North Korea Table of Contents In terms of ethnicity, the population of the Korean Peninsula is one of the world's most homogeneous. Descended from migratory groups who entered the Korean Peninsula from Siberia, Manchuria, and Inner Asia several thousands of years ago, the Korean people are distinguished from the neighboring populations of mainland Asia and Japan in terms of ethnicity, culture, and language, even though they share many cultural elements with these peoples. Since the establishment of the Han Chinese colonies in the northern Korean Peninsula 2,000 years ago, Koreans have been under the cultural influence of China. During the period of Japanese domination (1910-45), the colonial regime attempted to force Koreans to adopt the Japanese language and culture. Neither the long and pervasive Chinese influence nor the more coercive and short-lived Japanese attempts to make Koreans loyal subjects of the Japanese emperor, however, succeeded in eradicating their ethnic, cultural, and linguistic distinctiveness. The desire of the North Korean regime to preserve its version of Korean culture, including many traditional aspects such as food, dress, art, architecture, and folkways, is motivated in part by the historical experience of cultural domination by both the Chinese and the Japanese.     N orth Korea and South Korea have been divided for half of a century since 1953. Unlike the case of West and East Germanys, since North and South Koreas have been separated completely, both Koreans even have not shared any ways to know and to communicate each other. Even though two Koreas started to reconcile in many aspects such as economic cooperation, limited permission for South Koreans¡¯ traveling to North Korea, and decrease in revilement against each other, however, they are not enough to know each others closely and to minimize the deep cultural gap between North and South Koreans. Until now this tragic situation, caused by the stark ideologies, has been maintained for the security and peace for each country. Both Korean governments regard visiting the other side without the governments¡¯ permission as spying, and the permission is extremely limited. However, recently, the situation begins to change. Due to the devastated economic condition, North Korea needs help from South Korea. Moreover, as a result of the consistent effort of South Korea toward the unification, so called ¡°Sunshine Policy¡± by Daejung Kim, the President of South Korea, Koreans start to believe that the long desire of Koreans for unification is possible event rather than unrealistic imagination. However, although the unification of North and South Koreas is passionately welcomed by Koreans as well as the international community, it needs to be considered that the real unification of North and South Koreas, not just political unification, might not be achieved without the common cultural identity of both sides¡¯ Koreans. Thus, the need to experience and know each other as a preoperational process is required not only in the governmental level but also public level.

    North Korea has been a hot news topic throughout October 2002, and the last week of the month was no exception. Basically, the country recently admitted to developing uranium-enrichment facilities as part of their secret program to build nuclear weapons. Such efforts violate a 1994 agreement the so-called "Agreed Framework" that disallows such activities. In their defense, North Korean officials have said that the United States violated the agreement first: the American government has failed to move toward normal ties with the Asian nation, and there have been long delays in the completion of two civilian nuclear power plants that were promised under the pact. Relations between the U.S. and North Korea have been tense at least since the Korean War, shortly after Korea was first split into two parts North and South at the end of World War II. Through the years, North Korea has been extremely secretive regarding its military operations and political agendas, and it has also kept itself relatively isolated culturally and socially from the rest of the world.     South Korea History
    Korea has roots dating back as far as 4000 BC. Perhaps the country's obsession with serenity came from its location: It has long been surrounded by powerful and intrusive neighbors. After the cultural unification of Korea in AD 668, the country was devastated by the invading armies of Japan in 1592 and the Manchus three decades later. Korea responded by turning its back on the world and developing its own unique culture in isolation, becoming the "Hermit Kingdom" of Asia. Its solitude was eventually shattered by Japan, whose armies occupied the nation from 1910 until the end of World War II. Although the Japanese did improve the country's infrastructure, they proved to be harsh overlords, creating an enmity that remains today. The postwar joy that followed liberation proved to be short-lived. By 1950, Korea was enveloped in a violent struggle for control between the U.N. forces supporting the government of the south and the Soviet- and Chinese-backed communist government of the north. For three years war raged across the entire length of the peninsula, reaching a stalemate at roughly the 38th parallel. A cease-fire was called in 1953, though no permanent peace treaty has ever been signed. (A nonaggression pact was finally reached in December 1991.) But the presence of the DMZ (Demilitarized Zone), the heavily fortified no-man's-land separating the two Koreas, seems to have little effect on daily life. Only a few miles away, farmers cultivate rice in peaceful fields while housewives preserve vegetables in tile-roofed houses.

Thus Mr. Carter once gushed that the Korean dictators, who had executed thousands of their own citizens, had suddenly on his arrival been transmogrified into "intelligent and well informed" statesmen and thus worthy partners in his own Cartesian dialectics. Since his 1994 visit, he has boasted that he never ordered a single military attack during his term, that he was the first American to go to Pyongyang in 43 years, that he wished to begin his Habitat for Humanity project in the North, and that the United States had no business building a missile-defense system since North Korea had no nuclear capability. Indeed, Kim Il-Sung and his dictatorship were seen more as a symptom of poverty or ignorance. For Western idealists, it is apparently too depressing to accept that evil is a perverse desire to satisfy innate human psychic and material appetites at the expense of others. Thus Mr. Carter in his pride assumed that the gift of two multimillion-dollar light-water nuclear reactors would obviously be appreciated as a logical effort to help an impoverished society generate electricity for its people. Why would any sane state use its fissionable material to build bombs with which to blackmail humane societies abroad, when it could power water pumps for its own starving citizens at home?

So far it has been argued that in social, historical and cultural terms the notion of civil society which has been used to explain the transformation of East European socialist systems has limited applicability to the North Korean case. However it cannot be contested that some of the factors which led to the events of 1989 in Europe can be seen also in North Korea. There is a growing economic crisis due to the inability of the sclerotic planning system to adjust to the new economic priorities of the Soviet Union, Pyongyang's major trading partner, and particularly to the former's insistence that all trade from 1991 be conducted in the medium of hard currency. At the same time, as sociali sm collapses elsewhere and as the legions of Kim Il-sung's foreign allies and admirers (now reduced to Fidel Castro and Robert Mugabe) evaporate, the regime is suffering a crisis of legitimacy. China, conducting for some years a significant amount of trad e with Seoul, is now in the process of moving towards official relations. Moscow has already taken that step, with Gorbachev visiting Roh in South Korea (while he has yet to travel to the North) and securing financial assistance. This crisis can be seen in the shrill insistence that North Korean socialism is both unique and without major flaws and thus does not require reform which experience elsewhere indicates is nothing but a device of imperialism (Kim Jong-il's speech expoundi ng these original themes being broadcast seven times on the first day it was made available to the general public in May 1991) (North Korea News, 582, June 10, 1991). It can also be seen in the defensive fashion in which Pyongyang has sought to justify i ts decision to seek entry to the United Nations, a move which reverses (in humiliating circumstances) one of the regime's most tenaciously held policies. Now the extent to which North Korea's predicament is understood inside the country is not clear.
