Source: Statistics Norway In spite of heavy taxes on fossile fuels, consumption in Norway has increased. The greater part of the increase is accounted for by use of fuel in the petroleum sector (oil and gas extraction). There are now also signs of an increase in consumption of fossil fuels in other sectors of society following a decrease in the years 1990-91. Political goals and actions Norway The national aim is that carbon dioxide emissions shall not exceed 1989-levels by the end of this century. This is a provisional goal, which will be continually assessed in the light of international agreements and technological development. Due to extensive oil and gas production in the North Sea, CO2 emissions have increased by approx. 5 per cent from 1993 to 1994. It is now realistic to believe that the national goal of stabilising emissions to the 1989 level in the year 2000 will be exceeded by approx. 16 per cent.
