The Commonwealth of the Northern Mariana Islands
Preface: The relations between the Northern Mariana Islands and the United States are governed by the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America. Section 902 of the Covenant provides for regular, good-faith consultations between Special Representatives appointed by the President of the United States and by the Governor of the Northern Mariana Islands on all matters affecting the relationship between the two governments. The Special Representatives of the Governor offered the position paper below in late 1986, shortly after President Reagan announced termination of the United Nations trusteeship under which the Northern Marianas had been administered by the United States. The position paper urged adoption of language affirming the right of local self-government of the Northern Marianas. The language was intended to be included in a joint report by the Special Representatives to the President and the Governor. No agreement was ever reached on language for a joint report on the subject and no report was prepared.

Commonwealth of the Northern Mariana Islands
The CNMI consists of a volcanic and limestone archipelago of 14 islands extending in a generally north-south direction for 338 nautical miles for a land area of 176 square miles. Saipan is the largest island (46 square miles), and is the urban, commercial and government center. The islands of Rota (32 square miles) and Tinian (39 square miles) are largely rural. History and Recent Development In the past, much of the CNMI's notoriety stemmed from its role in World War II, but an expanding tourist market has spurred the construction and garment manufacturing industries and contributed to a large alien labor population, now outnumbering native island residents. From 1980 -1997, the CNMI's population increased 275%, from 16,780 to 63,000. The development boom has resulted in an escalation in land prices, rapid inflation, increases in housing starts and the construction of many hotels, resorts, apartments, golf courses and commercial establishments.

ANATAHAN BLOWS TOP AGAIN IN MARIANAS By Katie Worth HAGATNA, Guam (Pacific Daily News, April 26) - The volcano on Anatahan island in the Northern Marianas coughed up ash about 4,000 feet into the air on Saturday and its ashen bowels kept shaking through late yesterday, government reports stated. The volcano's eruption, which government geologists had warned of earlier this month because of increased seismic activities, had caused the Northern Marianas Emergency Management Office to impose an ash warning for airlines flying in the vicinity of the volcano's plume. That warning was lifted as of 7 a.m. yesterday morning, according to National Weather Service personnel. Ray Chong, a geophysical instrumental specialist for the Emergency Management Office, said no ash had been detected in Saipan because the ash plume was blowing west-northwest and away from inhabited islands in the Commonwealth of the Northern Mariana Islands. He said that after the eruption, a group of scientists from the National Science Foundation who happened to be on Saipan for an unrelated project flew to Anatahan in a helicopter and determined the eruption had sent the ashes about 4,000 feet into the air. Chong said winds and clouds pulled the plume up to about 10,000 feet.

BUSH BUDGET UPHOLDS FUNDING FOR COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS By Jayvee Vallejera SAIPAN, Northern Mariana Islands (February 6, 2002 – Saipan Tribune)-President George W. Bush’s proposed $2.12 trillion spending plan for fiscal year 2003 brings good news to the CNMI. Although the proposed budget for insular areas is slightly down by $11.2 million when compared to the FY 2002 budget level, the Office of Insular Affairs said Bush’s budget plan seeks to maintain capital improvement assistance to the CNMI at $11 million, even though the statutory earmark for 2003 is only $5.4 million. "Even better, only the $5.4 million will require a full match from the CNMI government, due to the increased financial needs of the CNMI," said OIA’s Budget and Grant Management Director David Heggestad. Section 702 of the Covenant requires the U.S. government to provide financial support to the CNMI. Based on the 1996 Third Special Representatives Agreement, the U.S. Congress would allocate $11 million a year to the CNMI until FY 2002. Heggestad said the proposed budget for the OIA will continue to provide mandatory funding to Guam and the CNMI for Compact of Free Association impact purposes, including $840,000 for impact aid to the CNMI.

Bombs Old and New Devastate Reefs In the Northern Mariana Archipelago
Politically, Hawai`i is part of the United States. Ecologically, it has much more in common with other Pacific Island nation states than it does with the North American continent. In this issue, Environment Hawai`i looks at some of the environmental problems encountered elsewhere in parts of the Pacific basin under the U.S. flag. Navy Blasts Reef In Mariana Islands Two years ago, the U.S. Navy blasted the famous Coral Gardens of Rota an action that, according to a study done for the government of the Commonwealth of Northern Marianas, has resulted in $82 million worth of damage to the reef. The Navy's action has been the subject of several studies, but little publicity outside of the CNMI. One of the most exhaustive studies was prepared by David Worthington, a biologist now with the U.S. Fish and Wildlife Service in Honolulu, and Mark Michael, operator of Dive Rota. In their study, submitted in September 1996 to the CNMI's Emergency Management Office, Worthington and Michael call into question the need for the action as well as the process of decision-making that led up to it. Rota, an island about halfway between Tinian and Guam, was occupied by Japanese forces during World War II. Since then, unexploded ordnance has been known to exist in the waters off Rota and other islands in the Mariana archipelago. As Worthington and Michael write, "the presence of ordnance at this site [the Coral Gardens] was not a secret to anyone," with articles and pamphlets having publicized this. Yet, apparently acting on the complaint of a Japanese tourist who raised concerns after seeing what appeared to be UXO near the wreck of a Japanese submarine chaser in the Coral Gardens area, of the southeastern coast of Sasanhaya Bay, the CNMI Emergency Management Office asked the Explosive Ordnance Detachment of the U.S. Navy for its recommendations.

Constructed by Joachim de Brum around 1900, this house in the central section of Likiep Island, part of Likiep Atoll (a ringlike string of coral islands and reef that enclose a lagoon), is believed to be Marshall Islands' only intact plantation home retaining many original furnishings reflecting the assimilation by islanders of foreign customs. The house and its remaining contents reflect a bygone era of plantations and trading during German and Japanese occupation, colonization, World Wars I and II, and the early Post War Period. Joachim furnished the house with contemporary and antique imports from China, Germany, the United States, and France. It was passed to his descendants at his death and now remains vacant since many of the family members migrated. The main house is a single-story frame building consisting of a central parlor with two bedrooms on each side, surrounded by a 10-foot-wide veranda. There are three other standing structures associated with the house: a storage building, a detached dining room-kitchen, and a large concrete cistern. The main house originally stood on small concrete piers and had a thatch roof. Around 1929 the thatch was replaced with metal roofing and the whole house was raised on wooden piers to its present height of about six feet off the ground.
