After the floods of 1993, Extension services in the North Central Region states realized they could do more effective work during a disaster if they were better prepared and could draw on an established network. Thanks to a U.S. Department of Agriculture grant and leadership from the University of Illinois, NCR state representatives formed the Extension Disaster Education Network (EDEN). EDEN's mission is to reduce the impact of natural and man-made disasters through interdisciplinary and multi-state research and education programs that address disaster mitigation, preparation, and recovery. Extension staff have always been involved in emergency work on the local and state levels, but by working across state lines and with other agencies, this expertise is brought together. In addition, by planning ahead, CES can be better prepared to serve people in time of need. The network is now national with 28 states represented and other states in the process of naming representatives. Pat Skinner with Louisiana CES currently serves as EDEN coordinator. State representatives include specialists in engineering, housing, clothing and textiles, safety, finance, child development, public policy, veterinary medicine, communications, psychology, marine science, and other subjects.

New Information on SFSP Geo-Mapping Technology When school lets out, millions of low-income children lose access to the school breakfasts, lunches and afterschool snacks they receive during the regular school year. The Summer Food Service Program for Children is a key to filling this gap. The Summer Food Service Program provides meals and snacks to children who might otherwise go hungry and is often provided in conjunction with educational, developmental, and recreational activities. With more parents working outside the home, organizations are serving school-age children afterschool as well as during the summer. History The Summer Food Service Program for Children (SFSP) was created by Congress in 1968. It is an entitlement program designed to provide funds for eligible sponsoring organizations to serve nutritious meals to low-income children when school is not in session. Benefits The SFSP feeds hungry children in the summer, gives a boost to public and private non-profit summer programs, and helps give low-income children the best start on the new school year. Many of the children served are at nutritional risk when they do not have access to school meals.

Activity Participation and Delinquency and Substance Use: Another Look

Abstract
Parents and school authorities have traditionally believed that activity participation is an effective vehicle for preventing delinquency and substance use. However, empirical tests of this assumption have received equivocal support. This study re-examines this assumption using survey data from over 7,700 North Dakota 6 th th graders. The data show that participation in musical activities was associated with lower odds of delinquency and substance use. The association odds were even stronger when music was coupled with sports, school organizations or both. Participation in sports was negatively associated with marijuana use and police contact while involvement in school organizations was associated with reduced substance use. Participating in after-school organizations had no effect on delinquency and substance use. The form of the significant associations was non-linear with the difference in slopes decreasing with an increase in activity participation time. Theoretically, involvement in conventional activities should suppress delinquency and substance use through four mechanisms. First, participation in activities changes the opportunity structure of delinquency and substance use (Hirschi, 1969; Empey & Stafford, 1991). This supposition is embodied in the folk belief that "idle hands are the devil's workshop." Second, conventional activities expose youth to pro-social peers, facilitating positive interaction and modeling. Third, participation in conventional activities fosters a sense of future orientation in youth (Hirschi, 1969). Conventional activities increase personal capital by allowing the practice of behaviors that bridge adult responsibilities, such as equating achievement with effort, making group decisions or emphasizing team cooperation. And fourth, conventional activities expose youth to adult mentors who work closely with youth and provide them with modeling and moral lessons (Tierney & Grossman, 1995).

The Comprehensive Regional Assistance Centers program is a new network of 15 regional centers funded by the U.S. Department of Education (ED) under the new Elementary and Secondary Education Act (authorized by the Improving America's Schools Act of 1994 [IASA]) to help recipients of funds under the ESEA to improve teaching and learning in the schools. Greetings, and welcome to the North Dakota Board of Nursing Web Page!
The Board has just completed North Dakota Administrative Code rule promulgation. Briefly, some of the changes that went into effect on April 1, 2004 are the following:
  • Standards for nursing education programs have been developed to include the certificate program for the practical nurse and the associate degree program for registered nurse. The Board continues to approve the current associate degree practical nurse programs and baccalaureate registered nurse programs.
  • Standards of practice remain the same for the LPN and RN.
  • Two year initial and renewal of the Unlicensed Assistive Person registration will be phased in over the two years. All registrations will now expire on June 30 and the fee will be $15.
  • The applicant for Medication Assistant registration must have registration on the ND Board of Nursing Unlicensed Assistive Person Registry.
Nurse Licensure Compact became effective January 1, 2004
