Canada and Northwest Territories Sign Affordable Housing Agreement
Yellowknife, February 5, 2002 — The Governments of Canada and Northwest Territories today announced the signing of an Affordable Housing Agreement which will help increase the supply of affordable housing in the territories. Over $45 million in new funding, demonstrates commitment by both governments to work together to address the affordable housing problem. The announcement was made jointly by the Honourable John Manley, Deputy Prime Minister and Minister of Infrastructure and Crown Corporations and the Honourable Roger Allen, Minister responsible for the Northwest Territories Housing Corporation (NWTHC). "This agreement means that access to affordable housing will be easier for more people in the territories," said Deputy Prime Minister Manley about the agreement. "This signing follows the meeting of federal, provincial and territorial ministers responsible for housing in Quebec City, on November 30, last year, where we reaffirmed our mutual commitment to joint action on affordable housing. This bilateral agreement between our two levels of government means a great deal to those in need of affordable housing in the Northwest Territories." Minister Allen said he too was happy with the signing. "There is a need for more affordable housing in the territories and this agreement will help our funding go further. We will work to ensure the affordable housing needs of territorial residents are met for the longer term and this will be done by continuing our close working relationship with the federal government. "

News Release Backgrounder May 20, 2004 HIGHWAY IMPROVEMENTS IN NORTHWEST TERRITORIES INCREASE ACCESS, SAFETY AND PRODUCTIVITY YELLOWKNIFE, Northwest Territories - The Honourable Ethel Blondin-Andrew, Minister of State (Children and Youth), and Michael McLeod, Minister of Transportation for the Northwest Territories, today confirmed the signing of a $40-million joint funding agreement to improve three transportation corridors in the Northwest Territories, allowing the long-awaited completion of Highway 3 to begin. The funding will assist with the construction of 10 Mackenzie Valley winter road bridges between Wrigley and Norman Wells, upgrading of the Dempster Highway (Highway 8) and upgrading of the Slave Province Transportation Corridor (Highway 3 and Highway 4).
Imminent growth in oil and gas exploration and development, a Mackenzie Valley gas pipeline, expansion of the diamond mining sector, hydro development and opportunities for the tourism sector will produce numerous jobs, training and business opportunities for Northerners. The improvements to the transportation system throughout the territory will provide the framework needed to support and foster this growth. Improvements to the Mackenzie Valley winter road bridges will facilitate community access and re-supply, encourage tourism and support exploration activities by resource development companies by extending and stabilizing the operating window for the winter road. On the Wrigley-Norman Wells section of the road, the operating season will be extended from eight to 12 weeks upon completion of the bridges.

On September 5, 2001, an agreement for the implementation of the Infrastructure Canada Program (ICP) in the Northwest Territories was signed between the governments of Canada and Northwest Territories. The agreement was announced in a joint news release issued in Yellowknife, where the formal signing took place. In addition to the information about the ICP common to all provinces and territories provided on the About the ICP section, there are some aspects of the Infrastructure Canada-Northwest Territories Program that are unique:
Program Details Funding The ICP allocation to the Northwest Territories is $4,137,000. With contributions from our territorial, community government and First Nations partners, the total infrastructure investment in the Northwest Territories will be over $9 million. ICP funds were allocated according to a formula that gives equal weight to population and unemployment, a formula the Government of Canada believes takes into account the economic status and investment needs of all regions. While funding ratios vary from project to project, the federal and territorial governments typically each fund one-third of eligible costs for tax-based communities; applicants typically pay the remaining one-third of eligible costs. For non-tax based communities, the federal and territorial governments typically each fund one-half of eligible costs.

    Overview of NWT Land Claims
    A federal government policy for the settlement of Aboriginal claims was established in 1973. The policy divides claims into two broad categories- specific and comprehensive. Comprehensive land claims are based on the assertion of continuing Aboriginal title to lands and natural resources. The federal policy stipulates that land claims may be negotiated with Aboriginal groups in areas where claims to Aboriginal title has not been addressed by treaty or through other legal means. The majority of specific claims relate to land and generally involve either the loss of reserve lands without lawful surrender by the First Nation concerned or the federal government's failure to pay compensation where lands were taken with legal authority. The Aboriginal claims of the Aboriginal people of the Northwest Territories (NWT) are "comprehensive" claims. That is, they deal not with specific grievances, such as infringements of treaties, but with a spectrum of issues ranging from land use to political rights to financial compensation. The claims of the Dene and Metis in Treaty 8 and within the Northwest Territories were accepted for negotiation on the basis that the land provisions of the treaties had not been implemented.

    Welcome to the Canadian Rural Partnership Rural Team NWT Home Page!
    The Canadian Rural Partnership is an initiative led by the Government of Canada in partnership with other levels of government and non-governmental partners across the country. The Partnership works with citizens from rural, remote and northern Canada to improve their quality of life. In the NWT, territorial and federal departments and agencies are key partners. Team members work together to:
    • Coordinate the Partnership initiative in NWT. This includes conducting an ongoing dialogue with citizens, helping to evaluate Canadian Rural Partnership Pilot Projects and sharing 'lessons learned' and participating in outreach activities to increase awareness of government resources available to communities. Identify and communicate community priorities for action in NWT. Explore opportunities for federal and territorial government departments to work together on community priorities.
