The North Dakota state Board of Higher Education is trying to make it harder for college instructors to profit from assigning certain textbooks to students in return for kickbacks from publishers. The state university system has never had a policy regulating textbook selection. But it soon might, based on one board member's concerns that arose after reading an expose in the Chronicle of Higher Education.

NORTH DAKOTA HIGHER EDUCATION: Officials say statistics misleading
Students transfer within system, not counted properly

VALLEY CITY, N.D.
North Dakota is getting a failing grade from the federal government for college dropouts, but higher education officials say the numbers are misleading because there are so many transfer students within the system. Federal figures on college retention rates, expected to be released in the next few weeks, will show that North Dakota loses a higher percentage of students in college than any other state, interim Chancellor Michel Hillman said Thursday. "We think that is inaccurate," Hillman said during a break in the state Board of Higher Education meeting. "When we begin to account for transfers, those statistics will change dramatically." A 2001 survey reported by the National Information Center for Higher Education Policymaking and Analysis showed North Dakota's college graduation rate at 42.9 percent.

Each state has three gubernatorially appointed commissioners, who help guide the work of the commission: Larry Isaak, chancellor of the North Dakota University System, Bismarck; Richard Kunkel, president, North Dakota Board of Higher Education, Devils Lake; and Sen. Qualifications of applicants
Optometrists wishing to obtain a license to practice optometry in North Dakota must submit, in writing, a letter to the Secretary of the Board asking for an application form. No other form of request will be honored. Applicants for optometry licenses must: be of legal age have attended high school for four years or hass the equivalent of such an education. be a graduate of an optometry school or college accredited by the council on optometric education of the American Optometric Association. have passed all three parts of the National Board of Examiners in Optometry tests have passed the North Dakota Jurisprudence Examination, issued by the NBEO. have properly and completely filled out all of the necessary application documents as established by the Secretary of the Board, including payment of all application and license fees.

US House Passes Medical Liability Reform Bill Today, the US House of Representatives passed HR 4280, the AMA-backed medical liability reform bill, by a vote of 229-197. Representative Earl Pomeroy was one of only fifteen House Democrats to vote in favor of the bill. The bill mirrors the comprehensive MICRA-style liability reform bill passed previously in the House in March 2003. CTE Mission The mission of the State Board for Vocational and Technical Education is to work with others to provide all North Dakota citizens with the technical skills, knowledge, and attitudes necessary for successful performance in a globally competitive workplace. CTE governance structure Perkins funds are distributed through the State Board for Vocational Technical Education. The State Board for Vocational Technical Education also is responsible for administration and overseeing programmatic control of both secondary and postsecondary CTE. State Director Roles and Responsibilities CTE Connections to Secondary Education There is much collaboration between vocational technical education and secondary education in North Dakota.
