Norway: government takes aim at glass ceiling
Themes: Diversity / Equal Opportunities Norway’s Parliament is expected to pass legislation that would force large publicly traded companies to increase the share of women on their boards. The move would affect about 600 companies, and foresees an increase of female board members to at least 40% by July 2005. Currently, women make up less than 10% of Norwegian board members. Business groups say the quota would be unrealistic and counterproductive, but politicians and experts maintain that they have been patient with business long enough.     Links for monarchy, government and political system Norway is a constitutional monarchy. The current constitution is based on the Constitution of 17 May 1814, the year that Norway broke away from union with Denmark. The Norwegians who wrote the Constitution at that time were strongly influenced by the American struggle for independence from British colonial rule and by the French Revolution in 1789. These revolutions were triggered by ideas and concepts relating to the sovereignty of the people, the separation of powers and the inalienable rights of the individual. The King is Norway’s head of state. Under the Constitution, the King also has executive powers, but since his decisions on affairs of state must be signed by the prime minister or a cabinet minister to be valid, in reality it is the cabinet that exercises the power of government. The cabinet is in turn dependent upon having the confidence of the publicly elected national assembly, the Storting. Norway therefore has a parliamentary system of government. The Storting is elected every fourth year and consists of 165 representatives. All Norwegian citizens aged 18 and over are entitled to vote in general elections.

    March 19, 1998 Norwegian politicians and civil servants are suggesting that the country's shaky three-party governing coalition is in jeopardy due to differences over climate change policy, as debate within the government sharpens before key legislative proposals on green taxation are made later this month. Industry minister Lars Sponheim, who is also chairman of the pro-environment Liberal (Venstre) Party, is in favour of tough measures on big industrial energy users. According to widespread reports, he has threatened to resign if his coalition partners fail to support him when the government publishes wide-ranging green tax proposals in conjunction with a White Paper on energy strategy after Kyoto. His departure would almost certainly bring down the government. Norway's substantial energy intensive industry sector is lobbying hard to avert carbon dioxide (CO2) emissions taxes, which are expected to be a key element in the strategy. At a joint press conference on Tuesday, the Federation of Norwegian Process Industries (PIL) and the National Union of Chemical Industrial Workers (NKIF) warned that CO2 taxes would cut jobs and force Norwegian businesses abroad.

Three years ago PWC's Norwegian branch surveyed large private companies on their environmental progress. Now, PWC has turned its eye to the public sector in order to collect data and highlight the fact that its environmental policy and management services are available to the public sector as much as to private companies. "We did the survey on our own," Halvor Jutulstad of PWC Norway told edie . "PWC has a global environmental group and it's in our interest to know more."
    Gaps between private and public environment progress in Norway are evident when the two sectors are asked basic questions about environmental performance:
    • 67% of public sector offices said that environmental questions have a high priority with the organisation's leadership, compared with 81% of the private sector
