The following case studies are listed in reverse chronological order by state and consist of two parts. The first contains SEP case studies are published by DOE's State Energy Program in conjunction with state energy offices and deal with how a state approached a particular energy issue or promoted the adoption of renewable energy or energy efficiency technologies. State: Hawaii Biosphere Reserve: Hawaiian Islands Biosphere Reserve (Haleakala and Hawaii Volcanoes National Parks)
Summary:
The Hawaiian Islands, along with the Galapagos archipelago and other oceanic islands, have had a global importance in the history of evolutionary biology and are continuing to serve as crucial sites for evolutionary studies. The animals and plants of these islands are an important part of Hawaii's, America's, and of the world's natural heritage and comprise an extremely valuable natural resource. They provide for gradual release of runoff water and hold back the soil from washing into the sea. They are also inseparable from the beauty and wonder of Hawaii. Their long-term protection is crucial to Hawaii's tourism industry.
Role as a Biosphere Reserve:
Major Issues:
Invasive alien species overwhelmingly comprise the major problem for nature conservation in Hawaii, and pose substantial threats to agriculture and human health. Because of their evolution in relative isolation ecosystems of the Hawaiian Islands are particularly vulnerable to invasion by alien species from continents. More native species have been eliminated in Hawaii than anywhere else in the United States and most places in the world due to habitat destruction and the introduction of alien species. The Biosphere Reserve concept lends itself well to cooperatively addressing alien species problems.
Accomplishments and Benefits: The Hawaii National Parks have pioneered alien animal control. Hawaii Volcanoes and Haleakala National Parks are goat-free. Pig removal programs are also well-advanced and native vegetation recovering in both these prime natural areas. Park managers have taken an integrated approach to alien plant management within parks involving elimination of incipient populations to nip an aggressive invasion in the bud, elimination of peripheral populations to slow spread, control within Special Ecological Areas (largely intact stands of diverse native vegetation with associated fauna), and biological control. As of 1997, these approaches are being adopted island-wide and state-wide, involving extensive interagency cooperation. A statewide alliance of biodiversity, agriculture, health and business interests is gradually emerging which has the potential to cooperatively address Hawaii's alien pest crisis.

"MOVING CULTURES" PLANS ASIA-PACIFIC CONFERENCE
Moving Cultures: Remaking Asia-Pacific Studies, an international and interdisciplinary conference highlighting new directions in collaborative area studies research and teaching about Asia-Pacific, will be held 10-13 June 1998 in Honolulu. The conference marks the culmination of the first stage of a project funded by the Ford Foundation as part of its initiative, Crossing Borders: Revitalizing Area Studies. The conference will feature reports on global-local interactions in the Republic of Palau, as well as presentations that will place the Palau material in wider regional and historical contexts. The conference convenor is Terence WESLEY-SMITH at the Center for Pacific Islands Studies.
HERENIKO WINS CADES LITERATURE AWARD
Vilsoni HERENIKO, celebrated playwright and Pacific literature specialist at the Center for Pacific Islands Studies, has been awarded one of two Elliott Cades Awards for literature for 1997. Hereniko was chosen for having produced "a significant body of work of exceptional quality." Hereniko, who began writing and directing plays as an undergraduate at the University of the South Pacific in Fiji, is the author of five full-length plays and ten one-act productions.   • The Regional Rehabilitation Continuing Education Programs (RRCEPs) are funded by grants from the Rehabilitation Services Administration (RSA) within the U.S. Department of Education and serve persons with disabilities. ( Link here for RSA online at: http://www.ed.gov/offices/OSERS/RSA/rsa.html ). The RRCEPs provide performance-based continuing education services to rehabilitation organizations and personnel in the state Vocational Rehabilitation agencies. The RRCEPs provide programs designed to improve the job skills, provide new knowledge, and update the training of rehabilitation professionals through an integrated series of educational services that emphasize the skills necessary to a worker's effective performance. The RRCEPs conduct continuing education workshops, seminars, conferences, and training sessions; collect and disseminate up-to-date information and provide technical assistance and consultation to state VR agencies.

Tit. 8, §§ 1404; 1405
Natural father is entitled to notice of adoption proceedings if he has demonstrated a reasonable degree of interest, concern or responsibility as to the welfare of a child, either:
During the first 30 days after child's birth;
Prior to the execution of a valid Consent to Adoption by the birth mother; or Prior to the placement of the child with adoptive parents, whichever period of time is greater.
