    The Government and the Ministries
    The Government serves as the executive power. Its most important functions are to submit bills and budget proposals to the Storting (Norwegian national assembly) and implement decisions through the Ministries. The Government is derived from the Storting and is headed by the Prime Minister. Formally speaking, it is the King who asks the majority party to form a government or a viable coalition. Government decisions are formally taken by the King in Council (that is, jointly approved by the King and the Council of State) every Friday. All Royal Decrees must be signed by the King and countersigned by the Prime Minister. Both formally and in real terms, the Norwegian Government, especially the Prime Minister, has less power than in many other Western countries. Traditionally, the Prime Minister, the Minister of Foreign Affairs and the Minister of Finance comprise the highest-status Government positions. As the number of state tasks has grown, legislative power has increasingly been delegated from the Storting to the Government and often down the chain of command to the individual government ministries. Norway is characterized by a ministerial government, with a Minister serving as the political head of his or her Ministry. Closest to the Minister are the politically-appointed State Secretaries, akin to deputy ministers, and Political Advisors.

    Local Government
    Norway is divided into 19 counties and 434 municipalities (2003). The powers of the county and municipal councils for self-government have been delegated from the State, and are set out in legislation, not in the Constitution. The State is directly represented at a local level through the County Governors’ offices. The municipalities are the most important units of local government administration. They are responsible for primary and lower secondary education, social services, municipal roads, water and sewerage and zoning regulation. Upper secondary schools and a number of technical services are administered at the county level. Each of these levels of administration receive part of their revenues through local taxation, fees and local business management, and partly from allocations from the central authorities and other public institutions. The counties represent a traditional administrative division dating back to the Middle Ages and Viking Age, when local “fylkesting” (county councils) still retained great power. The system of local self-government of the Middle Ages gradually dissipated after Norway was united into a single realm. Following the union with Denmark, authority became centralized under the King. In 1837, local self-government in the municipalities was reintroduced.

The government says it will not renew a contract with the U.S. software giant though it means losing discounts of up to 20 percent on public sector buys that amounted to roughly $27.8 million last year.

      Oslo, Norway - Acting years after pressure from the U.S. entertainment industry, the Norwegian government yesterday indicted teenager Jon Johansen for his role in creating software that permits DVD owners to view DVDs on players that are not approved by the entertainment industry. "Johansen shouldn't be prosecuted for breaking into his own property," said Robin Gross, staff attorney at the Electronic Frontier Foundation (EFF). "Jon simply wanted to view his own DVDs on his Linux machine." "Although prosecutors in Norway failed to defend the rights of their citizens against Hollywood's unprecedented demands, we are confident that neither the Norwegian people nor their justice system will allow this charge to stand," added EFF Legal Director Cindy Cohn. "The movie studios have used intellectual property rights to silence scientists, and censor journalists. Now, they are declaring war on their customers." Johansen originally published DeCSS as part of the open source development project LiVid (Linux Video) in building a DVD player for the Linux operating system. The MPAA CSS licensing entity, named DVD-CCA, refuses to license CSS to projects such as LiVid, which is an open source project collaborating on the Web to build interoperable software tools. LiVid's independently created DVD player software would compete with the movie studio monopoly on DVD players while offering more consumer friendly features.

    Did this boy make the difference? A Norwegian woman setting up shop as a witch has been awarded a government grant worth 53,000 kroner ($7,500; £4,500).
    Lena Skarning, aged 33, was given the money because her business plan - according to officials from the regional development fund which gave the grant - was "pretty reasonable and well thought out". Her business, Forest Witch Magic Consulting, will tell fortunes, teach magic tricks at corporate seminars, and offer potions and creams to cure for problems ranging from sleeplessness to bad habits. A condition of the grant is that she has promised not to try any spells that might hurt anyone. I'm Norway's only state-backed witch

    In Norway, over 35 per cent of the population are experienced in navigating the Internet. The Norwegian government intends to leverage off of this knowledge by using the Internet to deliver more effective and cost-efficient public administration services. Termed the Public Sector Network, this initiative is a joint venture between Norway's Ministry of National Planning and Co-ordination and The Norwegian Association of Local and Regional Authorities. The objective is to create a national Internet-based infrastructure that will enable the public administration (both local and central government) to transform from a traditional paper-based, bureaucratic organization into an easily-approached, responsive on-line body. Initially, over 100 paper-based reporting mechanisms between public bodies are being targeted for conversion to on-line systems. The aim is to convert every applicable service by 2001. Through the Public Sector Network, the Norwegian people will be able to manage their relationship with the public administration in the fields of taxation, welfare and other public administration functions. As a result, the Norwegian government will deliver improved service levels and significantly reduce its costs on currently labor-intensive, paper-based tasks. Consequent savings can then be allocated to furthering the public good in areas such as health care and education.

    The Landmine Problem The global landmine crisis is man-made and the effects have reached almost epidemic proportions. The AP landmines represent a real and constant threat to people - to the safety and well being of the individual in many societies. The AP landmines deny people a means of livelihood. They deny people their human rights, not least the freedom of movement. In recent conflict situations AP landmines have been planted not only to kill and maim, but to drive minority groups or persons perceived to be enemies away from their homes and countries or particular areas. This tendency is part of the dramatic growth in attacks on civilian populations during armed conflicts. It represents a blatant breach of international humanitarian law and human rights. The threat of AP landmines is especially serious for the most vulnerable members of society. The AP landmines have an effect, which extends beyond the wounds inflicted on the individual. They further impoverish and marginalise the poor. They traumatise the coping mechanisms of individuals and families.

    Wednesday, 2 July 2003 There's been some speculation built into at least one product's mail client , ditching Outlook and IE for Mozilla or a variant makes a lot more business sense. Then again, if we're lucky and Microsoft's Web competitors don't fold their cards just when they have a chance of winning back some of the pot, maybe in a couple of years IE/Win won't be as weighty a gorilla as it is today.
