FEDERAL LAW-PRIVATE SECTOR
The federal Occupational Safety and Health Act (OSH Act) is "preemptive;" that is, it overrides state work safety and health laws and regulations for the private sector.  If an individual state wishes to enact its own work safety laws for private sector employees, it must have federal approval, and its state plan must be at least as stringent as the federal Act. North Dakota does not have an approved occupational safety and health plan; therefore, in the private sector workplace, the OSH Act prevails and governs health and safety. FREE CONSULTATION AND TRAINING SERVICES
North Dakota's Occupational Safety and Health Consultation Program (NDOSH) provides free safety and health program assistance to employers, especially those in smaller businesses (under 250 employees per facility and 500 worldwide).  NDOSH staff can help you identify workplace safety and health hazards, advise you on how to reduce or eliminate those hazards, and assess your safety and health program.  Experienced and professional safety, industrial hygiene, ergonomics, and new business safety program development consultants will provide you with a confidential, comprehensive written report containing their findings and recommendations.  No penalties are assessed or violations cited during the consultation; the consultation program is completely separate from the enforcement program.  The employer's obligation in accepting these services is to correct all hazards identified by the consultant within a reasonable period.

2004 ASEE North Midwest Regional Conference University of Wisconsin-Milwaukee Milwaukee, Wisconsin October 7-9, 2004 Announcement and Call for Papers The American Society for Engineering Education (ASEE) is committed to furthering education in engineering and engineering technology by promoting excellence in instruction, research, public service, and practice; exercising worldwide leadership; fostering the technological education of society; and providing quality products and services to members. The North Midwest Section of ASEE serves Iowa, Minnesota, North Dakota, eastern South Dakota, Wisconsin, Manitoba and western part of Ontario. We are pleased and honored to host the 2004 ASEE North Midwest Regional Conference will be held at the University of Wisconsin-Milwaukee, Milwaukee, Wisconsin, October 7-9, 2004. The theme for the conference will be Partnerships for Engineering Education . We are planning an excellent conference and exposition, which will bring together students, faculty members, Deans and industry/community partners in engineering education. This forum will provide all with a stimulating opportunity to share ideas on how to effectively partner with industry, community and the K-12 sector to enhance engineering education in meaningful ways. Of course, the event will provide plenty of opportunity to socialize and network with peers and exchange information. As a major metropolitan area, Milwaukee also offers a variety of cultural, entertainment and shopping opportunities. We are planning activities for spouses during technical sessions.

One such program is Little Dixie's Self-Help Assistance Resource Education (SHARE) program. Since 1980, Little Dixie has held a contract with USDA Rural Development to administer training and management assistance to Rural Development and Self-Help Housing grantees in an 11-state region of the country. Little Dixie staff members travel throughout the central part of the country to provide training and monitoring services. The training includes overall program structuring, planning and operational management such as budgeting, staffing, etc. Among the areas monitored are: program compliance reviews; expenditures of program administrative funds; clientele contruction money; and construction quality. Each year, Little Dixie's SHARE staff monitors approximately $4 million in administrative budgets and $20 million in construction budgets of Self-Help Housing Program grantees.

The Solution EntireX has been used to successfully implement a web accessible system for state legislators and a system for the Human Services Child Support Division, with plans for more systems down the road.
The Benefits The Legislative Automated Work Station (LAWS) enables legislators to replace volumes of paper with instant, online access to bill information from the floor of the Congress. As a result, legislative staff no longer waste time copying and filing reams of documents and information can be searched in seconds, rather than manually thumbing through binders. IT staff are able to put $60,000 worth of IT support into other projects. The new application for the Child Support Division of the Department of Human Services allows child support recipients to easily access payment information and case history information via the Web.
