The SchoolGrants focus is primarily schools within the United States. There are, however, often opportunities available that extend to our Canadian neighbors.     Smart Growth Initiatives Education ... Home Initiatives of Governor Hoeven's Administration Much in our country and state has changed over the past year. The incidents of September 11 and their aftermath have touched everything in our lives. We in North Dakota felt the tragedy, and we're adjusting to a new era of heightened security. Still, we're hard at work building our future in North Dakota. September 11 pushed our nation's economy into recession. Gross national product, employment, and personal income have all declined nationwide. Here in North Dakota we are fighting that trend. Our economy is typically counter-cyclical, but we have also vigorously pursued job creation efforts. The national recession has worked to slow our growth; still in North Dakota we have increased wages and personal income, and reduced unemployment. Our revenues to date are running just ahead of projections, but to be prudent we recently requested the State's forecasting firm, Economy.com to provide an updated revenue forecast for the biennium. Based on the national trend and recommendations from Economy.com we have reduced our revenue projections by $15 million. Together with the Legislature we put a sound budget in place, which we believe will see us through the national recession without cuts to programs or services. As a further precaution, however, we have asked state agencies to look for additional efficiencies and opportunities to save taxpayers' money. We've worked hard to budget conservatively, but we feel these steps are appropriate as more than 35 states around the country already face budget shortfalls and will need to make cuts.

    • Created an Economic Development Cabinet to advise the Director of Commerce and promote development activity. Created a number of new and additional tax credits to help build the economy:
    • A thirty-percent investment tax credit that will encourage investment in primary sector businesses within North Dakota. Investment tax credits for value added agriculture. ( see Agriculture Investment tax credits for wind energy. ( see Energy Increased tax credit for renaissance zones by $2.5 million. Created sales tax exemptions on high-tech equipment. Expanded the Beginning Entrepreneur Loan Fund from $500,000 to $4 million and increased individual loan amounts to $100,000. Increased public venture capital by adding $2.35 million to the North Dakota Development Fund (NDDF). The NDDF now has $21.1 million in total assets, which can be revolved and utilized for public investment. Increased funding for the Work Force 2000 training program to $2,100,000, an increase of $850,000 over the last biennium. Increased Work Force training delivered through higher education from $875,000 to $1,350,000.

Wyoming North Dakota State Profile Narrative Narrative Goals and Outcomes The North Dakota Department of Public Instruction developed the state technology plan for improving student learning in 1998. Updates of that plan have been aligned with the "Five Pillars" outlined by the U.S. Department of Education and most recently with the North Dakota Essential Conditions and Indicators for Technology Integration. The professional development activities proposed for the North Dakota Technology Academy for School Leaders are aligned with the state plan and designed to move school leaders toward improved technology leadership for increased student learning. SENDIT, North Dakota's state network in K-12 schools will connect all high schools in the state with broadband internet access and videoconferencing capabilities by fall 2001. The North Dakota Teaching with Technology Initiative is a five year statewide professional development project to help teachers and administrators integrate the use of technology into the curriculum. Funded by a federal Technology Innovation Challenge Grant, TWT works specifically with school administrators as the primary leaders in organizational change and models for effective staff development.

    awmakers in North Dakota took steps last year to improve the school funding formula. But, other than that, Mother Nature took center stage when it came to the fate of the region's schools. About 50 districts in the eastern part of the statewhich together serve one in 10 of North Dakota's 117,800 studentshad to evacuate their schools or relocate some of their students to other districts when the Red River overran its banks last spring. North Dakota educators have long complained that the funding formula falls short of districts' needs and forces towns to rely too heavily on local property taxes.
    In 1997, the legislature took initial steps to remedy the situation, approving increases of $33.8 million in state foundation aid and $3.1 million to improve equity in the poorest districts. Lawmakers also appropriated a $3.7 million increase in special education funding and $5 million in technology grants for schools, bringing the total K-12 budget for the 1998-99 biennium to $546 million. till, many educators contend that the state's contribution is not enough. In 1983, the state paid 63 percent of per-pupil costs; by 1995, that figure had fallen to 47 percent.

    • Internet Academy is an on-line school providing courses for students in grades K-12. As part of the Federal Way Public School system, IA has been serving students since 1996. This past school year 932 students have taken from one to five classes with IA. Currently there are 637 students enrolled in 1786 classes. These numbers represent students from 87 districts in WA State as well as several from other states and internationally. IA also offers a summer school program.

    • The Juneau Cyber School is designed to recruit home schooling students who would otherwise be counted by statewide home schooling programs, diverting revenue away from the district. This model seeks to enhance the quality of on-line and conventional correspondence schooling by also offering the district's extra-curricular activities and access to some public school classes to cyber students. In this model the parent is considered the teacher and choices in curriculum range from conventional parent-based home-schooling materials to contracted on-line classes with off-site teacher support. Curriculum plans and home assessments are evaluated by a certified teacher. Formal assessment is accomplished via state and federally mandated testing.

The completed network will connect 222 cities and 544 locations to broadband technology throughout the state of North Dakota. At this time all campuses of higher education and all K12 schools have been connected to the network. By summer, 2002, all libraries will also be on the state network. State analysts believe this network will provide the state with the greatest universal access to high-speed telecommunication services of any rural state in the nation. Brief project description: North Dakota’s state network will allow schools from across the state to connect to the new and expanded educational activities and collaborations available through the Internet 2.

    Project Highlights http://www.ndsu.nodak.edu/virtual-genomics/conference_2002.htm Genomics and Bioinformations are two new science areas, and the number of researchers currently working in these areas is few in number and scattered. The goal of the conference is to bring together researchers from around the world to discuss important issues, identify new colleagues, share ideas, and to make suggestions. The conference accomplished these goals. Bioethics was an important issue discussed at the conference.
