    The state has good mechanisms to deal with fiscal downturns, and recently added an Oil Trust fund to help even out the ups and downs of oil prices.
    CAPITAL MANAGEMENT: B
    North Dakota puts a lot of effort into looking ahead. A key component to that vision is the recent establishment of a new position, called the State Facility Planner. The planner lends his expertise to agencies that lack architectural staff and brings long-range perspective to the capital-planning process.
    HUMAN RESOURCES: B
    The positive impact of this is that agencies have long had the flexibility in hiring and making salary decisions that other states are now moving toward. The negative impact is that more centralized data would help work-force planning efforts. At the moment, managers have a hard time distinguishing between an employee who moves from one agency to another and an employee who moves to New Zealand. Decentralization results in some inefficiencies for job applicants as well. A person may have to apply over and over again to be considered for several different jobs in the state. Vacancies are centrally posted on the Internet, however, and a list-server function sends out a notice of new openings to anyone who cares to subscribe. The central personnel office has also started to coordinate job advertising.

About these charts North Dakota experienced only a minor shortfall for the 2003 fiscal year and is now running $15 million ahead of initial projections for the upcoming biennium, with no projected shortfall at all. By contrast, neighboring Minnesota, which gets 43.6 percent of its revenues from an income tax, has a looming shortfall of 14 percent of its general fund. The sales tax rules also contain some practical eccentricities. For example, farm machinery is taxed at a reduced rate. This means that tractors are taxed at different rates, essentially dependent on their color. A green tractor is generally used for agricultural purposes. A yellow one is presumed to be industrial and is therefore taxable at a higher rate. Also, agricultural supplies are exempt. So when consumers buy fences for their property, they have to be asked whether or not they are farmers, because the tax rate will be affected.

    ND North Dakota got its name from the Dakota division of the Sioux Indians who lived on the plains before the Europeans arrived. "Dakota" means "friend." In 1889, North Dakota was admitted to the Union as the 39th state. On the same day, South Dakota was admitted. North Dakota lies in the center of the North American continent. It is mainly a farm state and most of its industries (food processing and farm equipment) are connected to farming. Farms and ranches stretch from the flat Red River Valley, in the east, across rolling plains, to the rugged Badlands in the west. North Dakota's crisp autumn days attract hunters to streams and lakes where migrating fowl pause on their way south. Summer visitors to the state enjoy the exciting rodeos that are held in numerous communities and colorful Indian ceremonies that are conducted on reservations in the state.
