North Korea denounces China's claim on Goguryeo
It seems that China often wants to claim that this kind of relationship in the distant past justifies a territorial claim in the present. Does this mean that China is 'keeping its options open' to invade North Korea on the grounds that it is part of its 'historical' territory? The North Korean government recently confirmed its opposition to China's controversial "Northeast Asia Project," the five-year government program on the regional studies of Northeast Asia, denouncing it as a political attempt at distorting the historical legacy of the Korean Peninsula. The Northeast Asian Project, launched in February 2002, has released several documents on the history of ancient Manchuria that claim the Goguryeo Dynasty (37 B.C.-668 A.D.) - which extended from the northern part of the Korean Peninsula to the greater part of Manchuria in its prime - as part of Chinese national history.

To Press Release The Bush administration has been noticeably silent on where it intends to go with North Korean policy, and this has caused unwelcome anxiety for key U.S. allies in the region. Although the Bush administration has urged patience, time is growing short. While Bush deserves adequate time to structure his own agenda for North Korea, he should ultimately emphasize to U.S. allies that he will stay the course on North Korea. A major disruption in current policy could cause severe damage to the region and to U.S. national interests. Secretary of State Colin Powell has tasked the State Department to conduct a thorough review of U.S. policy toward North Korea. A balanced review will find that engagement with North Korea has produced significant benefits: a nuclear weapons program has been capped at an early stage, before North Korea could accumulate enough separated plutonium for tens or even hundreds of nuclear weapons; military conflict on the Korean peninsula has been avoided; North Korean missile flight tests have been suspended; the United States and North Korea have drawn closer to a comprehensive missile deal; and prospects for improving North-South relations and for reducing regional tensions have grown. It is quite likely that within a few months North Korean leader Kim Jong-il will make his promised reciprocal visit to Seoul to meet with South Korean President Kim Dae Jung.

Korea Before the Twentieth Century
Settled, literate societies on the Korean peninsula appear in Chinese records as early as the fourth century BCE. Gradually, competing groups and kingdoms on the peninsula merged into a common national identity. After a period of conflict among the “Three Kingdoms”—Koguryo in the north, Paekche in the southwest, and Silla in the southeast—Silla defeated its rivals and unified most of the Korean peninsula in 668 CE. Korea reached close to its present boundaries during the Koryo Dynasty (918-1392), from which its Western name “Korea” is derived. The succeeding Choson Dynasty (1392-1910) further consolidated Korea’s national boundaries and distinctive cultural practices. Traditional Korea borrowed much of its high culture from China, including the use of Chinese characters in the written language and the adoption of Neo-Confucianism as the philosophy of the ruling elite. Buddhism, originally from India, also came to Korea from China, and from Korea spread to Japan. For many centuries Korea was a member of the Chinese “tribute system,” giving regular gifts to the Chinese court and acknowledging the titular superiority of the Chinese emperor over the Korean king. But while symbolically dependent on China for military protection and political legitimization, in practice Korea was quite independent in its internal behavior.

ABSTRACT
Either North Korea has decided that it needs a substantial nuclear arsenal to avoid being the next target of President Bush's new policy of preemption, and of regime change in particular, or it is engaging in brinkmanship because it cannot think of any other way to convince the world community to provide it more aid and diplomatic recognition. Or a mix of the two.

Tough Conditions At present, the Bush administration is unwilling to negotiate with North Korea, insisting it first dismantle its nuclear programs. However, with the possible exception of Japan, America's major northeast Asian security partners do not appear inclined to support such a strategy, or any possible tightening of the screws on Pyongyang. Moreover, North Korea has limited dealings with the outside world. Its total trade is about $1 billion a year (roughly half with China, and most of the rest with Japan and South Korea). Apart from food, most of its aid now comes from China alone. So the threat of further economic and diplomatic sanctions may not influence it strongly in any event, and almost certainly not without Beijing's active support. Finally, North Korea's collapse has been predicted for a decade and hardly seems imminent now.

Korean and foreign scholars explored the red-hot issue of which country has a historical claim to the Goguryeo Kingdom, during an international conference at the Seoul Museum of History in downtown Seoul. Seoul National University Prof. Ahn Hui-joon speaks at an international conference on Goguryeo at the Seoul Museum of History in downtown Seoul. The two-day conference, with 20 scholars from six countries in attendance including Japan, Russia and the United States, was designed to provide a balanced view on the debate raging between Korea and China over the ancient kingdom, which existed from 37 B.C. to A.D. 668. "The Korean public is well aware of the military might of the Goguryeo Kingdom, but has little knowledge about the ancient kingdom's cultural achievements," said Ahn Hui-joon, a professor at Seoul National University. Showing photos of Goguryeo's cave murals and tombs, Ahn told participants the kingdom had developed a unique and sophisticated culture. Park A-rim of the University of Pennsylvania also argued that the major murals of Goguryeo differed from other Chinese works, demonstrating the ancient kingdom's cultural independence.

By Barry Rubin The Democratic People's Republic of Korea (DPRK, hereafter referred to as North Korea) though a small country quite distant from the Middle East, nevertheless poses one of the greatest external threats to that region's peace and stability. [i] North Korea has become a surprisingly important factor in Middle East politics due to its indiscriminate arms' and technology sales to radical regimes. In particular, Pyongyang's supply of missiles and missile technology to Iran, Syria, Libya, and Iraq poses a tremendous threat to regional stability. The possibility that North Korea will transfer nuclear technology to extremist regimes is an extremely dangerous scenario that could plunge the Middle East into disaster. Given the fact that North Korea may be the most important single leak in the international anti-proliferation effort, it is urgent to publicize, counter, deter and if necessary punish its activity. As Pyongyang weakens and becomes more dependent on rising levels of Western humanitarian aid, using leverage to stop its activities becomes more possible.

It is a great pleasure to address this distinguished gathering of leading Australian and Korean business people and academics. The timing of your conference is especially well judged in light of the forthcoming inauguration of President-elect Roh Moo-hyun, in less than two weeks ( on 25 February I met President-elect Noh's special envoy, Chong Dong-young, at the World Economic Forum in Davos three weeks ago, and we discussed a number of issues of common interest at length. I look forward to continuing the warm and productive relations Australia has enjoyed with President-elect Noh's predecessors across a broad range of issues of mutual interest and concern. Today our relationship encompasses trade, investment, and our economies, as well as the security and stability of the region. Since 1997, the South Korean economy has made a remarkable recovery – backed up by solid corporate sector reform.
