NORTH DAKOTA The Rural Context For Transportation Consultations North Dakota is the 17th largest state in the U.S. in land area, 4th smallest in population, and 4th least densely populated. Approximately 71 percent of North Dakota's population and jobs, and just under 100 percent of the land, is non-urban. About 97 percent of its roads are rural. Federally owned lands amount to 4 percent of the state's land area. Demographically, North Dakota's non-urban population is predominately white (94 percent). The proportion of North Dakota's non-urban adult population who did not graduate from high school is near the middle, compared to other states, as is the proportion that did graduate from college. The 15 percent of North Dakota's non-urban population who are poor is greater than in most other states. About 46 percent of the state's non-urban population is in non-working age groups (30 percent 18 years or younger, and 16 percent 65 years or older). Governmentally, North Dakota has 53 counties, a fairly manageable number compared to many other states. The state also has 363 municipalities and 1,341 towns or townships for a total of 1,704 sub-county divisions. This is the 8th highest number of sub-county governments among the states. North Dakota also has five federally recognized Indian tribes.

The Medically Complex Program is directed by a pediatric pulmonologist. The majority of children served by Children's Care receive care through our Outreach Programs . The program provided food for 995,386 meals in 2001. WHERE THE FOOD COMES FORM The Daily Bread truck makes its rounds on weekdays to collect surplus food from restaurants, hotels, hospitals, schools, colleges and grocery stores. More than 40 businesses in the Red River Valley participate in this program.

Student Work ... Putting Reading First At North Reading Recovery WHAT IS IT? Reading Recovery is an early intervention program to help 6-year-olds learn to read. Originally developed by New Zealand educator and psychologist Marie M. Clay, Reading Recovery provides an alternative to traditional reading practices for educationally disadvantaged and learning-disabled students (Lyons, 1991). WHAT ARE THE COMPONENTS? There are three main components: The Diagnostic Survey, the Tutoring Session, and Teacher Training. The examiner administers the survey to each child and uses the results when working with each child individually. The tutoring session includes: reading known stories, reading a story that was read one time the previous day, writing a story, working with a cut-up sentence, and reading a small new book. The teacher systematically records what the child is doing, and these observations form the basis for the next lesson. Lastly and most importantly, in a year-long intensive course, teachers are trained in Reading Recovery procedures and in the theories and practices of effective reading instruction. State Capitol 11th Floor 600 East Boulevard Avenue Bismark, North Dakota 58505-0440 Dear Superintendent Sanstead: I want to follow up our recent discussions about the outcome of the review of North Dakota's final assessment system under Title I of the Elementary and Secondary Education Act. We appreciate the efforts of you and your staff to prepare for the final review and hope that the process provides useful feedback that will support your State's efforts to monitor student progress toward meeting challenging standards. In general, Title I requires States to adopt State content and performance standards, and assessments of student performance that are aligned with those standards. The tests must be administered annually at the elementary, middle and high school level, and must include all students, specifically students with disabilities and with limited English proficiency. Further, the tests must be used as the primary basis for holding schools and districts accountable for progress in helping students meet State standards. The test results must be publicly reported at the State, school and district levels, and disaggregated by a number of different subcategories when statistically sound. There must also be individual scores to inform each student and his or her parents about the student's performance relative to State standards.

Ron Amundson, Ph.D., is a professor of philosophy at the University of Hawaii at Hilo. He studies the history and philosophy of science, and disability rights. He is the Secretary of Disability Rights Hawaii, a grassroots advocacy group. Jared Blackburn is an M.A. student in psychology at the University of Tennessee (Knoxville). He was diagnosed as autistic in first grade, after being referred by a concerned teacher (who thought he was mentally retarded). He has a B.A. in psychology. He has research interests in the cortical functioning (coherence, phase, and asymmetry) of people with pervasive developmental disorders, and he hopes to become a neuropsychologist. Carla Bradley, Ph.D., is an assistant professor in counseling and human services at Syracuse University. Her professional interests include cross-cultural counseling, community agency counseling and clinical supervision, and child rearing practices in families. She has spent seven years as a practitioner in mental health counseling. Bud Cooney, M.S.
