Official Symbols Announced for New Northwest Territories
Yellowknife (November 19, 1998) -The Special Committee on Western Identity today announced which official symbols it plans to incorporate as part of the "new Northwest Territories" after April 1, 1999. The new geographic NWT will keep the current flower (mountain avens), bird (gyrfalcon), mineral (gold) and tartan, as well as the polar bear licence plate. Symbols requiring new designs include the flag, coat of arms and mace. The status of the official tree (jack pine) and the Government of the Northwest Territories logo (three legged polar bear) have yet to be determined. The Committee is also recommending the addition of a gemstone symbol, which would be the diamond. The name "Northwest Territories" will continue to be used until such time as residents vote on a new constitution. This process is currently on hold. A change to the name and/or the constitution requires federal legislative approval.

Northwest Territories Synthesis of Consultation Results 2002
Executive Summary Overview The purpose of the Rural Dialogue is to obtain the views of rural citizens on the priorities and challenges they face regarding community development issues. The Rural Dialogue is also meant to provide rural Canadians with an opportunity to influence the programs, services and institutions that impact on their lives and on their communities. Numerous consultations have been completed in recent years in the Northwest Territories (NWT) on rural issues, and it was decided to use existing information to avoid duplication, consultation fatigue, and to reduce cost. The Genesis Group Ltd., a Yellowknife-based human resource and education consulting company, was contracted to research, analyze and summarize 13 NWT educational, economic, social, cultural and environmental documents. Each document contained information that had been obtained through various consultative processes. In the NWT they were the first aboriginal public bodies which could tackle territorywide and national issues. In spite of, or perhaps because of, territorial government hostility, they became rallying points for aboriginal opinion. And while the territorial governments excluded aboriginal employees form policy or management levels, despite many directives insisting on greater aboriginal hiring, the organisations provided them work and great opportunities for social and political action. Very quickly Ottawa recognised de facto that NWT politics, opinion and political legitimacy were divided between the legislature and the aboriginal associations. Great care was taken to balance these interests, and Ottawa through the Trudeau and Clark government years played a role of active neutrality: its goal was to secure a social, economic and political development in the north which would provide equality between aboriginal northerners and the newer arrival. In particular, Ottawa resisted territorialgovernment attempts to secure devolution of powers and budgets, seeing clearly that these would consolidate the position of, and otherwise benefit, the whites while largely leaving aboriginal northerners aside. The NWT government is something of a marvel. Its history deserves to be written and written carefully before it all, soon one expects, passes into the past. Essentially it is the greatest Canadian monument to progressive programming for an underdeveloped area, and the boldest attempt at total government ever seen in this country. It was the designed to respond humanely to the poverty and isolation Canadians saw in the north, and to deliver southern standards of living conditions to the most remote icebound hamlets. It cut corners to upgrade living standards quickly, and the main corner cut was the viewpoint of the aboriginal residents. This administration concentrated expertise to solve northern problems, to bring the good things from the south to the north. It was a directed effort, and was specifically designed to

    Our department takes a community based approach to delivering services in the north through seven health and social service authorities in 33 communities. These authorities serve populations ranging from less than 500 people to the entire territory of 42,000 people. We have three hospitals and over 20 health centres that serve the smaller communities. Regional authorities plan, manage and deliver a full spectrum of community and institutional-based services while also providing residents a say in how these services will be delivered and administered. Health centres provide daily sick clinics, routine public health clinics, home care, school health programs and educational programs related to the needs of the communities. In addition, travelling physicians and specialists routinely visit the settlements. Social service programs include early intervention, and support to families and children, community development, child protection services, adoption, family violence prevention, mental health and addictions.
