Heritage Protection in the DPRK
Ariane Perrin, Ph.D. Candidate in Korean Art and Archaeology, SOAS, University of London The Democratic People's Republic of Korea (DPRK) has been a new State Party to the UNESCO World Heritage Convention since October 1998 and is only beginning to implement this international Convention. To date, very few sites from the Northeast Asian sphere have been designated as World Heritage sites, despite the fact that this was a region of cultural interaction and hence, a region of great historical and archaeological interest.
In order to intensify international collaboration in the field of heritage protection, the DPRK has sought to nominate properties for eventual inscription on the World Heritage List. Therefore, a UNESCO expert mission was undertaken in the DPRK from August 5-12, 2000 with the aim of assisting the Korean authorities in drafting the nomination file for the Goguryeo tombs by providing technical expertise on conservation and management planning.
The Goguryeo Kingdom (37 B.C- A.D 668) produced thousands of tombs which range from the simple cairn to the more elaborate stone chamber covered by an earthen mound. The latter were sometimes found decorated with colorful wall paintings which are dated between the 4th and the 7th centuries A.D. These burials are found scattered on both sides of the Yalu River in Jian, Jilin province,in the Liaodong peninsula of northeast China and in the vicinity of Pyeongyang in North Korea.In total about 90 Goguryeo tombs with wall paintings have been discovered so far,including those located in China, and some 70 tombs are concentrated in the vicinity of Pyeongyang.

The Korean Peninsula extends for about 1,000 kilometers southward from the northeast part of the Asian continent and consists of the Korean Peninsula and over 3,400 islands. The peninsula and all of its associated islands lie between 33¡ÆN and 43¡ÆN parallels and 124¡ÆE and 132¡ÆE meridians. The northernmost point is Yupojin in Onsong-gun, North Hamgyong Province, and the southernmost point is Marado Island, Cheju Province. The westernmost point is Maando Island in Yongchon-gun, North Pyongan Province, and the easternmost is Tokdo Islets in Ullunggun, North Kyongsang Province. The standard meridian of the peninsula is 135¡ÆE, so Seoul local time is nine hours ahead of Greenwich Mean Time.
The Amnok (Yalu) River and the Tuman (Tumen) River border both China and Russia to the north and Japan is just across the East Sea. Since 1945, as a byproduct of the Cold War, the peninsula has been divided at the 38th parallel into the Republic of Korea, or South Korea, and the Democratic People's Republic of Korea, more commonly known as North Korea.
Lacking formidable land or sea barriers along its borders and occupying a central position among East Asian nations, the Korean Peninsula has served as a cultural bridge between the mainland and the Japanese archipelago. Korea contributed greatly to the development of Japan by transmitting both Indian Buddhist and Chinese Confucian culture, art, and religion.

The study of North Korean approaches to negotiation with the United States and South Korea provides an excellent vehicle by which to test a wide range of issues in the theory and practice of negotiation: the way weaker states can seemingly enhance their negotiating power against stronger states; the dynamics and impact of a crisis atmosphere on negotiations; the toughness dilemma (whether toughness or softness yields a better negotiating strategy under certain circumstances); the influence of cultural factors on negotiation approaches and outcomes; and the difference between North Korean engagement with South Korea, and North Korean engagement with a superpower such as the United States. I will provide a brief survey of the debate in the negotiation theory literature on the relationship between culture and negotiation. I will also analyze patterns in North Korean negotiating behavior, basing my conclusions on over sixty interviews that I conducted in 1995-98 with American, South Korean, and Japanese diplomats who participated in official negotiations with North Korea. I will then analyze differences in the North Korean approach to South Korea and the North Korean approach to the United States. Through this study, it may be possible to develop a more sophisticated understanding of North Korea's negotiation strategy, laying the groundwork for further work on the relationship between culture and negotiation.

Organizations Provide Cultural Info on Northern Neighbors

Staff Reporter The latest inter-Korea family reunion program ended earlier this month between those from both sides who have been separated since the Korean War (1950-1953). The long separation has greatly affected North and South Korean peoples¡¯ understanding of each other. As a way to solve the problem, especially resulting from the cultural differences between the two Koreas, many official and private organizations in South Korea are helping people promote their understanding of North Korean culture through its books and movies, which are still commercially unavailable here. ``Everyone can visit here, collect information and use our facilities to know about North Korea unless they have any political intentions against South Korean society,¡¯¡¯ said Song Sung-seob, senior librarian of the Information Center on North Korea located in Chongno, Seoul. ``The center aims to help people better understand North Korea, encourage them to research the North and set a proper view on the reunification of the two Koreas.¡¯¡¯ The center was first established in 1989 under former president Roh Tae-woo to provide the public with information on communist countries and show confidence of its political identity and stability to the outside world. Frequent visitors include students who need to find sources to study, businessmen who are interested in working in there, and older people who miss their hometown in the North, Song added.

Feature Writer Given the ongoing nuclear standoff with North Korea, not to mention the regime's atrocious human rights record, vacationing in this last bastion of the Cold War might not seem too inviting. Although traveling on one of the tours to Mt. Kumgang might satisfy one's interest for a brief glimpse into this Stalinist country, others seeking a little more adventure might consider a much longer vacation in this Cold War holdover. At the same time, writing an in-depth travel guide for would-be travelers to North Korea might not also seem like a good idea considering the geo-political conundrum with the ongoing nuclear standoff, but that is what the folks at Bradt Travel Guides have done with their insightful and superbly written guidebook, ``North Korea: the Bradt Travel Guide.'' Written by Robert Willoughby, this is more than your run-of-the-mill, garden variety guidebook. After all, this is a guidebook for one of the members of the so-called ``axis of evil.'' However, a perusal of this informative guidebook would prove otherwise. While travelers are obliged to be part of a formal tour, there are plenty of possibilities for the more adventurous, including the Pyongyang International Marathon and the opportunity to traverse the country by motorbike, that's right motorbike. Routes outwards from the capital, Pyongyang, and via the Hyundai ferry from the South are explored in depth with plenty of practical and useful information, ensuring that travelers are aware of both the possibilities and pitfalls of travel in this relatively untrodden part of the world.

However, it is the portal to a treasure trove of official South Korean government information, from press releases to white papers to statistics. Much of the material published here is VERY difficult to find elsewhere. For instance, where else would you find a diagram showing the current structure of the South Korean government? How about a list of current high government officials? Or the press releases, reports, and bulletins of the Ministry of Unification? Frank Hoffman’s pages have long been one of the most comprehensive sets of links to things Korean written in English. It will point you to any number of interesting sites, from English-language papers printed in Seoul to technical issues related to the Korean language. The soundtracks of the dramas are also gaining popularity, as "Like the First Day," from "All In," has become gotten popular in the North.
