A one-day conference

This conference of leading international scholars affords an opportunity to take stock of global concern about the nuclear crisis on the Korean Peninsula. Several relevant events in East Asia and elsewhere will be discussed, including the second round of six-nation talks in Beijing on the crisis itself, the recent presidential elections in Taiwan of March 20, the decision by Libya to abandon its nuclear weapons program, and the revelations of Pakistan's role in nuclear proliferation.
Participants will consider promising alternative ways to engage North Korea. Special emphasis will be given to South Korean perspectives and to the roles of China, Japan, and Russia in a successful resolution. IMPORTANT NOTE : Parking will be SCARCE on the USF campus on the day of the conference due to several large events also happening on campus. Arriving early and getting street parking adjacent to the campus (where there are no posted 2-hour limits) is your best bet.

Refutation One of "North Korea for Dummies" 8 Points.
You can read Leupp's article "North Korea for Dummies: Basic Facts Good People Should Know" here . See our extended entry for our refutation. Leupp writes: The Korean peninsula, peopled by one of the world's most homogeneous ethnic groups, and united from the seventh century through 1945, is now divided into two nations due primarily to the actions of the Truman administration and the U.S. military. This is something upon which South and North Koreans agree. The facts are laid out well by historian Bruce Cumings in his magisterial two-volume work, The Origins of the Korean War. Korea was a Japanese colony from 1910 to 1945. As the Japanese prepared to surrender to the Allies, they did what they did elsewhere in Asia: they turned over power to local people in the hope that the western powers wouldn't colonize, or continue to colonize, Asian nations. (One of the principle outcomes of the Pacific War was that it indeed helped produce the end of colonial administrations in the Philippines, Indonesia, Vietnam, Laos, Cambodia, Burma, Malaysia, etc.) Leaders of self-governing people's committees opposed to Japanese occupation formed the "Korean People's Republic" in Seoul on September 6, 1945. It had a broad-based leadership ranging from right to left. When Lieutenant General John R. Hodge, leader of the U.S. occupation of Korea, arrived in Inchon soon thereafter, he ordered Japanese authorities to remain at their posts, refused to acknowledge the newly-formed republic, and indeed even banned all reference to it. The U.S. would be in charge of what was seen as a defeated enemy nation. This attitude produced widespread resentment and resistance in Korea. (Compare contemporary occupied Iraq.)

North Korea said that it won't deal with U.S. Undersecretary of State John Bolton because he described communist leader Kim Jong Il as a "tyrannical dictator" and said "life is a hellish nightmare" for many North Koreans.
Mr. Bolton made the remarks during a visit to South Korea last week.
"Such human scum and bloodsucker is not entitled to take part in the talks," said a North Korean Foreign Ministry spokesman, according to the North's official KCNA news agency.
"We have decided not to consider him as an official of the U.S. administration any longer nor to deal with him," the unidentified spokesman said.

(CBS) North Korea condemned on Tuesday a recent summit between President Bush and South Korea's president, and warned of an "unspeakable disaster" for the South if it confronts the communist state over its nuclear weapons programs. The threat, made during inter-Korean economic talks in Pyongyang, was North Korea's first reaction to last week's meeting between Mr. Bush and South Korean President Roh Moo-hyun in Washington. The two leaders said last week they would "not tolerate" atomic arms in North Korea. Mr. Bush and Roh said they would seek a peaceful solution to the nuclear standoff, but would consider "further steps" if Pyongyang escalates tensions. A senior Bush administration official has said "further steps" could mean military action as well as "a lot of things in the toolbox."

Economy International Herald Tribune April 24, 2003 NEW YORK As U.S. and North Korean officials meet in Beijing, there is far more at stake than the nuclear status of the Korean Peninsula. The future of U.S. influence in Asia and its relations with the key regional powers - South Korea, Japan and China - hangs in the balance. Much to the dismay of its allies and partners in the region, the United States has spent much of the past six months preoccupied with Iraq and playing hardball with North Korea. As a result, Washington now confronts substantial anti-U.S. sentiment in South Korea; the potential for a remilitarized and even nuclear Japan; and a China increasingly perceived as more sensitive to East Asian needs than the United States. If these trends are not reversed, American influence will be diminished and regional instability will increase over the long term. Anti-U.S. sentiment in South Korea is at its highest level since the country's founding in 1948. Most South Koreans believe the United States does not appreciate the danger it confronts on a daily basis from North Korea - and they see recent America's recent harsh rhetoric as having exacerbated that danger, by increasing the North's sense of isolation and paranoia.
