Regarding North Dakota Special Education Credentials
How do I go about getting a teaching certificate? See brochure, Rules of Certification of the Education Standards and Practices Board . You must apply for a North Dakota teaching certificate with the Education Standards and Practices Board. The board was established by legislation in 1993, it came into existence effective January 1, 1996, and assumed its duties on July 1, 1995. That board is not a part of the Department of Public Instruction. (This step may be taken care of for preservice undergraduates by the Office of Student Advising and Admissions (Room 105, Education Building) after they are cleared for graduation.) Special education credentials are issued through the Department of Public Instruction, Adaptive Services Division, Office of Special Education, so the teaching certificate and special education credential must be applied for through two different offices.

According to a 1999 survey of State Education Agencies, 39 states and the District of Columbia offer ESL teacher certification or endorsement, while 24 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 23 states have legislative requirements that teachers placed in ESL classrooms must be certified in ESL. In addition to offering bilingual/dual language certification, 17 states have legislative requirements that teachers placed in bilingual/dual language classrooms must have bilingual/dual language certification. The table below provides a summary of ESL and bilingual/dual language offerings, and legislative requirements by state.

Perhaps the most important issue facing North Dakotans, though, is the dearth of students stepping through school doors. A declining birthrate, an aging population, and rural-to-urban migration are causing a slow transformation of public schools in the state. In the past 25 years, the number of districts has dropped by nearly one-third, from 364 to 234, and enrollment trends indicate a 14 percent decrease in the student population by 2010. North Dakota inched toward greater accountability in education, but the bigger problem is a dearth of students. In response, Republican Gov. Edward T. Schafer last year initiated the "Report Card for North Dakota's Future," which will serve as the state's blueprint for managing declining enrollment. Districts had to submit to the state education department by November plans for dealing with the demographic changes in their areas. The plans had to include information on future school populations, finances, and staffing.

    POMEROY INTRODUCES LEGISLATION TO ATTRACT TEACHERS TO RURAL AREAS Congressman Earl Pomeroy today introduced legislation that would help rural schools recruit and retain quality teachers. The Incentives to Educate American Children (I-TEACH) Act, H.R. 3338, co-sponsored by Rep. Tom Osborne (R-NE), provides tax incentives to teachers in rural and high poverty schools and additional rewards for educators who pursue national teaching certification. "Attracting quality teachers to our smaller communities in North Dakota is not a luxury, it is a necessity," Pomeroy said. "Leaving ‘no child behind' means ensuring that children in rural areas are taught by the best teachers available. This legislation will make it easier to recruit new teachers and retain the excellent educators we already have in North Dakota." The tax incentives in the legislation include: •$1,000 tax credit to educators teaching in rural communities. Teachers in roughly 84 percent of North Dakota school districts would be eligible to receive this incentive. •$1,000 tax credit to teachers in high poverty schools. Under this legislation, teachers in schools with more than 75 percent of students on free or reduced school lunch would be eligible for this credit.
