Good Practice Guidance report and on the Scientific Program Committee for a special task group examining the processes affecting terrestrial carbon stocks and human influences upon them. He was recently named recipient of a national Science Award for Leaders in Sustainable Development.

NOTABLE AMERICAN SCIENTISTS WITH CZECH OR SLOVAK ROOTS.

Except for a few rather general and journalistic attempts to show that some Czech and Slovak Americans also worked in professional and cultural fields, there has not been any serious effort to date to evaluate their contributions to American science and technology (la, 1b, 2). This is a completely unplowed field if not a Terra incognita.
The present study attempts to overview contributions of American immigrants and their descendants from the territory of former Czechoslovakia to biological and physical sciences and engineering - from the early days following the discovery of the New World to the midst of the twentieth century.
THE PIONEERS
All evidence seems to indicate that the first visitors from the territory of the former Czechoslovakia (3) in the Western Hemisphere (4) were sent to the New World because of their particular technical or scientific skills. This was the case of the anonymous group of the Jachymov miners who were dispatched prior to 1528 to Little Naples (the present Venezuela) in an effort to establish the silver mines, while in the employ of the banking house of the Welser family (5).
When Latin America was opened for missionary work to Bohemian Jesuits (6), in the second half of the 17th century, a good half of the missionaries comprised skilled craftsmen and various professionals, including scientists(7) . The most important among them was Valentin Stansel (1621-1705), a professor of rhetoric and mathematics at Olomouc and Prague. He came to Brazil in 1656 where he was attached to the Jesuit College and Seminary of San Salvador (Bahia) and where he filled the position of Professor of Moral Theology and later Superior. He was also an astronomer of note who made extensive observations, particularly on comets, the results of which he published under the assumed name of “Estancel“(8).

Politician, Lobbyist and Civil rights activist National Council of La Raza Controversy Over Welfare Reform On August 22, 1996, President Bill Clinton signed into law the strictest federal welfare reform law in years. It had major implications for legal immigrants who were not citizens. They became ineligible for food stamps and Supplemental Security Income (SSI), the latter of which assists aged, blind, and disabled individuals. The cost savings from these cutbacks was estimated to be between 20 and 30 billion dollars over six years. Immigrant advocate groups and charitable organizations, such as the NCLR, Northern California Coalition for Immigrant Rights in San Francisco, and Second Harvest, felt that the law was too harsh and unfair. Immigrants who came to the United States legally yet, who were not citizens, would be cut off from immigrant public assistance programs. This was especially critical to refugees who come to the United States with little money and few possessions, and who typically need several years for an adequate transition to their new surroundings. Advocates claimed it was unfair to change the rules and cut off benefits to those who had come to the United States legally. The Orange County Register.

Author Dominican author Julia Alvarez has given voice to the themes of displacement, alienation, and search for identity in her poetry and fiction. Thrown into a foreign language and culture as a child, Alvarez found refuge in books and writing. She discovered through words she could build her own worlds that both revealed and transcended the meaning of her life. Alvarez became a nationally acclaimed author in 1991 at the age of 41 with the publication of her first novel, Her writings include four novels, two collections of poetry, a book of essays, and two children's stories. From Latina to "Gringa" Although Alvarez was born in New York City on March 27, 1950, soon after her birth her parents returned to their native home of the Dominican Republic, where her father, a doctor, ran a local hospital. The second of four sisters, she was reared close to her mother's family, amidst a slew of cousins, aunts, uncles, and maids. When Alvarez was ten years old, her father became actively involved in the underground coalition poised to overthrow dictator Rafael Leonidas Trujillo Molina. As a result, the police set up surveillance on their home and Alvarez's father was warned by an American agent that his arrest was imminent. To avoid this fate the family fled the country. Their destination was New York, where Alvarez's father had secured a fellowship at a hospital. For Alvarez, the mystique of the United States loomed large in her ten-year-old mind. "All my childhood I had dressed like an American, eaten American foods, and befriended American children," Alvarez told
