Northwest Territories Policy 51.06 TRADITIONAL KNOWLEDGE
The Government of the Northwest Territories recognizes that the aboriginal peoples of the Northwest Territories have acquired a vast store of traditional knowledge through their experience of centuries of living in close harmony with the land. The Government recognizes that aboriginal traditional knowledge is a valid and essential source of information about the natural environment and its resources, the use of natural resources, and the relationship of people to the land and to each other, and will incorporate traditional knowledge into Government decisions and actions where appropriate.
This Policy is based on the following principles: 1. The primary responsibility for the preservation and promotion of traditional knowledge lies with aboriginal people.
2. Government programs and services should be administered in a manner consistent with the beliefs, customs, knowledge, values and languages of the people being served.
3. Traditional knowledge should be considered in the design and delivery of Government programs and services.

YUKON AND NORTHWEST TERRITORIES TRANSBOUNDARY WATER MANAGEMENT AGREEMENT SIGNED OTTAWA, ONTARIO (January 24, 2002) - The Government of Canada, the Government of Yukon and the Government of Northwest Territories today announced the signing of a transboundary water management agreement for the Peel River system. This agreement provides a means for the Northwest Territories and the Yukon to address transboundary water management issues and provide protection of the aquatic ecosystem. The agreement also sets out specific water quantity and quality objectives for waters entering the Northwest Territories from the Yukon. "People in the Northwest Territories have a vested interest in the health and integrity of our northern rivers," said Jim Antoine, Northwest Territories Minister of Resources, Wildlife and Economic Development. "Many of our residents still rely heavily on natural resources and we understand the importance of preserving our northern river basins." "Water is fundamental to life itself and the operation and maintenance of ecosystems," said Yukon's Renewable Resources Minister Dale Eftoda. "This agreement will go a long way in helping us meet the challenge of sustaining clean and adequate water supplies for Yukoners and the environment, while respecting the needs of our neighbours downstream."

TLICHO AGREEMENT INITIALLED IN WHA TI, NORTHWEST TERRITORIES WHA TI (LAC LA MARTRE), NWT (SEPTEMBER 4, 2002) - The Tlicho Agreement was initialled today by the Chief Negotiators of the Dogrib Treaty 11 Council, the Government of the Northwest Territories (GNWT) and the Government of Canada at the 11th Tlicho Gathering at Wha Ti, NWT. It is the first combined land claim and self-government agreement in the NWT. By initialling the Agreement, copies can now be made public for information and comment. The information period will last approximately three months. Communities will be advised of opportunities to learn more about the Agreement and provide their comments in the near future. It is at this stage that changes to the Agreement can be considered. Only after the information exchange period, will the Tlicho Agreement be taken through the ratification process by each of the three Parties. It is expected that this will occur before the end of the year. "This initialling is a major event for the Tlicho. This is the day that we have all worked towards. It tells us that we are on the right track," said Joe Rabesca, Grand Chief of the Tlicho First Nation.

YELLOWKNIFE, Northwest Territories - A new Canada-Northwest Territories Infrastructure Agreement will see the Government of Canada and territorial government contribute over $9 million to infrastructure improvements in the Northwest Territories (NWT) over the next two years. The agreement was signed recently on behalf of the Government of Canada by the Honourable Robert Nault, Minister of the Department Indian Affairs and Northern Development (DIAND) and the Honourable Lucienne Robillard, President of the Treasury Board of Canada and Minister responsible for Infrastructure. The Honourable Roger Allen, former Minister of Municipal and Community Affairs (MACA) and the Honourable Joe Handley, Minister of Finance, signed the agreement on behalf of the Government of the Northwest Territories. "This infrastructure agreement is another good example of Canada’s commitment to the NWT. By improving infrastructure in the NWT we will create stronger relationships between government and communities and a stronger economy," said Minister Nault.

Download PDF Version (87 KB) Climate change has already started to affect the Northwest Territories. In the last 40 years the Mackenzie River Basin has warmed by 1.5°C. Also during this time, the sea ice has been shrinking and the permafrost has been melting. Scientists predict that by the end of the 21st century, temperatures in the Northwest Territories will be at least 5°C warmer than they are today. Changes to the environment have already started taking place in the north and will have a significant impact on northern environment and quality of life. Northern landscapes
The melting permafrost is forcing up the cost of maintaining all weather roads. It also increases the risk of landslides and could cause structural damage to older buildings. Melting permafrost may also negatively affect water supplies and communities' waste disposal systems. Warmer winters are causing problems for ice roads. They are freezing later and melting earlier in the spring. This has made transporting goods to the communities and mines that depend on these roads more difficult. As the climate changes and temperatures rise, these problems are expected to get worse.
