Russian Diplomat Claims That North Korea Doesn't Possess Nuclear Weapons at Present
At the conclusion of Russian-Japanese consultations on strategic stability in Tokyo on Wednesday, Russian deputy foreign minister Georgi Mamedov stated that North Korea currently doesn't possess nuclear weapons, although it might acquire them if no peaceful solution to the existing crisis on the Korean peninsula is found soon.
According to Mr. Mamedov, the DPRK is afraid of the US military threat and believes that the only way to protect its independence is to bolster its military potential. "Such attitudes in North Korea might continue growing if the United States ignores the UN resolutions and start a unilateral military campaign against Iraq," warned the Russian deputy foreign minister.
Russia and Japan share a common opinion that the interests of both countries will be harmed if the situation on the Korean peninsula remains the same, said Mr. Mamedov. He pointed out that "the Iraqi problem takes up a lot of the world community's attention, but the Korean problem is not less dangerous and complicated." He admitted that the spread of nuclear weapons is a threat to Russia, although both the DPRK and the United States are responsible for the growing tensions on the Korean peninsula.
Moscow stands for a direct dialogue between the USA and the DPRK in order to solve the crisis, but deems it necessary to include this dialogue in the context of negotiations on the level of the entire world community.

Kang, Associate Professor of Government and Adjunct Associate Professor at the Tuck School of Business Columbia University Press Review by Matt Lewis '05 If the United States fails to address these concerns, its only options are either to wait for the regime's collapse or to add pressures in hopes that eventually the North will buckle under. Both policies are unlikely to succeed, and both policies also contain an element of real risk, because such policies could easily lead to situations that end up hurting U.S. interests in the region. In addition, I have argued that North Korea realizes which way the wind is blowing, and is cautiously - and admittedly very tentatively - taking steps to modify its economic system. External geopolitical conditions have combined with internal economic collapse to force North Korea into a situation where it must undergo economic reform and pursue a policy of accommodation with the United States.

China has delivered aid supplies to North Korea for the 1,300 victims of Thursday's devastating train explosion. Aid workers delivered tents, blankets and food. South Korea, Japan, Australia and the United States have also offered aid. Aid agencies who visited hospitals described grim conditions with no modern equipment, fresh bandages or clean bed sheets. The Red Cross confirmed 161 people died in the explosion which the North Korean government said happened when a train carrying oil and chemicals touched power lines. Send Print 25.04.2004 23:00 UTC

North Korea Table of Contents The role of literature and art in North Korea is primarily didactic; cultural expression serves as an instrument for inculcating chuch'e ideology and the need to continue the struggle for revolution and reunification of the Korean Peninsula. There is little subtlety in most contemporary cultural expression. Foreign imperialists, especially the Japanese and the Americans, are depicted as heartless monsters; revolutionary heroes and heroines are seen as saintly figures who act from the purest of motives. The three most consistent themes are martyrdom during the revolutionary struggle (depicted in literature such as The Sea of Blood ), the happiness of the present society, and the genius of the "great leader." Kim Il Sung himself was described as a writer of "classical masterpieces" during the anti-Japanese struggle. Novels created "under his direction" include The Flower Girl The Sea of Blood The Fate of a Self-Defense Corps Man , and The Song of Korea ; these are considered "prototypes and models of chuch'e literature and art." A 1992 newspaper report describes Kim in semiretirement as writing his memoirs"a heroic epic dedicated to the freedom and happiness of the people."

The Democratic People?s Republic of Korea (North Korea or DPRK) is a highly centralized Communist state. Tourist facilities are not widely available. Tourism in North Korea is permitted only in officially organized groups authorized by the Government of North Korea. Independent tourism is not permitted. Telephone and other communications are limited. In recent years, North Korea has experienced lower crop production, which has resulted in serious shortages of food and other supplies. A broad spectrum of countries, including the United States, has contributed to international relief efforts.
INTERIM CONSULAR PROTECTING POWER: The United States does not maintain diplomatic, consular, or trade relations with North Korea. Consequently, the U.S. Government is not in a position to accord normal consular protective services to U.S. citizens in North Korea. Negotiations are ongoing to implement a provision of the 1994 Agreed Framework between the U.S. and North Korea for an exchange of diplomatic missions, but it is uncertain when they may be completed. On September 20, 1995, a consular protecting power arrangement was implemented, allowing for consular protection by the Swedish Embassy of U.S. citizens traveling in North Korea. In this capacity, the Swedish Embassy endeavors to provide basic consular protective services to U.S. citizens traveling in North Korea who are ill, injured, arrested or who may die.

International Religious Freedom Report 2002
Released by the Bureau of Democracy, Human Rights, and Labor
The Constitution provides for "freedom of religious belief;" however, in practice the Government discourages organized religious activity, except that which is supervised tightly by officially recognized groups linked to the Government. Genuine religious freedom does not exist. There was no information available on societal attitudes toward religious freedom. The U.S. Government does not have diplomatic relations with the Democratic People's Republic of Korea (DPRK), and information about the situation for religious freedom in the country is limited. The Government maintains tight and effective control on information on conditions in the country. In October 2001, the Secretary of State designated the DPRK as a "Country of Particular Concern" for particularly severe violations of religious freedom. The Government does not allow representatives of foreign governments, journalists, or other invited visitors the freedom of movement that would enable them to assess fully human rights conditions in the country. This report is based on information obtained over more than a decade, updated where possible by information drawn from recent interviews, reports, and other documentation. While limited in detail, this information is nonetheless indicative of the religious freedom situation in the country today. Section I. Religious Demography

    Korean People's Cause of Justice Supported
    Pyongyang, September 28 (KCNA) The Asia-Pacific regional meeting of the World Peace Council was held in New Delhi on Sept. 20 and 21. Speakers at the meeting strongly denounced the U.S. imperialists for keeping over 40,000 troops stationed in south Korea to block peace and reunification of the Korean peninsula, and extended unchangeable support to the Korean people in their just cause for the independent and peaceful reunification of the country.
    Adopted at the meeting were a series of documents including a statement on solidarity with the DPRK.
    Noting that the tension of the Korean peninsula is reaching a high pitch, posing a serious danger to peace of the region, the statement said that it is attributable to the aggressive attempt and provocations of the U.S. imperialists who have divided Korea into two since 1945.
    The meeting denounced the U.S. imperialists for their moves to frustrate the dialogue and reunification process between the north and the south of Korea. It stressed that when the U.S. signs a non-aggression treaty with the DPRK and withdraws its armed forces from south Korea, it is possible to denuclearize the Korean peninsula.
    WPK Anniversary Celebrated Abroad
    Pyongyang, September 28 (KCNA) Lecture meetings, film shows, reading sessions and seminars were held in Syria, democratic Congo, Uganda and Austria from Sept. 16 to 22 on the occasion of the 6th anniversary of leader Kim Jong Il's election as general secretary of the Workers' Party of Korea and 58th birthday of the WPK. Screened at the film shows were Korean films "Mountains and Rivers of Motherland Changing Beautifully under the Leadership of the Great General," "New Korea" and so on.
