K-12 Outreach
Precollege programs and activities enhance and broaden the knowledge of both the students and teachers, and include inservice teacher preparation and enhancement, curriculum development, field trips, guests lectures, hands-on activities, and other student opportunities. Other activities may include career guidance for students or improved teaching methods for teachers. Dissemination of materials and compliance with evolving national discipline standards are encouraged.
The education outreach program for the North Dakota Space Grant Program (NDSGP) includes activities directed at elementary to college students and teachers as well as the general public. One successful program is the Science Teaching Enhancement Grants in which the NDSGP awards $250 competitive grants to K-12 teachers who propose to significantly improve their teaching of science.
The NASA Regional Educator Resource Center As part of the North Dakota Space Grant Program's outreach activities, the University of North Dakota Space Studies Department houses a NASA Regional Educator Resource Center, supplying educational materials in a variety of media to elementary and high school educators throughout the region.

Judicial System The North Dakota judicial system consists of the Supreme Court, Court of Appeals, District Courts, and Municipal Courts. Together they form a judicial team responsible for providing an equal and fair system of justice to citizens of North Dakota. The Structure of the Judicial System Supreme Court
The Supreme Court is the highest court in the state of North Dakota. It is composed of five justices elected in a non-partisan election for ten-year terms. Each justice must be a licensed attorney and a citizen of the United States and North Dakota. One member of the Supreme Court is selected as Chief Justice by the justices of the Supreme Court and the judges of the district courts. The Chief Justice's term is five years. The Chief Justice's duties include presiding over Supreme Court conferences, representing the judiciary at official state functions, and serving as the administrative head of the judicial system. The North Dakota Supreme Court has two major types of responsibilitiesjudging and administering. In its judging capacity, the Supreme Court is primarily an appellate court with the responsibility of hearing appeals from decisions of the district courts and the Court of Appeals.

Rolf P. Sletten, Assistant State's Attorney, Courthouse, Bismarck, for plaintiff and appellee. 262 N.W.2d 732] State v. North Dakota Education Association Criminal No. 612 Vogel, Justice. This is an appeal from a conviction of the appellant of a violation of Section 16-20-17.1, N.D.C.C., which reads: The penalty for violating Section 16-20-17.1, N.D.C.C., is specified in Section 16-20-17.2, N.D.C.C., which reads: Upon conviction after a jury trial, sentencing was deferred until June 21, 1978, subject to the condition that the appellant not violate the law for one year. The appellant is an association of a great majority of the classroom teachers of North Dakota. It distributes a publication known as the "North Dakota Education News" six times a year to its members and to other associations on its exchange list, to newspapers, radio and television stations, to all legislators, and to all libraries throughout the State. Once a year it also distributes the publication to all classroom teachers in North Dakota, members and nonmembers alike. The publication involved in this case included all classroom teachers in North Dakota.

  • Created an Economic Development Cabinet to advise the Director of Commerce and promote development activity. Created a number of new and additional tax credits to help build the economy:
  • A thirty-percent investment tax credit that will encourage investment in primary sector businesses within North Dakota. Investment tax credits for value added agriculture. ( see Agriculture Investment tax credits for wind energy. ( see Energy Increased tax credit for renaissance zones by $2.5 million. Created sales tax exemptions on high-tech equipment. Expanded the Beginning Entrepreneur Loan Fund from $500,000 to $4 million and increased individual loan amounts to $100,000. Increased public venture capital by adding $2.35 million to the North Dakota Development Fund (NDDF). The NDDF now has $21.1 million in total assets, which can be revolved and utilized for public investment. Increased funding for the Work Force 2000 training program to $2,100,000, an increase of $850,000 over the last biennium. Increased Work Force training delivered through higher education from $875,000 to $1,350,000.

awmakers in North Dakota took steps last year to improve the school funding formula. But, other than that, Mother Nature took center stage when it came to the fate of the region's schools. About 50 districts in the eastern part of the statewhich together serve one in 10 of North Dakota's 117,800 studentshad to evacuate their schools or relocate some of their students to other districts when the Red River overran its banks last spring. North Dakota educators have long complained that the funding formula falls short of districts' needs and forces towns to rely too heavily on local property taxes.
In 1997, the legislature took initial steps to remedy the situation, approving increases of $33.8 million in state foundation aid and $3.1 million to improve equity in the poorest districts. Lawmakers also appropriated a $3.7 million increase in special education funding and $5 million in technology grants for schools, bringing the total K-12 budget for the 1998-99 biennium to $546 million. till, many educators contend that the state's contribution is not enough. In 1983, the state paid 63 percent of per-pupil costs; by 1995, that figure had fallen to 47 percent.

The Environmental Education Advocate - Fall 1996 The following information is provided to you as a service of the National Environmental Education Advancement Project (NEEAP). We encourage you to use it and please credit the National Environmental Education Advancement Project where appropriate. Since the Winter 1996 EE Advocate was published, ND published a State Plan (complete with a Vision Statement), created a "North Dakota Environmental Education Resources Directory," developed a "Memorandum of Understanding" between state agencies and organizations, and published an "ND EE Update Newsletter," all with limited resources and a $2000 Global Change Grant. A second statewide follow-up planning meeting was held in August. In October, a unique, "EE Road" will be featured at the ND State Teachers Convention. The "Road" will be an exhibit/meeting area where for the first time in North Dakota all the various groups featuring environmental education will be specially situated to focus attention on the wide number of opportunities/resources available to teachers. Special door prizes will be given away and copies of the new "ND Resources Directory" made available. Another positive activity at the Convention will be Susan Lardinois ND Volunteer EE Coordinator) and Glenda Fauske (North Dakota Forest Service) giving a presentation. Voluntary EE Coordinator Susan Lardinois told of these progressive developments but also admits to being "kind of discouraged" although "North Dakota still has momentum going" with its EE movement, she added. The reason for Lardinois' discouragement is that "some ideas have changed in North Dakota due to economic and political uncertainties." It seems that many politicians, and state agency people too, are waiting for the November election. The familiar trend of downsizing and transfers, seen all around the country, is also a factor.
